The meeting was called to order at 8 o'clock P.~,~. by ~'layor George W·Holston.
ROLL CALL ·
Roll call found all members of the city council present,~ as follows;-
Councilmen, V.Boido,George W.Hols~o~,Rees~ Lloyd, D.W.Ratto,Rod Tibbetts.
The minutes of the three previous meetinge were read· There being no errors or omissions

Communications were received from Pacific Gas & Electri~ Company requestin~ permission
extend their o," ~as mains in Claremont Avenue between Hillside & Randolph Avenue and in Poplar
Avenue south of Parkway. Referred to Councilman Tibbetts and the desired permission ~ranted.
The company reported having removed ~nd installed all ligkts requested by tke city in our lett.

The State Board of Equalization reDorted the application of Herman L3~w~ero for an, ON
BEER & '~JI~NE license and an on sale distilled spirits license upon a transfer from ~ntionette
~ambero. By request of councilman ~atto action was deferred until a later meeting.
Austin Lee,Jess Leonard and Charles Alfrey applied for a DUCK PIN BOWLING BOWLING ally
license at o,~0 Grand Aven~e, ~lso to sell. s, oft drinks,etc. License o~dered granted.
Esther Petroff applied for a license to conduct cabinet baths ~assage & Reducing, atT~

Parkway west of Poplar Avenue,near tie home of Geo. W~lliams.statinf,' this sewer is a dead en~
and ti e only solution to this condition is to construct a ~00 foot connection with. axis*in?
manhole #3, which,if done would benefit adjoining property· He estimated the cost at $~0 .
Councilman Lloyd moved the en?ineer be given authorization to proceed with the work: The mott~
was seeonded by Councilman Tibbetts and re~uarl]~ carried.
Andrew F.Schmidt of the regular fire de.vartment asked for an increase of salary, statil
t~ad acted as assistant to the fire chief for the past six years. Application laid over for
investigation.
The monthly reports of the Nuildin? Inspector, Fire Chief and Librarian for the month
ending January 31,19~1 were read,and on motion by Councilman ~atto, seconded Oy Councilman L1
accepted as read.

Councilman Ratto introduced a resolution of the city council of the City of South San
Francisco consenting to the enforcement of Public Health Statutes and Regulations by the Heal
Department of the County of San i¥~ateo. The resolution way adooted by the votes of all~'the

ORDINANCE NO.
An ordinance, entitled "AN ORDIhAibCE CREATING A RECREATION CO~i~iISSION

YTS DUTY, was introduced by Councilman Tibbetts, had its firs
title reading and was laid over to come up under the regular order of business at t~e next re
meeting of the City council. ~
Henry E.~utterson,architect on the new addition to the library submitted a claim in th
sum of ~3Q0.95,for fees~ representing 6~ fees on the sum of ~?4,V38.V1. As the city contracte
the sum of ~24,484.6V for tle construction of the addition the claim was disallowed, and the
~f,~$305.V1 allo~ed, according to the contract. T~e motion to pay this amount was made
Tibbetts~~ded ~F Counci~man Boido and regularly Qarried,Councilman Ratto voting NO~ statingb~ec°unwas
opposed to ~ne acceptance of the work, as i~e0mplete. '
A claim for the sum of .$~51.06 was presented by Emil Person, library contractor, for excavating
.$~12.50,anchoring old building,,$30.O0, 9 shelves for book cases, ~2.40, shelf brackets, ~0
cents,bonds ~M.45 and 10~$ on ;~$35.05 ~4.51. This claim was laid over for investigation.
Under the head of unfinist_ed business eity engineer lYarst:all reoorted ha.Uing had an inter-
view with Engineer Reynolds of Colonel Skegg~' office on the matter of placing signals at
Orange Avent~e and E1 Camino Real and at Butler Avenue and mayshore Highway. Mr. Reynolds stated that
at some fut,'re date the E1 Camino will be widened, .and a differen$~ system of crossing provided ~ ~ :'
for. Referring to the city's a~plication for the installation of stop and go signals at Butler
AVen~e and Bawshore the state's engineer stated there was little chance_of securing one at the
present tim~ ~wing to/the contemplated widening into a douOle highway of ~Bayshore , and inferre5
the Grand Avenue & Bayshore signals were sufficient. TLere aopearing no encouragement in the
outlook i',ayor Holston suggested that t~e city communicate with Colonel Skeegs direct. This was
agreeable to the Cit~~ Council, and the/clerk was instructed to write the colonel requesting that ~
he set a time and place to meet the City Council, and try and come to an ~.~nderstanding in the
matter. Mayor ~:o.lston asked that Capt/ain ~assel be requested to attend the meeting on account
of his ~nowledge of road conditions a~ to crossings.
Councilm~n Lloyd requested Chte~ of Police ~elloni to keep the signal lights at Grand
Avenue and ~ayshore Hi~-~hway going till l~ 'midnight~in the Ih~t~re.
Officer ~ony ~,~artin asked for ai six months leave of absence on account of his wife's illness,
stating he was taking her to anoth, er Clip-.ate for a time~ commencing February 20,1941. Councilman
Ratto moved the leave be ~ranted. The imotion was seconded by Co~, ncilman Lloyd and regularly
carried.
