HomeMy WebLinkAboutMinutes 1923-08-06 REGULAR ME~:TING OF THE BOARD OF TRUSTEES OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, AUGUST 6th,1923. The regular meeting of the Board of Trustees of the City of,South San Francisco was held in th City Hall, Monday, August 6th,1923.' The meeting was called to order at 7;30 o'clock p.m. by Trustee G.W.Holston, President of the Board. ROLL CALL. Roll call found all ~rustees present, to-wit;- Trustees, F.A.Cunningham, A.J.Eschelbach, J.W.Pitt,H.Scampini, G.W.Holston. Absent, Trustees, None. The minutes of the previous meeting were read and upon motion by Trustee Cunningham, seconded by Trustee Hschelbach and regularly carried were approved as read. A communication was received from the ~arket Street Railway Company, accompanied by a check for ~71~.28, being the amount due the city by the South San Francisco Railroad & Power Company on its franchise for the year ending April 21st,1923. Accepted and filed. lilliam Hyland petitioned the Board to plafe more limhts at the Junction of Linden & Lux Avenues, and also to repair the sidewalk at Linden & ~iller Avenues. Referred to the street committee. Application was made by Manuel A. Borba for permission to bid on street cleaning work. The city attorney was instructed to draw up specifications for this work, to be submitted to the Board for consideration, and the application o~dered filed. The Spring Valley Water Company replied to the City's communication requesting them to repair certain breaks in San Bruno Road over the Company's pipe line, stating that little,if any damage to the road could be attributed to the company's line, and offering to meet with the City Engineer or Superintendent of Streets and effect an understanding. Referred to the City Engineer. The Uater compa~ny submitted an additional communication protesting ~gainst the dumping of refuse on their pipe line near the city dump. The City Marshal was instructed to procure signs and have the same erected on the dumps, warning the public to discontinue the nuisance. The Pacific Gas & Electric Company replied to the city's letter concerning the proposed changes in their lines on Grand Avenue, stating that all arrangements for the change have been made, as agreed upon. Communication ordered filed. A communication w~s received from the League of California Municipalities requesting the " city to send as as many delegates as possible to the 25th ~nnual convention of the League at Coronado. The Sresident of the Board stated the city would send a good representation. F.W.Brown petitioned the Board for a oermit to make $~00 repairs to the Grand Avenue Cafe. Granted. Chief of the Fire Department, B.H.Trua~ made written application for a raise of salary from $2~ to $§0 per month. On motion of Trustee Eschelbach seconded by Trustee C,,~ningham the request was granted,to take effect August 1st, The request of the Standard Oil Company to amend the zone ordinance to permit them to erect a g~s and oil station at Linden & Baden Avenues was finally denied on motion of Trustee Eschelbach seconded by TrDstee Cunningham and regularly carried, Trustee Scampini voting No. The following applications for soft drink licenses were received;- H.Scampini,Pardini & Ferrari,Mrs. G.Bostrum, Enrico Ghilardi, Casimir Christen, Richard harder, Louis Bartoli, Ernest Galli, John Venturi,Angelo Genovesi, and were granted by the following vote;- Ayes, Trustees, F.A.Cunningham, A.J.Eschelbach, J.W.Pitt, H.Scs,mpini, G.W.Holston. Noes. Trustees, None. Absent, Trustees, None. The application of H.Yglesios & Nick Leon for a soft Drink License was denied by the foll- owing vote; Ayes, Trustees, F.A.cunningham, A.J.Eschelbach, J.W.Pitt, H.Scampini, G.W.Holston. Applications for pool room licenses were receivod from Angelo Genovesi and Ernest Galli an and granted by the following vote;- Ayes, Trustees F.A.Cunningham, A.J.Eschelbach, J.W.Pitt, H.Sc~mpini, G.W.Holston. Noes, Trustees, None. Absent, Trustees, ~one. AN ORDER PROVIDING FOR THE ISSUANCE OF STREET IMPROVE~IENT BONDS, PRESCRIBING THE DENOMINATION OF SUCH BONDS AND THE INTEREST COUPONS ATTACHED. NO. 49. TNE FOLLOWING RESOLUTION WAS INT!LODUCED BY TRUSTEE CUNNINGHAM;- Whereas the Board of Trustees of the City of South San Francisco on the ?th day of AUgust, 192£, passed its Resolution of Intention No. 49 for the improvement of Grand Avenue from the center linc of Division Street to the westerly line of Spruce Avenue, Linden Avenue from the southerly line of