REGULAR MEETING
April 14, 1999

CALL TO ORDER: 7:02 pm
ROLL CALL: Present: Boardmembers Fernekes, Mullin and Penna, Vice Chair
Matsumoto and Chairman Datzman
Absent: None.
AGENDA REVIEW No change.
CONSENT CALENDAR:
1. Motion to approve minutes of the regular meeting of March 10 and March 24, 1999.
2. Motion to confirm expense claims of April 14, 1999 in the amount of $31,009.74.
Boardmember Penna requested that the March 10, 1999 minutes be corrected to reflect that he
was present at the meeting and not absent. Boardmember Mullin stated he had minor corrections
to the March 10, 1999 minutes, and will advise the Clerk at the end of the meeting.
Motion-Matsumoto/Second-Penna: To approve the Consent Calendar, including corrections to
March 10, 1999 minutes. Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
3. Resolution Authorizing Executive Director to Prepare, Execute, and Record Purchase
Agreement for the Acquisition of 339-341 Commercial Avenue at an Amount Not to
Exceed $430,000.
Staff report presented by CDBG Coordinator Fragoso.
Boardmember Penna questioned the amount of dryrot damage and the estimated repair
costs. Boardmember Mullin concurred that the estimated cost of repairs were uncertain
and suggested that Council be provided with more specific figures in the future.
In response to Boardmember Penna, staff indicated that tenants will be allowed to occupy
their apartment until their lease expires, and repair work can still be done in the
meantime.
In response to Vice Chair Matsumoto, staff stated that the property was an important
asset for the City because it would correct a blighted condition in that area of the City and
meets an obligation to provide affordable housing units.
Motion-Mullin/Second-Fernekes: To adopt Resolution No. 9-99, approving a purchase
and sale agreement for the acquisition of residential rental property located at 339-341
Commercial Avenue authorizing the executive director to execute same. Unanimously
approved by voice vote.
