OF THE CITY OF SOUTH SAN' FRANCISCO,HELD
MONDAY, MAY 2Vth, 1940.
A regularly adjourned meeting of the cit2 council of the City of South San h'rancisco was
held in tile City Hall Monday evening, May 2V,1940.
This meeting was called to order at 8 o'clock P.M. i~y Mayor George W.Holst°n.
ROLL CALL.
Roll call found all members of the city council present,as follows;-
Councilman, ¥.Boido,George W.Holston, Reese Lloyd, D.W.Ratto,Rod Tibbetts.
The minutes of the previous meeting were read. There being no errors or o~issions they
were approved as read.
A communication was received from radio Station KSFO~Farm Journal, offering its facilities
to the City of South San Francisco for whatever news items or announcements the city might
care to release,such as community projects,town meetings, safety campaigns fiestas and
celebrations and activities of groups and organizations.Th~ broadcasts occur Mondays through
Saturdays from 5;30 to 6;30 P.~. in Northern California. eferred to the Chamber of Commerce.
A reply was received from the Southern Pacific Company in answer to the city's request for
a grade crossing of their line for the purpose of extending Eucalyptus Avenue southward toward
Orange Avenue Park and City Park Addition~ stating they would not protest to the Railroad
Commission when the city petitions that body for the right of way. City attorne2 was requested
to write the railroad commission for the desired authority.
City engineer ~a~'shall was authorized to fill in the crossings a~ the tracks at Orange
Avenue.
A telegram copy was received from John MulPe~er of the Brayton Hotel, who owns a billboard
sign on lots 45 and 47, Block "Q", on the west side of Bayshore highway, two lots north of
Eugene' Milani's restaurant,stating the propert~ is being purchased by him, feels that. he has a
right to ha~'e the sign on his own property, that the sign does not obstruct the view of Mr.
Eilani's restaurant,' but adds that when he builds a building on his property it will obstruct
the view of his restaurant. Re requested that he be advised as to the a~ount of the cost of
installing the sidewalk,etc,in front of his property. The question of license paid by the
billboard owners came up at this juncture. It was explained that no license is now paid by
billboard owners,the reason being t~at the rate was raised to $1.00 per square foot,which the
companies believed prohibitive. Councilman Lloyd declared they. should be made to pay and let
them fight it out in the courts. City attorney~Coleberd stated the courts had always held tha~
prohibitive rates or prices,tending to confiscate a business was illegal and he believed the
$1.00 rate per square foot is prohibitive and confiscatory. No definite action was taken.
The State Board of Equalization submitted a notice of the application of Eugene Milani
for an ON Sale hoer & Wine and distilled Spirits license for the Sea Cave 935 Dayshore Highway.
There was no abjection by the City Council.
Claims in the amount of $298.5S weze next presented to the council for payment;-

The claims having been audited by the finance committee councilman Ratio moved they be paid.
The motion was seconded by councilman ~oido and regularly carried.
RESOLUTION NO.~60.
Councilman Ratto introduced a resolution of the City Council of the City of South San
Francisco pemnttt!ng Silvio Pianca to construct a sidewalk on a portion of the Bayshore Highway.
The resolution was adopted b~ the votes of all the members of the council,as follows;-
Ayes, Councilmen, M.Boido, George W.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts.
Noes, Councilmen,None. Absent,Councilmen,None. Attest. Daniel McSweenel.

Under the head of unfinished b~siness City attorney Coleberd furnished'of a proposed
police ordinance to the city councilmen for their consideration. Com~ctlmantLloyd ~AndBoido

require an e~dinance dividing the work and adopting rules and regulations,Councilman Boido
believing all police divisions should be outer the head of the Chief of police.Councilman Ratio
wished to know in what manner the night bos~ was to be selected,Co~nci, lman Boido stated it
should be made by the city council.Councilman Eatteo was opposed to the ordinance. The matter
will be taken up at a future meeting , Mayor Holston suggesting this course. Mr.J.Di.Basilio
favored civil service for all city employes,~ and ~ayor Holston als~ favored civil service.
Mt. George Williams of Burlingame,together with City Manage~ Wilsey and councilman Burrows
appeared before the council and submitted pl. ans and specifications for a proposed subdivision
west of the E1 Camino Real,centering on Orange Avenue, comprising 80 acres of land,and asked for
the privilege of hooking into the Sout~ San Francisco main sewer,at no cost to the subdivider.
The Williams compan~ plans to start building $3500 homes. City engineer ~arshall conten,~ed
that ~he compan~ should pay for the privilege of using the s~w~r'to be fair to the other taxpayers'
of the city. Vario~s~.ways~O2~ remeneration from the Williams compa~y for the privilege of tying
into the city outfall sewer were suggested by councilmen, one being a charge of $10 a lot.
Mr. Williams explained that the taxes derived from the subdivision would amount to approximately
$5000 annually. Further action on the subject will take place at the next regular meeting of ~he~
City Council. The title of the Williams company is "A~ERICAN HOMES INCORPORATED".
There being no further business before the council,councilman Tibbetts moved to adjourn
until the next regular meeting, Monday, June 3,1940, at 8 o'clock P.M. The motion was seconded
by councilman Boido and regularly carried.
