The regular meeting of the city council of the City of South San Francisco was held in the City Hall ~{onday evening, June ~, 1941. %he meeting was called to order at 8 o'clock P.~2. by i'~ayor George ~.'.Holston. ROLL CALL. Roll call found the following members of the council present;- Councilmen, V.Boido,d-eorge W.~!olston, D.~¥.Ratto,Rod uibbetts. ~ Absent~ i~eese Lloyd. 'lhe minutes of the three previous meetings were read. There being no errors or omissions the~ were approved as read. An application was receiv~ed from the Corcoran Sign Company for a permit to make alter- ations to their billboard sign advertising Enterprise ~oundr~, on the wesT side of Bayshore Lighwa~,about 500 feet south of the underpass,enlarging it to lO, feet in length, taking the old sign to use to make a "V" shaped billboard. As no licenses have been collected under the present billboard ordinance, which is considered prohibitive by tle cit~ attorney, a decision was not reached and the matter laid over till the next meeting on motion by Council- r,.an ~atto, seconded by Councilman Tibbetts,snd regularl~ carried. A communication was received from the Recreation Commission endorsing ~tr. ~','illiam tiammond for the position of .~thletic Director for the city for the summer period from June 15, to August 30,l-J41, at a salary of .~130 per month, and to be stationed at Orange Avenue ~'ark. Council~an Tibbetts moved that i¥ir. "ammond _,e emplo~,ed. The motion was seconded by COuncil- man Boido and regularly carried. David Damziger applied for a licens~ for a lunch counter for t~ e location Bayshore ~.ighway and Butler Avenue. Laid over for consideration. A con~nunication was received from the So.a.~'. Chamber of Commerce advocating that the cit~ seek the aedication of a piece of property wLich is bein:, used for a roadway at the present time, 1)lng between East Grand Avemue and the ~ayshore ~ighway, to take over the same and repair it for travel. Councilman i~atto explained that tLe property in question had already been offered to the~city, and had been refused on account of the danger to travelers at the south end, entering Bayshore t'lighway~ from the ~torth, and also on a~co~nt of the cost of pavin~ and maintenance. After considerable discussion Engineer ~,iarshall was asked what would be the cost of te~.porarily repairing the road to make it passable . Le stated that with the city's equipment it could be done for ~)100. Councilman Tibbetts moved that the sum of .~100 be spent on repairs. ~he motion ws~,.~ seconded by councilman Boido and reg~larl~ carried. Engineer l~arshell was requested to write the Belt Railway in respect to the crossing of their line. In, another, communication the local ~Shamber of Commerce stated that the Pacific ~as Electric Company had agreed to remove all poles from Grand Avenue from the Southern Pacific Depot' to Spruce Avenue,contingent upon that all utilities be required to remove their poles on Gr~id Avenue from the Southern Pacific Depot to a~pruce Avenue, and that the city council pass an ordinan~e to the effect that no poles in the future will be allowed on ~rand Avenue fro~.~ the Southern Pacific Depot to Soruce Avenue, and that the property owners bear all expense of rearranging their electrical facilities within their own premises so as to secure service at ~the new location of the company's service wires, and that the City of South San Francisco will remove its police and fire alarm circuits and reroute them at the city's expense. The City Clerk was instructed to write the Chamber of Commerce advising them to contact the property owners on Grand Avenue from the Southern Pacific Company to Spruce Avenue, asking them if they are willing to pay the cost bf rearranging their electrical service within their own grounds in order to secure service at the new location of the company's service wires. A communication was received from Louis Stocklmeir,Industrial Consultant for Poetsch & Peterson, acknowledgong the receipt of the city's letter stating that the Planning Commissio~ of South San ~,:rancis co had reported favorably' upon their application for inform~ation concern- ing the possibility of establishing a tanner~~' on 3 acres of ground in the South Industrial Area of this city, thanking the city council and plannin~ co~.z~,ission for their co-o~.eration in the matter. The co~,~nunication stated that plans and specifications,and the method of dispos~ of sewage would accompany their forma~ application for a business permit. Communication accepted and placed on file. A communication from the 1.~orthside 'laxpayers Association of Sauth San Fra~-~cisco requeste~ that the city develop a park adjacent to }~artin Primary' School. Councilman Ratto moved th~ matter be laid over for consideration. '~'he motion was seconded by Councilman Tibbetts and regularly carried. A co~.unication was received from the ].artford Fire Insurance Company n~,tifying the city that the~' have been carrying under covering note Property Damage Coverage in connection with t~e city's Comprehensive Liabilit~2 Policy, and wished to kn:w if the city wished to keep the covering, and if no repl-y ws.s received from the city by the 15 of June tb.e covering note would be cancelled. Co~.munication ordered filed. City Engineer ~,'~arshall submitted a statement and sketch of a proposed sewer in Block "E" ~eck's Subdivision, to take care of t~.e sewage of lo~ No.l~;~ Onwhich a house is built, the sewer being too low to permit the use of the Same to accommodate the ~ouse. ~e su~ested and reco:~.~ended that a right of way be secured from ~rs. Jo~ns for the sum of .i~$0 , and a con- tract be ~iven Willie ~inucciani for ,~S0 to build a sewer c~n the east line of lot 1©, belongint to ~rs. John. Construction of a sewer in city lots in ~lock "D" , the children'o~ Playground, was also discussed. '~e propositions were referred to City Attorne~ Coleberd and Cit~~ Engineer ~ arshall. Burroughs Adding ~'~achine Co~pany submitted a statement of the price of a Burrous~hs, Duplex,Subtractor,~-actor~ ~ebuilt adding macline, electric operation~O0' carriage,Variable lin, space and non-print, for the sum of,~9.~0, and a ~urroughs Posture Chair,gt~le ~lO, for ~ouncilman Ratto morea the articles ~e purchased. ~ke motion was seconded b~~ Councilman Boido and regularly carried. The monthly reports of the Ci~ief of Police, City ~udge,Poundkeeper,~re ~hief,building Inspector and Cit~~ Clerk for the month ending I.iay 31, were received. An ordinance entitled :* "AN O/~DINANCE CREA~tING A LOCAL DEFEi~SE COUNCIL AND PRESCRIBING ITS DUTIES A}~D ~ SPONSI~ILITIES", was introduced by councilman Tibbetts, had its first reading and was laid over to come up unde: The minutes of the three previous meetings were read.
