CONSENT CALENDAR
1. Motion to approve the minutes of the March 22, 2000 regular meeting
2. Motion to confirm expense claims of April 12, 2000 in the amount of $55,465.68
Motion-Fernekes/Second-Datzman: To approve the Consent Calendar as presented.
Unanimously approved by voice vote
PUBLIC HEARING
3. Receive comments regarding the proposed Implementation Plan for the City's four
redevelopment project areas; continue public hearing t6 meeting of April 26 for plan adoption
Public hearing opened.
Staff report presented and visual presentation given by CDBG Coordinator Fragoso. She
requested Council continue the public hearing to the April 26 meeting and a staff report on the
non-housing component implementation plan will be made.
Boardmember Mullin discussed with staff the requirement that any housing demolished in the
Downtown Central Redevelopment Project Area must be replaced and it was explained that this is
the result of a settlement agreement with the Legal Aid Society dating back to 1985. He further
asked for clarification on receiving credit when a unit is rehabilitated.
Boardmember Penna discussed with staff the requirement that market rate developments in a
redevelopment area must also provide affordable units, such as with the Promenade and
Greenridge developments. He also discussed the Redevelopment Agency's obligation to provide
housing that is mandated by Redevelopment Law, and the effect that the shortage of Section 8
funds has had on affordable housing.
Motion-Femekes/Second-Datzman: Public hearing continued to April 26 for plan adoption.
Unanimously approved by voice vote.

4. Receive public comments for Supplemental Environmental Impact Report for the Second
Amendment to the Redevelopment Plan for the E1 Camino Corridor Redevelopment Project
(Item discussed concurrently with City Council Item No. 11)
Public hearing opened.
Staff report presented by CDBG Coordinator Fragoso. She reminded the Agency that no action is
required at this time and that the item will come back before the Agency in June for approval.
In response to Councilman Penna, Coordinator Fragoso discussed the possible archaeological site
on the Cai Water property and its effect. She stated it is buried at least 10' below ground, but will
be analyzed by a qualified archaeologist. The analysis will be provided by the June meeting.
Councilman Mullin mentioned that the School Board is deciding at its April 13th meeting whether
or not the High School will be included in the El Camino Redevelopment Area. If the Board
decides to be included it will be reflected in the SEIR.
Ms. Jackie Williams, 242 Longford Drive, asked if Mr. David Schooley was advised of the
archaeological site and staff stated that Mr. Schooley brought it to the City' s attention. Mr.
Schooley suggested a marker or monument be placed at the site.
Public hearing closed. Item continued to June 14, 2000.
