HomeMy WebLinkAboutMinutes 1923-09-04.REGULAR.MEETING OF THE BOARD OF TRUSTEES OF THE CITY OF SOUTH SAN FRANCISCO HELD TUESDAY, SEPTEI{BER 4th, 1923. The regular meeting of the Board of Trustees of the City of South San Francisco was held Tuesday, September 4th,192~ at the ~ity Hall. The meeting was called to order at 7;30 o'clock p.m. by Trustee G.W.Holston, President of the Board. ROLL CALL. Roll call found the following Tr~stees present, to-wit, Trustees, F.A.Cunningham,J,W.Pitt, H.Scampini, G.W.Holston. Absent, Trustees, A.J.Eschrlbach. The minutes of the previous meeting were read and upon motion by Trustee Cunningham,seconded by Trustee Pitt and regufarly carried were approved as read. A communication was received from Fireman Bissett requesting a raise of salary from $100 to $125 per month. Granted. A communication was received from the San Francisco Motor Drayage Co, bearing date of March gl with the r~commendation of the Superintendent of streets and endorsement of four Trustees, asking for an extension of time of 60 days in which to complete the contract of building sidewalk on the South side of Swift Avenue, stating some delay was caused by performing other city work, etc. Granted with the consent of the bondsmen, whose letter recommending the extension was received and read to the Board. Joseph J.Pacheco, #98 Grand Avenue made application for a soft drink license £or the location ~98 Grand Avenue, in the S.P.Hotel building. The License was granted bY the following vote;- Ayes, Trustees, F.A.Cunningham, J,W.Pitt, H.Scampini, G.W.Holston. Noes, Trustees, None. Absent, Trustees. A.J~Eschelbach. City Engineer Kneese appeared before the Board in reference to the further levelling of the Civic Center Site. After discussion it was decided the engineer could employ the steam shovel and crew to smooth out the rough spots and otherwise prepare the grounds, at approximately $25 per day. The reports of the Fire Chief, Building Inspector, City Recorder, City Marshal, Health Officer, and City Clerk for the month ending August Zlst were next read. The report of the City Recorder showed collections of $5.00 for the month, while the report of the City Clerk showed the following balances in the various funds, Genera~ Fund, $13685.05,Library Fund, $1118.67,, Sinking Fund,For Sewers, Sz1.9Z, Factory Dist Sewer Fund, $719.82, 1919 Bonds, $866.69, Anti-tubercular fund $142.48, ~- , "B" ~ , Ser."C",$18.26, Ser "D",$4~6.99 Ser Street F~uds Ser. On motion of Trustee Cunningham seconded by Trustee Pitt and'regularly carried the reports were accepted as read. A report of Weed Cleaning was received from Superintendent of Streets, City Engineer George A.Eneese. The report shows the tota~ cost of the work to be $2,~.6~ the total number of lineal feet cleaned,55.204.84 feet, and cost per foot $.041547, (4 1/5 cents. The re~ort includes the number of each lot assessed, the block, and the tract or subdivision in which they lie, and also the lineal feet cleaned in frontof each lot, and the cost of removing such woeds in front of the above mentioned lots. The re~ort meeting with the approval of the Board Trustee ~Scampini introduced the following resolution:- Whereas the Board of Trustees of the City of South San Francisco did, by resolution duly passed and adopted on the 25th day of Aoril; 1923, declare its intention to abate %he nuisance caused by weeds growing upon the following streets: Armour Avenue,Aspen Avenue, Pine Avenue, CaliforH~ia Avenue,Lux Avenue, Miller Avenue, Grand Avenue, Baden Avenue,Commercial Avenue, Railroad Avenue, San Bruno Road, Cypress Avenue, Linden Avenue, ~ia~le Avenue, Spruce Avenue, Magnolia Avenue,Orange Avenue Acacia Avenue,hu~.