ROLL CALL Present: Boardmembers Femekes, Mullin and Penna*,
Vice Chair Matsumoto and Chairman Datzman.
Absent: None.
*Boardmember Penna arrived at 7:04 p.m.
AGENDA REVIEW No change.
CONSENT CALENDAR
1. Motion to Approve Minutes of the October 27, 1999 Regular Meeting
2. Motion to Confirm Expense Claims of November 10, 1999 in the Amount of $94,396.49
3. Motion to Cancel the Regular Meeting of November 24, 1999, and Schedule a Special
Meeting for November 17, 1999.
Motion-Fernekes/Second-Mullin: To approve the consent calendar as presented.
Approved by voice vote. Absent: Boardmember Penna.
PUBLIC HEARING
4. Motion to Continue Precise Plan and Environmental Impact Report (PP-048 and EIR-97-
027), to Construct a 136,000 Square Foot Retail Store to December 8, 1999. Applicant:
Wal Mart Stores, Inc. and Bay West Cove LTD (continued from September 22, 1999
meeting)
Public hearing opened.
Executive Director Wilson recommended that comments be deferred to the December 8,
1999 meeting.
Boardmember Penna arrived at 7:04 p.m.
Motion-Mullin/Second-Fernekes: To continue Precise Plan and Environmental Impact
Report (PP-048 and EIR-97-027) to construct a 136,000 square foot retail store to
December 8, 1999. Unanimously approved by voice vote.

by voice vote.
