The regular m~eting of the city council of the City of South San ~ancisco was held i: the City Hall Monday evening, June 3,1940 The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows;- Councilmen,V.Boido,George W.Holston, Reese Lloyd,D.W.Ratto,Rod Tibbetts. The minutes of the previous meeting were read. There being no errors or omissions the' ~ere approved as read. An application was received from Ba~da de Guerra MeXICANA eINDENPENCIA" 6uertel Gener requesting permission to hold a dance in Fraternal Ball, Saturday evening, June 22,1940, fro: 8 o'clock p.m. to 2 A.M. On motion regularly carried the desired permission was granted. Admission free. A communication was received from the South San F~ancisco -~aad & Improvement Company stating that on May 20,1940, they deeded two parcels of land tothe City of South San Franc for road purposes,and requested that the valuations on the same be deducted from the assessm roll. Councilman Ratto was opposed to the acceptance of the deed on the ground that the of an additional road into the Bayshore Highway would create 'a~additional hazard, and would trade from the business men on the Bayshore Highway in~ some other direction. Mayor Holston advised that the road is apparently now an open street~ under the law, having had no fence o other warning notice up for a period of years, probably eight years at least, which gives th property the status of a public street. City attorney ~oleberd was of the same opinion, stat property being used as a street openly,and no objections filed by the owner for a period of five years, automatically becomes a public thouroughfare. The matter was laid over for furt consideration. A communication was received from the secretary of the Liorary Board stating that t terms of Trustees Mrs. Joe Walker, Mrs. C.J.Ledwith and Mr. Carl Weller would expire on Jun 1940. Mayor Holston re-appointed the incumbents, Mrs. Walker,Mrs ~edwlth and Mr. G.Carl We to succeed themselves for the ensuing term of three years, commencing July ist,l$40 to June 1943. The appointments were unanimously confirmed by the city council. The Railroad Commission of the State of California submitted a set of rules and regu for the city to follow in applying for permission for a grade crossing of their tracks at th south end of Eucalyptus Avenue through City Park Addition into the city's Orange Avenue Park Accepted by the city. ~ A communication was received from the South San Francisco Library Board stating the~ had gone over the plans and specification for an addition to the library building and were satisfied with them and recomme~ded that the cit~ council accept them- Mayor Hotston belier there should be some provision made for a basement to the library, for store room or other purposes. Mr. Gutterson, the architect of the library stated a 15 x 16 foot concrete dug-out could be constructed for about $~500, but would be used only as a storeroom, on account of t lack of ventilation. He was instructed to include the work in Alternate I2em No.6. Santo Cristo Society of South San Francisco asked for a permit to conduct a picnic gr and celebration headquarters on a portion of Block 13 and all of B~ck 14 in the Town of Bs Referred to the Planning Commission. A comm~uication was received from the Businessmens' Association of South San Franctsc thanking the Mayor and council for their part in making the recent Golden 40's Fiesta a gres success. Communication accepted and ordered placed on file. Application was made for th city's usual add of $200 for a ~ull page,colored,advertis in the proposed new city directory, to be issued by the Enterprise Press. Councilman Lloyd moved that the city take the subscription. The motion was seconded by councilman Boido and regularly carried. The motion was seconded by councilman Tibbetts and regularly carried~ Plans and specifications for the construction of an addition to the library, approved by the library board, were submitted by Architect Henry H.Gutterson. Councilman Ratto intro- duce~ a resolution of the City Council of the City of South San Francisco adopting the plans and specifications as submitted~ and they were adopted by the following vote;- Ayes, Councilmen V.Boido,George W.Holston, Reese Lloyd,D.W.Ratto,Rod Tibbetts. Councilman Boido introduced a resolution of the City Council of the City of South San Francisco authorizing an application to the Railroad Commission of the State of California for permission to construct a public street across the Baden branch of the Southern Pacific Railroad. The ~esolution was adopted by the following vote;- Ayes, Councilmen, V.Boido,George W.Holston,Reese Lloyd, D.W.Ratto,Rod Ti~betts, Noes, Councilmen,None. Absent, Councilmen,None. Attest ~ Daniel McSweeney. City Clerk. Recorded in Book of Resolutions, Vol.5,at page 263. Under the head of unfinished business Yire Chief Welte reported the switch referred ~o by the Pacific Tel ~ Tel Co. had been removed and the work satisfactory. Mayor Holston reported the mosquitoe abatement requested of the Southern Pacific Company h~d been attended to. City engineer ~arshall reported about ready to make a re-survey of fire house No.2 property. Chief of Polic~ Bello~i reported having been in conference with electrician Pacheco on the cost of installing stop ~and go signals at Grand and ~aple Avenues,and figures were not yet ready. A proposed ordinance creating the office of night police head was laid over. i~c .,~,:~:,,'Mr. Williams of the American Homes Incorporated appeared before the council on his request for permission to connect the sewer system of his propo, sed subdivision west of the Camino Real with the Town of Baden main sewer,South San Francisco. With the exception of cO~ncil- man Ratto all councilmen voted in favor of gr~enting the desired permission to Mr,.~Williams, on motion by councilman Tibbetts seconded by councilman Boide. Councilman Ratto belived the company should pay some cost toward the maintenance of the sewer, and property now taxed ma2 develop into homesites,thereby burdening the se~:~ers further. Mayor Holston stated he had been looking for devel- opments of this kind for the pas~ S5 years and welcomed the.~dd~io~. Councilman Lloyd stated~his reason for approving the projectWas to see the city grow. mr. ~z±£zeEs was asked to submit his plans't¢ Planning ComWnder the head of new business Councilman Lloyd called the councilmen's attention to the ~unsanitary condition of the street at and around the United Packing Company's Plant, and suggested the Health Officer take the matter up with Mr. Freeman, order the premises cleaned up and report back to the citw council at the next meeting.So ordered. In connection with the conditions at this plant engineer ~arshall said the drainage system must be attended to before next winter. · Ma2or Holston announced that Armour & Compan~ had several hundred folding chairs o~ hand which they were wi~lling to sell for five dollars each, and advised the city to buy about V5 of them at that price. The chairs e~st $12 originally. He was authorized to secure them. The claim of architect Henry H,Gutterson in the sum of $389.29 for the balance due for services making sketches,etc, of the library addition, having been held up for explanation, councilman Xatto moved it be paid. The motion was seconded by councilman Boido and regularly carried. Mr. Bruno .~ ~ of the Rem Club appeared before the city council and showed a license received from the Otate Board of Equalization to operate a place of business at 751 °ayshore Highway. ·here being no further business before the board councilman Tibbetts moved to adjourn until Monday evening, June 1Vth,1940e The~ motion was seconded by councilman Boido and regularly carried.
