1. CALL TO ORDER: 6:31 p.m. (Cassette Tape No. 1)
2. ROLL CALL: Present: Councilmembers Femekes, Mullin and Penna,
Mayor Pro Tem Matsumoto and Mayor Datzman.
Absent: None
3. CLOSED SESSION: Pursuant to Government Code Section 54956.8 Real Property
Negotiations - Related to 208 East Grand Avenue, 169 Harbor Way and 185 Harbor
Way; Negotiating Parties: Britannia Pointe Grand and South San Francisco
Redevelopment Agency
Entered into Closed Session: 6:31 p.m.
Reconvened into Open Session: 7:10 p.m. All Councilmembers present.
Mayor Datzman announced no action taken and the Closed Session is recessed until City
Council Agenda Item No. 16 is considered.
(Recess: 7:10 p.m. - 9:12 p.m.)
Councilmember Penna stated he would abstain from participating in the Closed Session,
in accordance with FI)PC regulations (see City Council Regular Meeting minutes for
discussion).
Entered into Closed Session: 9:12 p.m.
Reconvened into Open Session: 9:35 p.m.
Present: Councilmembers Femekes and Mullin, Mayor Pro Tem Matsumoto and
Mayor Datzman.
Abstain: Councilman Penna
City Attorney Mattas announced direction was given and no action was taken.
ADJOURNMENT
Motion-Fernekes/Second-Matsumoto: To adjourn the meeting at 9:35 p.m. Approved by voice
vote. Abstain: Councilman Penna.

ROLL CALL Present: Boardmembers Fernekes, Mullin and Penna,
Vice Chair Matsumoto and Chairman Datzman.
Absent: None.
AGENDA REVIEW: Executive Director Wilson requested that Item No. 4 be considered with
City Council Item No. 16 as they are related.
CONSENT CALENDAR
1. Motion to Approve Minutes of the June 23, 1999 Regular Meeting
2. Motion to Confirm Expense Claims of July 14, 1999 in the Amount of $230,899.18
Motion-Fernekes/Second-Mullin: To approve the Consent Calendar as submitted. Unanimously
approved by voice vote.
PUBLIC HEARING
3. Motion Authorizing the Use of Redevelopment Agency Funds to Demolish the Industrial Hotel
(Public Heating opened on June 9, 1999 and continued to July 14, 1999)
Chief Building Official/Fire Marshal Kirkman presented the staff report.
Mr. Richard Stratton, Attorney at Law, Bronson Bronson & McKinnon, 305 Montgomery Street,
San Francisco, stated that it was premature for the Board to take action on this item as staff has
given the owner an additional two weeks to work with the Building Division. He reviewed the
events since last September and stated that the owner now has the money to bring the building
into compliance. He requested a one month delay of action.
Agency Counsel Mattas advised the Board that the recommendation is to authorize funding only,
and that the two week extension agreement with the owner, Mr. Patel, will be honored.
Mr. Henry Karnilowicz, contractor for Mr. Patel, requested that the Board deny the funds for
demolition. He felt the owner has been acting in good faith, and stated he will work in a timely
manner to make the corrections.

Boardmember Penna stated his objection to the process and felt there was no need to make a
-- decision at this time. City Attorney Mattas stated that when people were removed from the
building in September 1998, the City made the determination to have the building demolished
and that the owner has not satisfied the requirements that were requested one month ago.
Vice Chair Matsumoto supported staffs recommendation and reminded the owner that one month
ago a promise was made to have everything in place by today's date.
Boardmembers Fernekes and Mullin, and Chairman Datzman stated their support for staffs
recommendation and felt that the owner has had sufficient time to respond to staffs concems and
two additional weeks is sufficient time to resolve outstanding issues.
Motion-Mullin/Second-Fernekes: Motion authorizing the use of Redevelopment Agency funds to
demolish the Industrial Hotel. Approved by voice vote. AYES: Boardmembers Fernekes and
Mullin, Vice Chair Matsumoto and Chairman Datzman. NOES: Boardmember Penna.
4. Resolution Approving the Disposition and Development Agreement By and Between the
Redevelopment Agency and Britannia Pointe Grand limited Partnership for Harbor Way Area
(Public Hearing Opened on June 23, 1999, and continued to July 14, 1999)
Item to be considered with City Council Agenda Item No. 16.
(Recess: 7:37- 9:12 p.m.)
Public Hearing opened.
Comments made by Ms. Janet Fogarty, Attorney at Law, 1133 Bayshore Boulevard, Suite 329,
Burlingame, during City Council Agenda Item No 16, are included as part of the record for this
public hearing, refer to City Council Minutes for discussion.
Public hearing closed.
Motion-Mullin/Second-Fernekes: To approve Resolution No. 11-99, approving a Disposition and
Development Agreement with Britannia Pointe Grand Limited Partnership. Approved by the
following roll call vote: AYES: Boardmembers Fernekes and Mullin, and Chairman Datzman.
NOES: Vice Chair Matsumoto. ABSTAIN: BoardmemberPenna. ABSENT: None.
