HomeMy WebLinkAboutReso 13-2015 RESOLUTION NO. 13-2015 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING PARTICIPATION IN AND SUPPORT FOR A COUNTY-WIDE STUDY OF THE FEASIBILITY OF COMMUNITY CHOICE AGGREGATION. WHEREAS, The City of South San Francisco has demonstrated its commitment to an environmentally sustainable future through its policy goals and actions, including energy reduction, clean energy and sustainability programs, and the adoption of a local Climate Action Plan; and, WHEREAS, The City Council of South San Francisco has identified Community Choice Aggregation (CCA) as a promising strategy to meet local clean energy goals and projected greenhouse gas reduction targets; and, WHEREAS, CCA is a mechanism by which local governments assume responsibility for providing electrical power for residential and commercial customers in their jurisdiction in partnership with Pacific Gas & Electric Co.; and, WHEREAS, CCA, if determined to be technically and financially feasible, could provide substantial environmental and economic benefits to residents and businesses in South San Francisco; and, WHEREAS, CCA also provides the opportunity to fund and implement a wide variety of energy-related programs of interest to the community; and, WHEREAS, in addition to technical and financial feasibility, it is important to determine whether there is adequate public support for CCA; and, WHEREAS, determining technical feasibility and public support requires the analysis of energy load data from PG&E and a focused public education and outreach effort; and, WHEREAS, the County of San Mateo and other San Mateo County cities are considering participating in initial analysis and feasibility study together. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby authorizes its commitment to participate in the pre-development and feasibility phase of CCA for South San Francisco without obligation of the expenditure of General Funds unless authorized by the City Council at a later date; and, BE IT FURTHER RESOLVED that the City Manager is authorized to execute the appropriate documents to allow the City and/or any technical consultants retained by the County to request energy usage load data from Pacific Gas & Electric Company so that it may be analyzed as part of a CCA technical feasibility study; and, BE IT FURTHER RESOLVED that the City Manager and staff may participate on an inter-jurisdictional CCA Steering Committee (if one is formed), participate in the preparation of the CCA technical study, and explore funding opportunities for early planning and development costs; and, BE IT FURTHER RESOLVED that adoption of this resolution in no way binds or otherwise obligates the City of South San Francisco to participate in CCA, unless it so chooses by passage of a City ordinance at a later date; and BE IT FURTHER RESOLVED that other than staffing time and nominal local travel and meeting costs, no other City budget impact will result from adoption of this Resolution. * * * * * I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 28 day of January, 2015 by the following vote: AYES: Councilmembers Karyl Matsumoto, Pradeep Gupta, and Liza Normandy Vice Mayor Mark N.
