HomeMy WebLinkAboutReso 12-2015 RESOLUTION NO. 12-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION EXECUTING A FUNDING AGREEMENT IN THE AMOUNT OF$458,540 WITH THE SAN MATEO COUNTY TRANSIT DISTRICT FOR THE FINAL DESIGN OF THE GRAND BOULEVARD INITIATIVE COMPLETE STREETS PROJECT EXTENDING FROM KAISER WAY TO MCLELLAN DRIVE WHEREAS,the TIGER II Planning Grant funds four Grand Boulevard Initiative Complete Streets Project case studies in San Mateo County along State Route 82 (El Camino Real/Mission Street), including one within the City of South San Francisco ("City"). The case study segments serve as models for future El Camino Real Corridor improvements and are intended for replication in the region, State, and across the nation; and WHEREAS, the San Mateo County Transit District ("SamTrans") has received a federal Transportation, Community, and System Preservation ("TCSP") Program grant in the amount of $365,232 for the purpose of bringing a subsegment of the City's case study, extending from Kaiser Way to McLellan Drive, to 100% design; and, WHEREAS,use of SamTrans' TCSP federal grant funding requires a minimum 20%local agency match, and the City has budgeted$91,308 in local funds for this match; and, WHEREAS, the City intends to contribute an additional $2,000 to extend topographical survey work of this project to an adjacent portion of El Camino Real. This will result in a cost savings for a future Grand Boulevard Project; and, WHEREAS,completion of the final design is critical in moving this subsegment of the City's case study design towards construction. The City and County Association of Governments of San Mateo County("C/CAG")has allocated$1,991,000 in State Transportation Improvement Program- Transportation Enhancement funds to construct the project after completion of this final design;and, WHEREAS,City staff recommends executing the funding agreement between SamTrans and the City in order for the project to proceed; and, WHEREAS,the City Council previously approved an allocation of$110,000 in Measure A funds in the Fiscal Year 2014-2015 Capital Improvement Program to contribute to this Funding Agreement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby approves the funding agreement between the City and SamTrans. BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco that the City Manager is hereby authorized to execute the funding agreement on behalf of the City, subject to approval as to form by the City Attorney,and to take any other required action consistent with the intent of the resolution. The DISTRICT has received a Transportation, Community,and System Preservation("TCSP") Program grant in the amount of$365,232 for the purpose of bringing a subsegznent of the CITY's Complete Streets Project,extending from Kaiser Way to McLellan Thrive, to 100% design ("PROJECT"). D. Use of the DISTRICT's TCSP grant funding requires a minimum 20%non-federal match. E. The CITY has committed $91,308 in local funds as match to the TCSP funds. F. Completion of the final design is critical in moving this subseginent of the CITY's case study design towards construction. To serve as PROJECT Sponsor and to manage the PROJECT,with the exception of the administrative management activities to be performed by the DISTRICT, as set forth in SECTION I. 1 To provide PROJECT information to the DISTRICT to fulfill the grant reporting requirements and to review all grant report deliverables. 3. To contribute the maximum sum of$91,308 for the required TCSP grant non-federal match. 4.
