HomeMy WebLinkAboutRDA Minutes 2000-03-08_ MINUTES REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO REGULAR MEETING MARCH 8, 2000 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:09 p.m. (Cassette Tape No. 1) ROLL CALL Present: Boardmembers Datzman, Mullin and Penna, Vice Chair Femekes and Chair Matsumoto Absent: None AGENDA REVIEW: No changes CONSENT CALENDAR 1. Motion to approve the minutes of the February 23, 2000 regular meeting 2. Motion to confirm expense claims of March 8, 2000 in the amount of $18,385.86 3. Resolution No. 3-2000, approving the first amendment to the consultant services agreement with Katz Hollis for preparation of plan amendment for the second plan amendment for E1 Camino Corridor Redevelopment Plan Motion-Fernekes/Second-Mullin: To approve the Consent Calendar as presented. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 4. Resolution receiving and approving the preliminary report for the proposed second amendment to the Redevelopment Plan for the El Camino Corridor Redevelopment Project and authorizing transmittal to affected taxing agencies for consultations Staff report presented by Redevelopment Project Manager Beyer. Boardmember Mullin asked for information and clarification concerning who conducts the negotiations with the taxing agencies, the tax increment formula and basic aid status. Project Manager Beyer explained the process which is set in law, hence no negotiations, the percentages that are applied over the 30 year life of the project, and basic aid is being further discussed. Boardmember Mullin asked for further clarification on Limits Analysis, Debt Establishment, Table 1, Page 8, regarding the year referenced 2032. Project Manager Beyer stated that it may be a typo, but he will research and report back to the Agency. Boardmember Datzman asked for clarification on the notification process and how property owners/residents learn about it. Project Manager Beyer explained that they are represented by the Project Area Committee and formal notification will be mailed to residents when the hearing comes before the Agency and Council prior to the plans adoption. Boardmember Datzman asked if the School District will be surprised by this action, and Project Manager Beyer stated that they have been discussing it and a formal meeting is scheduled. Chair Matsumoto asked for clarification on the redevelopment area not being contiguous and Project Manager Beyer stated that it is not uncommon and that the Downtown Central Redevelopment Area is also an example. Motion-Datzman/Second-Fernekes: To approve Resolution 4-2000, receiving and approving the preliminary report for the proposed second amendment to the Redevelopment Plan for El Camino Corridor Redevelopment Project and authorizing transmittal to affected taxing agencies for consultations. Unanimously approved by voice vote· (Recess: 7:27 p.m. - 10:16 p.m.) CLOSED SESSION 5. Pursuant to Government Code Section 54956.8, real property negotiations related to 205 -- and 210 Baden Avenue and 124 Linden Avenue; negotiating party: Agency Assistant Director Van Duyn. Entered into Closed Session: 10:16 p.m. Reconvened into Open Session: 10:35 p.m., all Boardmembers present. Report from Closed Session: Chair Matsumoto announced direction given/no action taken. ANNOUNCEMENT Motion-Fernekes/Second-Datzman: To adjourn the meeting at 10:37 p.m. Unanimously approved by voice vote. The next regularly scheduled meeting will be March 22, 2000.