Commercial Avenue to the northerly line of Miller Avenue and San~Bruno Road from the northerly line of Grand Avenue to the soUtherly line of Lux Avenue, under and pursuant to the provisions of the "Improvement Act of 1911", and the amendments thereto and to the resolutions, notices and other proceedings of said Board of Trustees, duly adopted and taken, reference to said resolution of intention being hereby expressly made for a description of said work and the district in said resolution of intention mentioned and for further particulars; and Whereas the contract £or said work and improvement was duly awarded and.thereafter duly completed to the satisfaction of the Superintendent of Streets and of this Board, whereupon a warrant, diagram and assessment were made, recorded ~nd delivered to the contractor, in time, form anA manner as required by said act, and the contractor having made due return thereon and the same having been duly recorded; and Whereas, on the 21st day of July, 192~, the ~uperintendent of Streets of said City of South San Francisco made and filed with the Clerk of this board a complete list of all assessments unpaid thereunder upon the respective assessment or diagram numbers thereon, whereupon said clerk ga~e notice of the filing of said list, having fixed in said notice Monday, the 6th day of August, 1923, at the hour of 7;30 o'clocE p.m.., as the time when interested persons might appear before said Board of Trustees and show cause wh~ bonds should not be issmed_u~on the sec~.ritv of th~un~&id~ assessments shown upon said list,said time being that o~ a regular mee~ing ox sa~d ~oara; an~ ~ appearing from the affidavit of Daniel McSweeney, City Clerk of said city, which affidavit is now on file in the office of the City Clerk, that said notice was posted as required by law, and it likewise appearing from the affidavit of Robert Speed, which affidavit is now on file in the office of the City Clerk, that said notice was published as required by law; and no person having at any time made objection against the issuance of bonds, it is hereby determined that the assessments unpaid and the aggregate amount of the same are as follows; DIAGRAM AND ASSESSMENT N U~iBER AMOUNT OF UNPAID ASSESS~iENT Total 2 106.37 3 106.37 36 53.19 44 80.86 71 49.95 72 49.94 73 49.94 76 49.94 78 49.94 79 49.94 110 49.95 117 106.37 182 53.17 183 106.36 $962.29 The total Sr aggregate amount of said sum unpaid is the sum of Nine Hundred and Sixty-two and 29/100 Dollars ($962.29) Now, therefore, in consideration of the premises, the Board of Trustees of the City of South San Francisco do order as follows: Section 1. Said bonds shall be issued in annual series and the unpaid assessments as shown upon said list filed by the Superintendent of Streets and determined by said Board of Trustees, together with the interest thereon, shall remain and constitute a trust fund for the redemption and payment of said bonds and of the interest which may be due thereon, which unpaid assessments shall be payable in annual series corresponding in number to the number of series of the bonds issued, and an even annual proportion of each assessment shall be payable in each year preceding the date o maturity of each of the several series of bonds issued, and such proportion of each assessment comi due in any year together with the annual interest thereon, shall in turn be payable in installments the same as the general municipal taxes of said City of South San Francisco, on real property are payable and shall become delinquent at the same times and at the same proportionate amounts and bes the same proportionate penalties for delinquency. Said bonds shall be signed by the Treasurer of the City of South San Francisco and counters by the clerk who shall affix thereto the official seal of said city; the interest coupons affixed thereto shall be signed by the Treasurer or bear his engraved or lithographed signature; ~aid bond shall be substantially in the form set forth in said Improvement Bond Act as amended in 1921. The City Clerk is hereby directed to advertise for bids therefor by the publication of a notice in the m~nner and fo~ required by law, once a week for two (2) weeks in "The Enterprise", a weekly newspaper of general circulation, published in the City of South San Francisco. The motion was seconded by Trustee Scampini and regularly carried. There being no further business before the board Trustee Scampini moved to adjourn until the next regular meeting.
