HomeMy WebLinkAboutRDA Minutes 1999-06-09 MINUTES (,, REDEVELOPMENT AGENCY -..- CITY OF SOUTH SAN FRANCISCO REGULAR MEETING JUNE 9, 1999 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:04 p.m. ROLL CALL Present: Boardmembers Fernekes, Mullin and Penna, Vice Chair Matsumoto and Chairman Datzman. Absent: None. AGENDA REVIEW: No changes. CONSENT CALENDAR 1. Motion to Approve Minutes of the May 26, 1999 Regular Meeting 2. Motion to Confirm Expense Claims of June 9, 1999 in the amount of $139,058.34. Motion-Mullin/Second-Fernekes: On the question: Vice Chair Matsumoto asked staff to clarify disbursements for South City Ford architectural services, the South San Francisco Housing Market Study, and an appraisal fee for 905 Linden Avenue. Agency Assistant Director Van Duyn explained that architectural services for enhancing South City Ford and its immediate area are provided though the Downtown Commercial Improvement Program. With regard to the study, he explained that Terranomics felt there was a need for market rate housing downtown, and a consultant (Bay Area Economics) assisted the City by conducting the study. With regard to the third item, Assistant Director Van Duyn stated that the City is seeking acquisition of the 905 Linden Avenue property and an appraisal of the property is required. Boardmember Penna questioned the process for hiring consultants and keeping the Agency informed. Vice Chair Matsumoto stated that the City Council's Senior Housing Subcommittee was the genesis for requesting a market study. Motion continued: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. PUBLIC HEARING 3. Motion Authorizing the Use of Redevelopment Agency Funds to Demolish the Industrial Hotel Assistant Director Van Duyn introduced Chief Building Official Kirkman to present the staff report. Mr. Steven Littman, attorney, interrupted the presentation and asked for a continuance on behalf of the owner due to several reasons. He stated that the Patel family's attorney, who has been representing them on this matter, is on vacation; that the owner of the hotel, Mr. Raymond Patel, is ill; insufficient notice was given regarding the hearing, and the plan check response date isn't until June 11, 1999. He explained that Mr. Karnilowicz, the contractor, has not been able to contact the Chief Building Official and respond to plan check questions, and the owner does wish to bring the building into compliance. Building Official Kirkman reviewed the sequence of events that have occurred since August of 1998 and notifications given the owner. He stated that structural analysis is still needed and the recent submittal was insufficient. Mr. Littman informed the Board that the contractor was unaware of the request for structural analysis, and that the owner has sufficient financing to have the structure repaired and to bring into code compliance. Council discussed the request and reached a consensus to allow continuance of the item until the July 14, 1999 regular meeting. Motion-Mullin/Second-Penna: To continue the public hearing for authorizing the use of Redevelopment Agency funds to demolish the Industrial Hotel to July 14, 1999. Unanimously approved by voice vote. Chairman Datzman announced that the Closed Session would be conducted at the end of the City Council meeting. (Recess 7:30 p.m. - 10:30 p.m.) CLOSED SESSION 4. Closed Session Pursuant to Government Code Section 54956.8 Real Property Negotiations Related to 1600 El Camino Real - Negotiating Parties: Costco and South San Francisco Redevelopment Agency Entered into Closed Session at 10:30 p.m. All Boardmembers present. Reconvened into Open Session at 1:50 a.m. All Boardmembers present. Agency Counsel Mattas announced that direction was given and no action was taken.
