CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ACCEPTING $282,034 FROM NEW
MEASURE A LOCAL SHUTTLE PROGRAM CATEGORY
FUNDS, APPROPRIATING $94,011 IN LOCAL MEASURE A
MATCHING FUNDS FOR THE SAN MATEO COUNTY
SHUTTLE PROGRAM, SETTING A PROJECT BUDGET OF
$376,045, AND AWARDING AN AGREEMENT TO PARKING
COMPANY OF AMERICA MANAGEMENT IN AN AMOUNT
NOT TO EXCEED $302,487 FOR THE OPERATIONS OF THE
SOUTH SAN FRANCISCO COMMUNITY SHUTTLE
WHEREAS, on May 1, 2014 the San Mateo County Transportation Authority Board
of Directors programmed and allocated $282,034 from the New Measure A Local Shuttle
Program Category ("Measure A Funds") for the City of South San Francisco East-West
Community Shuttle Project("the Project"); and
WHEREAS, the City is required to provide a 25% match in the amount of$94,011 for
the Project; and
WHEREAS, the total Project Budget is $376,045; and
WHEREAS, the City of South San Francisco ("the City") may procure and
administer any professional service and/or other contract to perform the work of operating
the Project; and
WHEREAS, City staff solicited proposals for the Project; and
WHEREAS, staff received proposals from three(3) firms; and
WHEREAS, after reviewing the proposals, Parking Company of America Management
("PCAM") was selected based on their overall costs and ability to provide safe and reliable
transportation services; and
WHEREAS, staff recommends awarding the Shuttle Operations Services Agreement for
the South City Shuttle to PCAM of Downey, California in an amount not to exceed $302,487.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby accepts the Measure A Funds in the amount of$282,034
and amends the City of South San Francisco's 2014-2015 Public Works Operating Budget to
include the Project.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the
information contained in the staff report, with funding appropriated from:
Grant-New Measure A $282,034
Measure A-City Allocation $ 94,011
BE IT FURTHER RESOLVED, by the City Council of the City of South San Francisco
that the City Council hereby awards the Shuttle Operations Services Agreement for the South
City Shuttle to PCAM of Downey, California, in a total amount not to exceed $302,487
conditioned on PCAM's timely execution of the agreement and submission of all required
documents, including but not limited to, certificates of insurance and endorsements, in
accordance with the agreement documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by PCAM signed agreement and all
other documents, subject to approval as to form by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 10th day of
September, 2014 by the following vote:
AYES: Councilmembers Mark N. Addiego, Pradeep Gupta, and Liza Normandy
Vice Mayor Richard A. Garbarino and Mayor Karyl Matsumoto
