HomeMy WebLinkAboutRDA Minutes 2000-08-09 :5 _ MINUTES REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO REGULAR MEETING AUGUST 9, 2000 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:00 p.m. (Cassette Tape No. 1) ROLL CALL Present: Boardmembers Gonzalez, Mullin and Penna, Vice Chair Fernekes and Chair Matsumoto Absent: None. AGENDA REVIEW No changes CONSENT CALENDAR 1. Motion to approve the minutes of the July 26, 2000 regular meeting 2. Motion to confirm expense claims of August 9, 2000 in the amount of $321,190.53 ADMINISTRATIVE BUSINESS 3. Willow Gardens a) Review status of Willow Gardens project; b) Conduct analysis of alternative housing opportunities and potential uses of housing set-aside funds Staff report presented by Housing and Community Development Manager Fragoso. Boardmember Mullin discussed with Manager Fragoso the current increase in property value in the Willow Gardens area and staff's recommended strategies and stated his support. Boardmember Penna discussed with Manager Fragoso the current rents in the Willow Garden's area. He felt new owners will be refurbishing their units and due to market forces the area will be taking care of itself. Manager Fragoso stated there are still severe problems at the Willow Gardens project that Code Enforcement is looking into. He discussed the possibility of developing affordable units on San Mateo County's property on Oak Avenue, and obtaining funding for other sites. Chair Matsumoto discussed the recommended strategies and clarification on the terminology work force housing, low income units and Section 8, which Manager Fragoso stated she uses interchangeably. Manager Fragoso stated the City's units will be available to people holding Section 8 vouchers. Chair Matsumoto asked for an inventory on property the City owns as potential sites for affordable housing projects. Council and staff discussed properties that the City owns, which are limited. Agency Assistant Director Van Duyn stated a study session can be scheduled to look at options that are available for consideration. Boardmember Mullin requested the inventory be expanded to include County's property, and other potential properties, such as the Giorgi property on Baden Avenue. Vice Chair Fernekes requested that vacant properties be included in the inventory, such as properties owned by the water district, or properties that have been considered untouchable.
