CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A SECOND AMENDMENT TO THE SERVICES
AGREEMENT WITH GROUP 4 ARCHITECTURE RESEARCH
+ PLANNING, INC. OF SOUTH SAN FRANCISCO,
CALIFORNIA, IN AN AMOUNT OF $75,917 FOR
ADDITIONAL SERVICES ON THE GRAND AVENUE
LIBRARY RENOVATION PROJECT, FOR A TOTAL
AGREEMENT AMOUNT NOT TO EXCEED $187,677.
WHEREAS, on September 10, 2014, the City Council authorized the execution of a
consulting services agreement with Group 4 Architecture Research + Planning of South San
Francisco, California, ("Group 4") to provide design services for the Grand Avenue Library
Renovation Project("Project"), in an amount not to exceed $79,760; and
WHEREAS, on October 28, 2014, a special joint City Council/Public Library Board
meeting was held, where Group 4 presented the community's ideas and desires; and
WHEREAS, the community expressed a desire to see an outdoor space incorporated into
the renovation, as well as a second public restroom to address heavy usage; and
WHEREAS, relocation of the current staff restroom and a new building-mounted entry
sign and interior way finding sign would also be added to the Project; and
WHEREAS, the consulting services agreement with Group 4 was previously amended by
increasing the contract limit by an additional $32,000 for an unrelated project, which was within
the City Manager's authorization levels established by the Municipal Code, and caused the
revised total not to exceed amount of the contract to equal $111,760; and
WHEREAS, City of South San Francisco ("City") staff recently requested a proposal
from Group 4 Architecture Research+Planning, Inc. for the additional scope of work over and
above the original interior design concept for the Project, which includes land surveying and site
design for the outdoor space, interior and exterior signage, restroom plans, as well as additional
architectural, structural,plumbing, and mechanical design services; and
WHEREAS, staff recommends approval of the second amendment to the existing
consulting services agreement with Group 4 Architecture Research + Planning of South San
Francisco, California for additional work for the Project in an additional amount not to exceed
$75,917, which includes the additional scope of work and a $12,000 contingency, making the
total amount not to exceed under the agreement $187,677; and,
WHEREAS, the funding for this project is included in the City of South San Francisco's
2014-2015 Capital Improvement Project("CIP").
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby authorizes execution of the second amendment to the
consulting services agreement with Group 4 Architecture Research + Planning of South San
Francisco, California to include additional design services for the Grand Avenue Library
Renovation Project for an additional amount not to exceed $75,917.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
hereby authorizes the City Manager to execute a second amendment to the consulting services
agreement on behalf of the City upon timely submission by Group 4 Architecture Research +
Planning, Inc. signed contract amendment and all other required documents, subject to approval
by the City Attorney.
