REGULARLY ADJOURNEDMEETING OF T~E CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO,HELD,
THURSDAY, JUNE 20TH,1940.
A regularly adjourned meeting of the city codncil of the City of South San Francisco
was held in the city hall Thursday evening, June 20,1940.
This meeting was ~alled to order at 8 o'clock P.M. by Mayor George W.Holston.

Roll call found all members of the council present,as follows;-
Councilmen, V.Boido,George W.Holston,D.W.Ratto,Reese Lloyd, Rod Tibbetts.
The reading of the minutes of the previous meeting was dispensed with.
The matter of the award of contract to construct an addition to the library was given
study by the councilmen and architect Gutterson. All items and alternates were gone over~
with a view to reducing cost wherever possible without any affect upon the building, and all
were in agreement on the subject.
Superintendent Enderlin of the committee on the new postoffice dedication appeared before
the council and requested assi stance in the building of the speakers platform and stand
He was given assurance the city would help him along with the construction work.
In the matter of the recommendations of the planning commission on the proposed new
subdivision named "SOUTHWOOD", the city council brought in a report, adding some features
to the recommendations of the planning commission. The additions included parks, sidewalks
to be 4 feet.~streets increased from 26 to $o feet, and suburban curbs to be substitued fo~
the regular ones. Mr. Willi~m~objected to making any changes, stating the Planning
commission had been referred to for endorsement or consideration of the project by the City
Council and he considered their findings final. He was not in agreement on this as the City
attorney explained that their functions are solely to advise and assist the council,whose
action is final. ~e objected particularly to the city's request to incorporate the whole
65 acres in the annexation proceedings~ He explained he is not buying the whole proposed
acreage at this time, only buying 2o acres at a time,as the parcels are built upon.
Councilman Ratto stated that as the city gave the tract access to the city's sewers, the
owners should increse the width of the sidewalks to ~ feet and the streets to 30 feet as
well as parks or playground places provided. Mayor Holston stated all the acreage should be
included in the annexation,and the new features suggested be added. Mr. Williams said it
would ~e impossible and intimated the proposition might be withdrawn. Councilman Lloyd said
while he was for expansion, the city's needs must ~e taken care of as well. Councilman Boido
was of the oPinion that the city could get plats for p~rks or playgrounds at any time after
the first ~0 acres were built upon, and felt that the city should demand the A foot sidewalk
and 80 foot streets, if allowing the building com~ny the use of the city's sewer and the
incorporation of ~0 acres at ~ ti~e. ~?c~.~!~n T~bbetts thought this was a good compromise
and the cityshould take no less. Mr.~:Wlllio~s agreed to the Boido offer and it seemed the
concensus of opinion of a majority of ~Le council, without motion, that the problem was
settled and the annexation proceedings will be started by City Attorney Coleberd.
There being no further obusiness before the council councilman Tibbetts moved to adjoUrn
until Monday evening, June 24,1940 at 8 o'clock P.M. The motion was seconded by councilman
Boido and regularly carried.
