CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A MEMORANDUM OF
AGREEMENT WITH THE CITY AND COUNTY OF SAN
FRANCISCO FOR THE REGIONAL GROUNDWATER
STORAGE AND RECOVERY PROJECT; AND ADOPTING
RESPONSIBLE AGENCY FINDINGS.
WHEREAS, on April 10, 2013, the City and County of San Francisco published a Draft
Environmental Impact Report ("DEIR") for the Regional Groundwater Storage and Recovery
Project ("Project"); and
WHEREAS, on August 7, 2014, the San Francisco Planning Commission certified the
Final Environmental Impact Report (FEIR); and
WHEREAS, on August 12, 2014, the San Francisco Public Utilities Commission
("SFPUC") considered the FEIR, found that it was adequate, adopted required California
Environmental Quality Act ("CEQA") findings, including a Statement of Overriding
Considerations, adopted a Mitigation, Monitoring, and Reporting Program ("MMRP"), and
approved the Project; and
WHEREAS, the Project will include the drilling of new wells, constructing well stations
for housing pumps, treatment, and controls, and installing utility connections and pipelines.
WHEREAS, some of the Project's work sites are located within the City of South San
Francisco ("City"). Other segments of work will occur in unincorporated parts of San Mateo
County, Millbrae, San Bruno, Daly City, and Colma; and
WHEREAS, the goal of this project is to ensure that the region's water system
infrastructure has a sustainable and reliable water supply; and
WHEREAS, a Memorandum of Agreement is needed to memorialize the rights and
obligations of the SFPUC and the City concerning the Project, protect and provide for the
potential replacement of impacted City-owned property (curb, median, and gutter), ensure
mutual cooperation between the parties, and provide a means to address potential issues and
concerns related to the Project; and
WHEREAS, to accomplish the foregoing objectives, the City has negotiated a
Memorandum of Agreement with the City and County of San Francisco for the Project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby approves the Memorandum of Agreement with the City
and County of San Francisco; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
subject Memorandum of Agreement in a final form to be approved by the City Attorney.

the City Council of the City of South San Francisco at a regular meeting held on the 28 day of
January, 2015 by the following vote:
