COUNCIL OF TEE CITY OF SOUTE SAN FRANCISCO,HELD MONDAY, i2ECEI~BER 16TH,i~O, The reegular meeting of the city council of the City of South San Francisco was held in the City Hall,~onday evening, December 16,1940. The meeting was called to order at 8 o'clock P.~i. by ~ayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows;- THE ~INUTES OF T~ PREVIOUS Councilmen,V.Boido, ~eorge N.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts.~lEETINO WERE READ&A]oproved. A reply was received from the League of California ~ities to the city's letter requesting in- formatio~ as to how man~ cities ia California are licensin~ PI~-BALL games,the Fees charged ~and how man~ cities prohibit tl~eir operation entirely, givi!~g~3t~amames of l0 cities permittiag the operation of the game and five pr~hibiting them entirely. The fees ranged from ~.50 quarterly to ~00 per year . The council, after the oDinion of the city attorney, did not seem to favor the creation of an ordinance permitting the operation of the game, under control. Councilman Tibbetts moved that the matter be tabled. The motion was seconded by councilwoman Lloyd and regularly carried. Anapplication for a business license to operate a garage on the southeast corner of First and A Streets was received from Allen Br~s & Crabe, Councilman Lloyd moved the license be grant- ed. The motion was seconded by councilman Tibbetts and regularly carried. Application for a permit to hold a program and dance was made by the Sociedad Nutualista ~'~exicana"~iORELOS",inc., to take olace on Saturday evening, December~t,-T940, from 8 p.m. to M A.N., celebrating the ?th anniversary of its organization. Councilman Ratto moved that the perm. it be granted. The motion was seconded by 8ouncilman LloTd and regularly carried. A communication was received from American Home~ Inc., requesting the city's co-operation in securing the proper k~nd of street lighting for the new subdivision, Southwood. Councilman Lloyd moved that the application be accepted and filed. Chief of Police oelloin submitted the name of William V,Fouts, appointed a special '~oliceman as watchman at the ~estern Pipe a Steel Company. Councilman Ratto moved that the appointment be confirmed. '~h.e motion was seconded by Councilman Lloyd and regularly carried. Chief of Police Belloni asked for the cancellation of the appointment of E.B.Hinton and John Di Bene as special policemen. Councalman Ratto moved that the names be cancelled from the special police force roll.f~he motion was seconded by 6ouncilman Lloyd and regularly carried. ~,rs. ~azel Taveror req~ested that a slow sign be placed on Fourth Lane, near ~,'iaple Avenue. Referred to Chief of Police Belloni/ Councilm~n Ratto reported tLat the white line on East Grand Avenue needed repainting. Chief of Police Belloni stated he would attend .to the matter as soon as the street dried. Pacific ~as and Electri~c Company submitted a reply to the city's request for the removal~and installation of various lights in several sections of the cit~,stat~.the ~. requests were bein~ attended to. The co~pany requested permission in other letters to ,xten~!their 2" gas main in Chapman Avenue,west of Oardinar, lay gas mains in Parcel No.l,Southwood,build a concrete pit 5' X ~' on Orange Avenue near E1 Camino heal~ extend their gas main in Claremont Avenue.between Randolph and Hillside Boulevard Approx,~l~' extend their gas main in Circle Court west of Eucal~ptus Avenue approx.400', and in Arden Avenue north of Hillside Boulevard approx.~80 feet. Councilman Lloyd moved the construction ~ be O.K~D '& ~cept and the motion was seconded by Councilman ~atto and re ~gularly carried. ~'he ~onthly reports of Poundkee~oer Johnson and City Treasurer Kauffmann for the month end- ing November ~0,1~0,were submitted and on motion by councilman Ratto,seconded by Councilman Lloyd regularl~ carried,accepted as read. Notice was received from the Industrial Accident Commission in relation to the settlement of~ the Charles R~.stoni estate, through attorney Riehar~ J.Dolwig.Communication accepted and ordered filed. A revocable permit was received from tie City and County of San Francisco ~o install an illum- inating sign on their prop~,rty on the west side of E1 ~amino Real at the intersection of Orange Avenue and E1 Camino ~eal. Accepted and filed. Two bids to supply gasoline to the City of South San ~rancisco for t~e year 1~1 were received. The bids were not opened,and the clerk instructed to hold them till other bids came in. A communication was received from ~ohn R. Skeggs, Listrict Engineer,Division of Highways, State of California~ submitting the First ~emorandum of Agreenent,in Tri?licate,to provide for the Expenditure of the 1/4 ~ent ~as ~ax Fund on State Highways,for the 19~9;~1 Biennium,for Execu- tion by the proper cit~ officials, and calling for a resolution a~proving the memorandum of agreement. Council~an Tibbetts accordingly introduced a res$1ution approving the ~ ~emoranum of Agreement , allocating certain portions of gas tax receipts to State Highways within the City of South San rancioco. The resolution, NO 98~, was adopted by the votes of all the members of the City Council, as follows;- Ayes, Councilmen, V'Boido,George W.Holsto~, Ree~,e Lloyd, D.W.Ratto,Rod Tibbetts. Councilman ~oido introduced a resolution of the City Council of the City of South San Franccisco calling for the purchase of a new automobile ,Buick make,for the police department of the City Of South San Francisco, bids to be o. pened on ~7onday, December 30,1940,at 8;00 o'clock P.~. The resolution was adopted by the votes of all the mem~.~ers of tLe city council~ as follows;- Ayes, Councilmen,V.Boido,George ~J.Holston,Reese Lloyd,D.~'.yatto,Rod Tibbetts. Noes,Councilmen,None, Absent, Councilmen,None. Attest,_ Daniel ~cSweeney City Clerk. Recorded in Book of Resolutions, Vol.3,at page No.~80. Under the head of new business Councilman Boido moved that~ $8000"of the general Fund be moved to the~Street Improvement Fund. The motion was seconded by Councilman Lloyd and regularly ~ayor Holston called atten---tion to the fact that the California Water Service Company had , on August_, ~,19~0, offered to supply_ all water used by the city's parks,playgrounds,swimming pcol if built,school houses~,street sprinkling,cit~, hall and library,fire hyrdant s~-rvice for all hydrants now in service or to be installed in f~ture,for a flat rate of 8 cente per 100 cubic feet for all city utilities in excess of the regular mi imum rate applicable ~o the meters installed. The ~layor suggested and advised that the ~ity accept the offer. Councilman Ratto brought up the subject of tt~e number of st~s dumped on the city's du~ 8round. He stated that a list kept by the attendant at the grounds Showed 3~1 stumps had been .$here, which list was later lost. The councilman contended that in all about 600 stumps were h~ ~ the dumping grounds and but $14~ turned into the city treasury, and at the.rate of ~1 per s~ ~$ an agreement called for,the cit7 should have received ~600. Engineer Marshall stated he had counted only 14V stumps. Mayor Holston ststed he also co. nted 147 stumps.Councilman Ratto stat, the [outh San Francisco Land ~: Imp. Co.should have received the ~14V as the land belongs to , and also an7 other monies received from the ase of the grounds. Engineer ~arshall sta' land co,th~ough Mr. Shaw, would not accept the money. At this ju~ City attorney ~oleberd advised that~ the motion was out of order as the land company did no1 [ 184 for the money. Thereupon Councilman Lloyd withdrew his second to ti.e motion. Council~'~an Ratto stated if the 414~ collected for the dumpin~L of the stumps on the City's leased dumping gro~:.nds was not returned to the land company he would start an investigation to ascertain what became of the balance of the money. To this en~neer Marshall replied~By inference you make a fellow out a thief. I counted 14V stumps.I= this deal the city gained becausLe the contractor ran a 30 ton tractor over the dump and has given us more space by smashing down the dump". The engineer asked Councilm~n Eatto if he had counted the,stumps, to which th~ councilman replied "NO". The ar?ument becan~e heated and Ma~or Rblston called for a motion to adjourn.
