REGULAR I'LEETiNG OF THE CIndY COUNCIL OF THE
CITY OF SOU~t] SAN FRANCISCO,HELD

The regular meeting of the city council of the City of South San Francisco was held
in the City Eall I~:onday evening, June 16th,1941.
The meeting was called to order st ~ o'clock p.m. by I;'iayor ~eorge W.I(olston,
ROLL CALL.
Roll call found the following members of the council present;-
Councilmen, V.Boido,George W.Eolston.D.~.hatto.
Absent, Reese Lloyd, Rod Tibbetts.
The minutes of the two previous meetings were read. ~here being no errors or omissions
they were approved as read.
A communication was received from Robert Liggins,insurance broker for the firm insuring
E.A.Ryan, enclosing an endorsement, No.2, and asked that t~e cit~ attact~, the endorsement to
the original policy. ~he city'clerk was instructed to return the endorsement and policy to the
company requesting them to make the physical attachment.
James o.Howell Jr.,nade application for a bowling all~y for tle location 340 drand Aven~e.
Councilman ~atto moved the permit be granted. The motion was seconded by Councilman Boido and
regularly carried.
Ja~es S.Daker applie~ for a blasting permit to blast rock east of Sethleham Steel Corp.'
Councilman ~atto moved the pe~it be granted. ~he motion was seconded by Councilman Boido a~d
regularly carried, kr.~aker was notified to supply the regular bond.
City .~ngineer ~uarshall suomitted a bid of 30 een~s form J.S . Baker to remove surplus,~rt~
east Grand Avenue and one of Guerin Bros. of ,i~.5~ for the same work, not to exceed
Councilman Doido moved the '30 cent bid of J.h.saker be accepted. The motion was seconded by Ccun~
cilman Ratto and regularly carried.
Eartford Fire Insurance Company inquired as to how many of the recommendations for the
prptection of the public they had submitted to the council had been carried ou~. Referred to
Councilman Tibbetts
Prank ~.Wurt~, who recently paid a ,i~lO license fee for- the operation of a Bowling Alley
asked for the return of the amount. On the advice of the city attorney the request was denied.
Earshall S.Eanrahan asked for a blasting permit to operate east of t~e Bethleham Steel
Corporation on lanes of So.S.F.Land & Imp.Co., Councilman ~atto moved the permission be granted
contingent upon the submission of the company's bond in the oroper amount. Seconded by C.~oido
carried. Chief of Police oelloni appointed the following named men to be police-watchmen at t?e
Western Pipe and Steel Co., Fre~ hess~Jilmore W.~unney,Peter ~Mstini,and Jrank A.Pryor .Councilman
~atto moved the appointments be cinfirmend by tt~e council. ~he motion was seconded by Council-
man ~oido s~8 regularly carried.
A communication from the Peninsula League of Oalifornia Cities requested the city to
stat~~ , the num~ber of officials who would attend the meeting on ~hursdab evening at Villa ~ateo.
,~.a~or Lolston figured about seven in all would be in attendance~ and th~ clerk was instructed to
communicate to the ~al~ City Council to that ef~'ect.
City Treasurer Kauffmann and Librarian oroner submitted the reports of their respective
offices for tl~e month of ~,ay,1941. Councilman katto moved that the reports 'be accepted. The motion
was seconded b~ Councilman boido and regularly carried.
John Ruggiero, owner of acreage and some buildings thereon, requested permission to
make certain additions to tie same~ on zone F, in parcel 5.Building Inspector Welte submitted the
plans on tLe structures and the desSred permit was granted, on motion bF Councilman. Ratto and
seconded by Councilman Boido and regularly carried.

An ordinance entitled "AN ORDINANCE n~ ~ ,
~{EAi~ A LOCAL DEi~NSE COUNCIL
AND DESCRIBi~:!G ITS DUTIES AND
RESPONSIBILITIES",
had its second reading and was adopted as an ordinance of the City of South San Francisco,by
the following vote;- Ayes, Councilmen, V.boido, George W.~olston,D.W.Ratto.
Noes, Councilmen, None.
Absent, Councilmen,Reese Lloyd, Rod ~ibb~tts.

A reply was received from the South San Francisco Chamber of Con~erce to the. city's
letter requesting them to contact the property owners on Grand Avenue from the S.i:.Depot to Spruce
Avenue, asking them if they were willing to stand the expense of installing the wires in their
own premises if the poles are removed from Grand Ave hue to the alleys. 5~he letter stated
questionaires were sent oat and but 15 were returned. Of the fifteen Taturned ll said yes, and
four said NO.. Councilman Boido believed a committee should be sent out to ~nterview the owr~ers
and further ezplain the necessity of removing the poles, he volunteered to be one of the committee
Lo£~an Franklin, Presiaent of the Chamber stated he would organize a strong committee of citizens,
to~accompany him and Cguncilman Boido and contact all property owmers personally on the subject.
uhe South San ?rancisco Sign Company submitted a notice of intention to exercise an option
for an additional ten year term for the sign prilileges covered by tie company's lease, wkich was
granted April 18,193~. Referred to City Attorney Coleberd.
Pacific Oas ~ Electric Company applied for permission to extend their ~" gas main Knoll Circle
~e'st of Fairway Drive, Southwood. aeferred to Councilman Tibbetts.
Before the beginning of the city's regular business ~ayor Eolston asked cit~ attorney Coleberd
if he had looked up the billboard erdinance situation. Er. Coleberd stated had made ~is conclusion
long sincethat the ordinance is prohibitive and unworkable and still thinks so.. The application
of the Corcoran Sign Company was again discussed. Councilman Boido believed that the city could
grant them a permit to add to the size of their sign, regardless whether they paid a license or not
as no others were paying anyhow. Asked if he would make a motion to that effect he said he would
and did. ~he ~notion was seconded by Councilman Ratto and regularly carried.
City Treasurer Ed.P.Kauffmann appeared before the council and stated the "S" fund was
depleted and asked for the transfer of ~$1588.65 from the General f~nd to the S fund. Councilmaa
Boido moved that the clerk deduct the amount from the ~eneral P~nd and credit the S fund with the
same. The motion was seconded by councilman Ratto and regularly carried.
City Clerk Ec Sweeney asked for a leave of a~,~ence to leave the State.. Councilman Ratto
moved the desired permission be granted. The motion was seconded by Co_~lman Boido and regularly
carried.
