HomeMy WebLinkAboutMinutes 1940-07-22REGULARLY ADJOUHNED MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD MONDAY, JULY 22,1940. A regularly adjourned meeting of the city council of the City of South San Francisco was held in the City Hall,Monday evening, July 22,1940. This meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows;- Councilmen,V.~oido,George W.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts. The minutes of the previous meeting were read. There being no errors or omissions they were approved as read. A communication was received from the American Improvement Club of South San Francisc¢ requesting the city to pass an ordinance or regulation of some kind to prevent the parking of Machines in the congested district east of Oayshore Highway on Grand Avenue and west of the S.P.Depot during the hours between 4 and 6 . The city council will give the matter consider. ation at a fUture meeting. Gordon Rowe Company submitted a cash summary and bank reconcilement from July 1,1939 to June 30,1940 , showing receipts and expenditures and cash balance on hand for the fiscal year. Accepted and placed on file. Banda de Guerra Mexicana "Independencia" of South San Francisco requested permission to~ hold a dance in Fraternal Hall on the 10th of August of the current year,beginning at 8 o'clock P.M. and ending at 2 o'clock A.M. On motion b2 councilman Ratto seconded by councilmar Lloys and regularly carried the desired permission granted on condition the usual $5 for extr~ police protection be furnished. Clarence Laughlin,647 Grand Avenue applied for a position with the city. Application ordered placed on file. Mr. De Long of the Redwood City Tribune appeared before the city council and stated his paper was the only paper designated this year as the representative of San Mateo County's Products~and Floral Fiesta, and requestd the citl to advertise in their editions of the pape~ promising there will be no other solicitation for adds by any other paper, and to furnish ful~ pages on South San Francisco,pictures of industries, residential districts and etc. The price of adds was set at $100. On motion by Councilman Lloyd, seconded by Councilman Ratto and reg- ularly carried the subscription was ordered. In another communication the American Improvement Club stated that at their last meetin~ attention was brought to them of the necessity of installing reflector lights or flash signal~ at the approaches to thel ~outhern Pacific crossings at Tanforan Avenue, between South San Francisco and San Bruno .The City Clerk was instructed to write the Southern ~aeific Company requesting them to install the proper precautionary measures to safe6uard li~e and property. Councilman Lloyd called attention to the fact that a red light at the crossing , used by the factories in that section was more or less misleading,and might be eliminated. He was appointed to confer with the fire chief and the companies interested and see what could be do~ in the matter. A communication was received from Mr. Henry H.Gutterson,Library Architect, stating he h~ been in consultation with ContractO~ Emil Person in regard to changing the location of a sto~ room proposed to be built on the east side of the library addition, and, after due~inspection of the rock,etc, decided to place the storeroom on the west side of the addition, where the excavating seemed to be normal. Mayor Holston stated some of the library trustees had proteSt ed to him a~ainst the change. Mr. Gutterson assured the councilmen that t~e library trustees had no objections now. City attorney Coleberd advised thata resolution showing the change sho~d be passed at the next meeting of the board. So.ordered. In another communicatio to the council Mr. Gutterson reported that Mt.Emil Person,Contract of the library addition,had let most of his oontracts to local men, but in the case of the electrical work the local bidder w~s $186 higher than another firm bidder, and did not includ, the main service, that Mr. Person offered to take a $100 cut,the local man Mr. Joe ~acheco di~ not accept and the work was let to a Daly City man. Communication accepted as read. A communication was received from the San Mateo Count2 ~deration of Improvement Clubs a~ and Associations stated that at a meeting of their body in San ~ateo City Hall on Thursday, July 18, 19~0, the delegates unanimously voted to support the delegates from South San Franci~ Improvement Club concerning the installation of more adequate warning signals at the railroad crossing opposite the Du Pont plane mid-way between South San Francisco, The two suggestions supported were;- (1) Early installation improved amber stop lights 300 feet ahead of crossing in each direction; (2) Eliminate two crossings-San Mateo Avenue at Depot in ~anlBruno and crossing opposite Du Pont plant by purchase or condemnation for right of way to the west of Southern Pacific tr~ Mayor Holston considered the matter of major importance requiring great efforts on the part of the two cities on the recommendation ,No.2, the closing of two railroad crossings and opening of a new street. He therefore ap~ointed Councilme~,Reese Lloyd snd Rod~Tibbets,togeth~ with City Engineer ~arshall to visit the San Bruno City Council in an endeavor to work out the problem. The Chamber of Commerce of San mateo invited the city officials of the City of South San Francisco to attend a meeting of the State Highway Commission in San mateo City Hall, l0 o' clock A.M. and a dinner meeting at the Benjamin Franklin Hotel at 12;15 p.m. to confer on the proposed reconstruction of the Bayshore Highway from San Francisco to San Jose, and urge its construction~ and the passage of a resolution to this affect at this meeting. ~ayor Hols how many city officials would be in attendance. Nine were counted and the city clerk instruct. to reply to the chamber, so stating. Councilman Ratto introduced a resolution of the City Co' of the city endorsing the proposed reconstruction of t?~e Bayshore Highway on account of its inadequsoy. The resolution was adopted by the votes of all the members of the council,as foll. Ayes,Councilmen, V.Boido,George W.Holston,R~ese Lloyd, D.W.Ratto, Rod Tibbetts. A report was received from the City Planning Commission on the request of Santo Cristo Society for a Permit to operate a picnic grounds and construct a hall and dance pavilion on Bl~ck 14 and portions of Block 13, Town of Baden., stating that the request was approved at a special meeting of the planning commission,after reading an endorsement of the project by the Oaden Improvement Club, subject to compliance to all city and state building laws and regulatio~ On motion b~ Councilman Boido,seconded b~ councilman Tibbetts and regularly carried the application of the Santo Cristo Society for permission to construct and operate a picnic ground ~ance hall and pavilion on block 1~ and a portion of Block 13,~own of ~aden,Sout~ San Franciso were approved as read. ' The motion, was seconded by Councilman Tibbetts and regularly carried. RESOLUTION NO.V69. Councilman Tibbetts introduced a resolution of the city council of the City of South San Francisco approving Memorandum of agreement for expenditure of 1/4 cent gas tax allocated for State Highways. The resolution was adopted by the votes of all the me,bets of the city council, as follows;- Ayes, Councilmen,V. Boido, Deorge W.Eolston,Reese Lloyd,D.W.Ratto,Rod Tibbetts Noes, Councilmen,None. A petition to annex 18.11 acres of land on the west side of the E1 Camino Real,opposite the west boundry line of the City of South San Francisco,described in detail in the petition and in resolution adopted by the Directors of AMERICAN HOMES,INC. was received by the city council from AMERICAN HOMES INCORPORATED. Nc.l-The petition asks the Cit~ of South San Francisco to incorporate within its boundaries by annexa' the uninhabited territory referred to and described in the petition.YThe petitioners,American Homes,Inc attached to their petition the certificate of search of title by the California Pacific Title & Trust Company, giving a complete description of the property proposed to be annexed, the tax situation up to date,etc,3,-The certificate of the County Assessor showing that the 18.11 acres of land referred to in the petition for annexation by AMERICAN HOMES,INC.,is assessed for more than 25% of all the property described in the petition for annexation;4-and the reply of the California Pacific Title & Trust Company to AMERICAN HOMES,INC.,referring to the deed under Option Agreement No.1, which states that the Deed from California Golf Club of San Francisco was recorded by them July 15,1940.
