'~he regular meeting of the city council of the 8ity of South San Francisco was held in the city hall ~ionday evening, May 5th,1941. The meeting was called to order at 8 o'clock P.E. by kayor George W.Holston. Roll Call. Roll call found all memoers of the council present,as follows;- Councilmen,V.Boido,George W.Holston,Reese Lloyd, D.W.Ratto,Hod Tibbetts. The minutes of the four previous meetings were read. There being no errors or omissions they were approved as read. A petition signed by seven reside~-~ts was received requesting the city to give emplo~nnent to Mrs.Anna Ingraham of the recreation ~epartment for a oeriod of one m~nth, during which she is require by the department to take a lay off. Mayor Holston explained that if the city did give Mrs.Ingraham employment for the ZO days she would be required to take the layoff just the same. The City Clerk was requested to write to one of the committee and explain the situation. Sociedad Mutualista Mexicana "MORELOS",Inc. applied for a dance permit to hold a benefit Ball in Fraternal Hall Saturday evening,~ay 17,1J~l, from 8 o'clock P.~. to 2 A.~, for the'benefit of the victims of the earthquake at Colima, ~exico. Councilman Tibbetts moved the permit be granted. The motion was seconded by Councilman Lloyd and regularly carried. A communication was received from officials of the P.T.A.'s requesting information as ~o who was chairman of the New Recreation Commission. The city clerk was instructed to write staving the appointment was not yet made. A communication was received from the Northside Taxpayers Association of South San Francisco specifying that the drainage pipes under Bayshore Highway at Armour a~d Linden Avenues are insiffic, lent to carry away the storm waters, as evidenced by the floods accumulating there last winter, and urged that better'and larger drainage units be installed. Councilman Lloyd stated the flood situation at the points mentioned in the communication was very bad last winter andreq~-~*~ that the city engineer be instructed to take the matter up with Colonel Skeggs of the s~ats~ Highwa~ engineer's force. So ordered. ~otice was received from the U.S.War Department stating that the Western Pipe ~, Steel Company of South San Francisco had aske~ for a permit to dredge an area of approximately ll50 feet long and a width of ~oo feet adjoining their present turning basin,to 18 feet at low water, in depth, and asked if the city had any objections. There were none. Pacific Gas ~ Electric Company asked permission to open trenches in First Lane to replace gas mains, to extend their main in Knoll Circle,Southwood, and to extend a ~" gas main in LUX Avenue east of ~alnut Avenue. Referred to Councilman Tibbetts and the desired permission granted. Engineer I~iarshall submitted a statement to the effect that he had received a bid from James Baker of 30 cents per cubic yard to haul away in his own trucks 1600 yards of dirt from Grand ~venue to made room for paving. Councilman Ratto moved the work be given to ~r. Baker. The motion was seconded by councilman Tibbetts and regularly carried. The total cost' was stated to be not more than ~480. Notice of suit in the amount of ~45 against the City of South San Francisco for the alleged destruction of property by the recent floods was received from-Z.Ghiozzi. ~r..Ghiozzi in his complaint, stated that damage . was done to his pumping plant,crops,barn,pipes and loss of rents paid or incurred. Asked his advice by Eayor Holston,City Attorney Coleberd stated the claim should be rejected. Accordingly Councilman Tibbetts moved to reject the claim. The motion was seconded by Council~an Boido and regularly carried. Gordon Rowe Company submitted a financial statement of the city's standing up to April 0,1941 Accepted and placed on file. James B.Howell,333 ~ontgomery Street,San Francisco,applied for a business license to operate a bowling alley at 340 Grand Avenue. Councilman Ratto moved that the license be granted. The motion was seconded by Councilman Tibbetts and regularly carried. San Francisco Water Deoartment replied to the city's letter on. the da~ger to children crossing their 60" pipe near the ~artin Primary School,stating they had already placed barricaces on the line to protect against such accidents. Communication ordered placed on file. G.W.Williams Company applied for a permit to construct a two story store and office building of reinforced concrete on portions of Lots I and ~, in Block l~5,on the corner of Linden Avenue and fourth lane, for Gildo Tassen, at an estimated cost of $94,000. Councilman Lo~d moved the permit be granted. The motion was seconded by Councilman Ratto snd,regularl~ carried. Poetsch & ~eterson,manufacturers of upper leath®r'goods for ~oo~s ~: s~e~:s~requested information on conditions,1]ecnses, assessments,etc,in estab±lshing a plant here.~eferred to PLanning Co~. The monthly reports of the poundkeeper Chief of Police, City Judge,Building Inspector, ~Ire Chief, and city clerk for the month ending April 30,1~41, were received. Councilman Tibbetts moved the reports be accepted, i~he motion was seconded by Couhcilman Boido and regularly carried. Councilman Lloyd requested leave of absence of two months,June and July, to leave the State and visit the east. Councilman Boido moved the request be granted. The motion was seconded by'councilman Tibbetts and regulerly carried. Under t~Le l~ead of new business Councilman Ratto renewed his criticism of the work of constructing streets and sidewalks,sewers etc. in Paradise Valley, stating the work was faulty and the .city should not now be compelled to make repairs, which he claimed would amout to approximately ~800. Engineer ~arshall stated that whatever work was destroyed by the storm waters of the past winter was no fault of the work or the city's, and that the cost to the city would be only nominal,not exceeding ~lO0. Re also stated that all county roads of the county and also laterals are made of this type of construction.. Pbrmer ~ayor Eschelbach stated the work was the best of any s~v~ow~ns~i~n~~-~-~ ~ -~ ------~au~a~o C~dy,~___ and, barring extraordinary floods. would hold up with any of ~ the amount of revenue in taxes to b~ derived from the subdivision. 21 Claims in the amount of $4,230.'58 were next presented to the council for payment: E.L.
