The regular meeting' 0~' the city council of the City of South San Francisco was held tn the City Hall,Monday evening, April ~ 15th, 1940, The meeting was called to order at 8 o'clock P.M. by Mayor A.J.Eschelbach. ROLL CALL. Roll call found all members of the council present, as follows;- Councilmen, V.Boido, A.J.Eschelbach,M.Minucciani,D.W.Rattto,Rod Tibbetts. The minutes of the previous meeting were read. There being no errors or omissions they were approved as read. Angelica Simonini applied for permission to remove two trees on account of the roots tearing up the sidewalk, the same to be replaced by others. Referred to Councilman Tibbetts. Jack A.Marino applied for a business license to operate a gasoline station at the N.W.corn. of Bayshore Highway and California Avenue. P~ermit granted. A reply was received from the Southern Pacific Company to the city's letter requesting a right of way over their tracks to the south em~. of Eucalyptus Avenue,if extended, saying they are investigating the matter and will advise. ~later. Accepted. A statement of the rabies situation in San marco County was received from Df. Charles N. ~ans,Director of Public Health in the county, and in some cities of the county. The correspon&- once was referred to Health Offficer D~..J.O.McMills. A communication was received from the District Engineer of the Division of Highways'Mr. John H.Skeggs,relative to the request for a stop and go signal at Butler Avenue and Oayshore Pttghway. Mr. Skeggs states the present volume from the side roads does not meet the minimum warrants for fixed-time signals. He recommended that the city continue to use an officer at the location for such periods as is necessary. He further recommended that Industrial Way be widened to encourage traffic, and the extension of Division Street to Butler Avenue and the construction of facilities to protect entering and cross traffic at Linden Avenue,thereby solving the problem of Butler Avenue crossing and entering Oayshore Highway from Linden Averse. Councilman Boido thought work of this magnitude would get the support of W.P.A, with some other projects added. Councilman matte believed the matter should be laid until investigated~ and engineer Marshall urged that action should be taken in securing right of way in Industrial Way. A communication was received from State Senator Harry L.Parkmam, relative to the city's endeavor to secure a stQp and go signal at Butler Avenue and Bayshore Highway, stating there is not much hope of the city securing the signals, the commission being verymmch~ Opposed te placing signals on the main highways. Communication acce~ted and filed. Engineer marshall received a reply from the Pacific Gas & Electric Company to his request for financial assistance to pay the costs of changing the sanitary sewer line on Chestnut Ave South of Grand Ave, and a check in the s~lm of $50 to help to cover the costs. Accepted. City Engineer ~arshall received a communication from N.A.Eckart,General manager and Chief Engineer of the San~?aancisco Water Depertment with reference to the removal of Curtain Wall in the Colma Creek Oanal Crossing· stating that the lower portion of the Curtain wall referre~ t~ can be cut off without unduly weakening the structure, and they~ plan to remove this portion as soon as authorizatiom of the necessary expenditure can be obtained. Accepted. James Bolopoulos requested that his license be transferred to August Zavan and Frank Yalentine at220 Grand Avenue. Councilman Boido moved that the request be granted& The State  ard of Equalization submitted a notice that ~avan & Valentine were seeking a~ ON SALE BEER NE license for the location. The city granted the transfer and there was no objections by the city council to the request for the State license. City Engineer ~arshall wrote the city council concerning the W.P.A. project of the remove- al of the rails and the paving on the trench and the paving of the unpaved portion of East Grand Avenue. He stated the city likely could go ahead with the paving only, of East Grand Ay,. but Mr. ~aad ·Director of W.P.A. for the ~county, thinks the entire project can be approved. The~ city decided to wait u~til Mr. Marshall hears f~rther from Mr. Mead and Staff , who are te meet him to-morrow. A petition signed by nine barbera requested the city council to repeal the section of the business ordinance,l~l, charging barbers a license to operate. The matter was laid ever. John E.Hughes, holding a license to operate a cleaning business at 220 Maple Avenue, taXen out January 18, requested a refund on account of having closed up the place of business for lack of business, April 1~,1940. The city attorney ruled that a refund cannot be granted. The motion was seconded by councilman Minucciani and regularly carried. On motion by councilman Minicciani,legularly carried, the absentee ballots were ordered opened. ~ouncilman Ratto was appointed clerk of the canvassing board and Councilmen Boid6 and Eschelbach Inspector and judge respectively. The c~mt showed the following vote;- Eschelbach ll,Minucciani 8,Ratto 10, Holaton 13, Lloyd lO,Rodondi 10, for councilmen , For City Clerk , McSweeney 18 and for City Treasurer Kauffmann Councilman Minucciani then introduced a reaction of the City Council of the City ~f South San Francisco canvassing the returms ~i and declaring the results of the general municipal election held on Tuesday, April 9,1940 in the City of South San Francisco, and showing the following vote, Councilmen, A.J.Eschelbach 1156, M.Minucciani,12$9; D.W.Ratts, t~8, George WeHolston,13~9,Reese Lloyd,1304,B.J.Rodo~di , 1098,City Clerk Daniel McSweeney,1825, Adolph Sar~t,1. f~r City Treasurer, E.P.Kauffmann,lV14, Slavic Dubboise 6,Silvio Dm Boise 2, Charles Grant 6. V53 *************************** The City