~alpytus Avenue, Laurel Avenue, fine Terrace,Walnut Avenue, Oark Way, Olive Avenue, Juniper Avenue,Randolph Avenue, Chapman Avenue, and Braden Avenue,. in said City of South San Francisco: reference being hereby made to said resolution for further description of said streets: and Whereas notices to destroy weeds were duly posted along said streets in form and manner as required by law: and Whereas, pursuant to the resolution ordering the abatement of weeds, passed by said Board of Trustees on the 7th day of ~iay,192~, said weeds were duly destroyed and re:~oved by the Superinten- dent of Streets of said City of South San Francisco: and Whereas, on the 22nd day of August,192Z, said ~treet Superintendent filed and rendered his report, in writing, in the office of the City Clerk of said city, and on the 29th day of August,1923, the City Clerk duly oosted a copy of said report near the Council Chamber door of said Board of Trustees together with a notice that said report would be submitted to said Board of Trustees for confirmation on the 4th day of September, 192Z; and Whereas no person h~s raised or ~Lade any objection to said report, or any part thereof; Resolved by the Board of Trustees of the City of South San Francisco that said report of said Street Superintendent be, and the sa~e hereby is confirr~ed. The following resolution was introduced by Trustee Pitt;- Whereas John J.Granfield and Arthur Granfield,the contractors to whom the contract for improving Swift Avenue from the easterly boundary line of the right of way of the Southern Pacific Railroad Company to a line drawn at right angles to t~e south boundary line of Swift Ave~ue ~t a in said south boundary line 525 feet,(five hundred ~nd twenty-five feet)easterly from the angle poi~ in the southerly line of Swift Avenue immediately easterly from the southerly termination of Allert, Avenue, have petitioned the Board of Trustees of the City of South San Francisco for an extension sixty (60) days's time within which to complete the work of said contract: and Whereas the sureties on the bonds of said contractors have consented to such e:~tension; Resolved by the Board of Trustees of the City of South San Francisco that said extension time be, and the sa~e hereby is granted. The following resolution was introduced by Trustee Cunningham;- Whereas the Board of Trustees of the City of South San Francisco did, on the 6th day of Aug~ 1923, direct the City Clerk o£ said 5ity to publish a notice, in the manner and form required by inviting sealed proposals or bids to be filed with said City Clerk up to the hour of 7;30 o'clock p on Tuesday, the 4th day of September, 1923, for the purchase of bonds issued upon the security of tl unpaid assessments for the imDrovement work upon Grand Avenue from the center line of Division Stre, to the westerly line of Spruce Avenue, Linden Avenue from the southerly line of Commercial Avenue t, northerly line of ~,~iller Avenue and San Bruno ~o~d£rom the northerly line of Grand Avenue to the so~ line of Lux Avenue,fully described in Resolution of intention No.~9, passed on the 7th day of Augus' 1922, to which re£e~ence is hereby made; and whereas no oroposals or bids for said bonds have been received, and the time fixed in said : for receiving such propo~-als or bids has expired; and Whereas there now remains due to H.C.Reid, the contractor by whom said street improvement w, was performed, the sum of Nine Hunderd Sixty-two and 29/100 Dollars ~.62.29) upon the assessment ~ warrant issued by said Superintendent of ~treets therefor; Resolved by the Board of Trustees of the City of South ~an Francisco that the bonds hereinb, referred to be, and the same hereby are awarded to said H.C.Reid in satisfaction of said sum now du, said H.C.Reid upon the assessment and warrant issued by said Superintendent of Streets of said city said street improvement work, and the City Clerk is hereby authorized and directed to deliver said bonds to said H.C.Reid. Said bonds are fully described in the resolution of said Board of Trustees entitled "An ord, ~roviding for the issuance of street improvement bonds, prescribing the denomination of such bonds and the interest coupons attached",No. 49, passe5 and adopted on the 6th day of August, 192Z,to whi~ r~ference is hereby made.