attorney swor~in City Clerk ~cSweeney and the city clerk in turn swore in Councilmen, D.W.Ra~t~,Reese Lloyd ~d George W.Holston, and City Treasurer Edward Philip Kauffman. All signed the oath The Oertificate of Election was filed by the City Clerk. The new board having taken seats the appointment of a mayor was in order. .i:CoU~cilman Tibbetts nominated Councilman Geo.W.Holston. The motion was seconded by Councilman Boido. Councilman Lloyd nominated.Councilman Ratte, saying he was high man on the list, and thought that the party having the hi~hest vote should be selected,and asked why the preference in favoP of Councilman Holster. He stated that in the past the habit was to give the place to the party having the highest vote, and he did not like to see a split in'the board. Councilman Tibbetts stated he considered Mr. Holston fully qualified for the position, having had large experience in these matters. On roll call all five memoers of the board voted for Councilman ~Holston, councilmen Ratto and Lloyd stating they were doin~ so for the sake of harmony. Mayor Holston, i~took the chair, and the roll Was called..Answering bhe roll were;- V.Boido, George W.Holston,Heese Lloyd,D.W.Hatto.Rod Tibbetts. Retiring Mayor Eschelbach spoke of the progress ?:ade in the past two years, of his endeavors to keep the tax rate low,as well as the assessments, the very cpmfortable cash balance in ~ fumds,and offered his services to the city at any time he could be of assistance, Retiring- -~'' ~ Councilman Minucci~ni thanked his supporters at the election and criticised the local newspaper for its partiality,and unfriendliness to the minority board members during their term. Councilman Lloyd spoke for harmony in the board for the good of the whole city, and promised ~o do his best for the people during his coming term of office. ~ Councilman Ratte the~ed the people for their vote of confidence and the high vote received. He regretted the defeat of Councilman Minucciani,whom he classed as a faithful and diligent member of the city council for the past fourteen years. To retiring Mayor Eschelbach he offered his sincere thanks as a citizen, for the time put into the city's business,and condolences usually offered the losers He stated thei~ three way ticket was not intended te secure control of the council. It was put up with unselfish motives as evidenced by asking the voters to v~te for all or none. He said h~ hoped the new Mayor's policy will ~mot be to let well enough aloae ,and leave matters run as they are now. That there are many loose ends to be brought together, there are five men on the board and they should be consulted. He did not believe any one man should be the czar over the department assigned to him, that for the past two years this has been so in the police department, that no meetings w~re ever held,of an informal nature, to ~iscuss city business of any kind. He belived the city needed a start of th roe men to put into effect a straight business administration and create police,fire,recreation & parks, health'and street commissions, to be composed of citizens interested in these matters, vested with limited powers, not commissioners who would be used ~umper~for the Board of Councilmen, to pull the chestnuts o~t of the fire in order to save the political standing of members of the council, He stated the city streets are neglected, and in some places a menace to pedestrians~ particularly in Baden,where much inprove- ment could be made,including a children's playground. Councilman Hatto stated he was not tryiug t to set the policy of the board, but wished it known that he will s~rive for the city's improvement. he stated he does not expect the support of the city newspaper to keep the people posted on his efforts,judging be the paper's past performances. He cited the installation of four children's playgrounds while he was ~ayor, and ~ bond issue placed before the people for a swimming pool and other improvements, the bond issue being defeated. ~e stated the police and fire departments require ~ i~ rules and regulations, which he was unable to put through the board, and that through the efforts of the minority members $22,000 was Added to the city's treasury, which did not come from the taxpayers. Mr .Ratto stated city employees were called.upon the carpet for being seen talking to him, that he has tried to purchase city s~pplies from city merchants, that he believed Jobs should be rotated,and that the city corporation ylrd behind the Swift Avenue fire house is in a deplorable condition., me stated he voted again~.t the f~ll-time engineer at $250 pe~ month salary as against the former method of handling the engineering department~ that the present cost is far in excess of the former method. Referring to the office of City Judge the councilman stated that the position should be held by an attorney,in order to protect th. city and give intelligent and reliable service to the citizens. He stated the police department is still lax in the matter of manors inhabiting pool-ro~ and bars,and the stopping of boisterous gangs during all hours of the night on Grand Avenue,~ he has in mind the matter of unemployed high school graduates,that he was taking the matter with the chamber of commerce and the manutacturers' Association with a view to securing employment for them~ and getting them on the right road. The public was chastised for not attending the meetings of the city council to learn first hand for themselves what is going in the board,instead of taking outside advices$ that merchants were afraid to attend meeting: of the city council for fear their attendenace would be misinterpreted by by the political machine, and that at the end of four years of service his hands are clean and he was not controlled in any of his actions.
