A regularly adjourned meeting of the city counCil of the City of South San Francisco
was held in the City Hall Monday evening,August 11,1941.
This meeting was called to order at 8 o'clock P.M. by Mayor ~eorge W.HolSton.
~ROLL CALL.
Roll call found all members of the council present, as follows;
Councilmen,V.Boido, George W.Holston, Reese Lloyd, D.W.Ratte,Rod Tibbetts.
The reading of the minutes of the previous meeting was dispensed with.
A communication was received from Mr. Geo~W.Wi~liams~of:?BUrlingame~contractor open.
ing up Southwood subdivision , stating that he was desirous of securing a letter of acceptl
of the street and sidewalk and curb work froSt,he city so that the matter could be presentec
to the Federal Housing Administration in order to be assured OF F~H~A insurance to bond the
loans. Engineer Marshall stated the councilmen and he visited and inspected the premises
and he recommended that the city accept the work. Councilman Ratto asked if some defects
would be attended to before the city could give sanction to the work.Mr. Williams stated thl
he would take care of ~uy minor defects required.
This being the date set for the'opening of bids for the improvement of Grand Avenue
by furnishing crusher run rock for the base, Councilman Tibbetts moved the bids be opened.
The motion was seconded by Councilman Boido and regularly carried.
~ut two bids were submitted, that of James S.Baker and Mission Quarry Company.
Mr. Baker bid the sum of $.89 cents per cubic yard and Nission Quarry Co.,bid the sum of 94
cents per cubic yard. Councilman Tibbetts introduced a resolution of the city council of
the~City ef South San Francisco, NO.822,awardiu~ the contract for rock f~r the constructio~
of a base course for paving on Grand Avenue,to~J.S.~Bake~The RES.adopted by She votes of al~

Councilman Ratto introduced a resolution of the cit~ council of the City of South
San Francisco approving the work of improving streets and avenues delineated upon
Southwoo~ Map No.1, South San Francisco. The resolution was adopted by the votes of all the
members of the city council, as follows;-

San Fracisco making certain declarations with reference to the ~ubdivision asp of Southwood
in the City of South San Francisco. The resolution was adopted by the votes of all the'

ORDINANCE NO.
Councilr.~an Lloyd introduced an ordinance of the city council of the City of South sam
Francisco .pro~ibiting the maintenance ~r existence of poles supporting electric wires,teleg:
wires and telephone wires on Grand Avenue, between the westerly boundary line of the right ,
the Southern Pacific ~ompany and the easterly line of Spruce Avenue,in the City of South Sa~
Francisco, which had its first reading and was laid over to come up at the next meeting of ·
city council.
The Berkeley Gazette Distributing Company was gr~nted a permit to distri:ute pamphle~
under doors in the City of South San Francisco, on motion by councilman Ratto, seconded by
Councilman Tibbetts and regularly carried.
On motion by Councilman Lloyd , seconded by Councilman Tibbets the S~n Francisco Wat~
Department was granted permission to construct a concrete tank on the east side of Orange A'
Semth of g~mmercial Avenue.
C.~$:~:E~gtneer Marshall reported that county engineer drant notified him that the $~ ,
$~§00 would be available to the City of South San Francisco for repairs to Colma Creek, and
to know if the city wanted to handle th.e money itself. Councilmen agreed that the city woul,
handle the appropriation itself~
There being no further business before the council, councilman Lloyd moved to adjourn
Monday,August 18,1941,' at 8 o~!clock P.M.. The motion was seconded by Councilman Ratto and
regularly carried.

ORDINANCE NO.
Councilman Lloyd introduced an ordinance of the city council of the City of South
Francisce.pro~ibiting the maintenance ~r existance of poles supporting electric wires,tele~

. The regular meeting of the city ~ouncil of the City of South San Francisco was held
in the city hall Monday evening, August 18,1941.
The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston,
ROLL CALL.
Roll call found all members of the council present, as follows;-
Councilmen,V.Boido,George W.Holston,Reese Lloyd,D.W.Ratto,ROd Tibbetts.
The minutes of the two previous meeting~ were read. 'A~ere being no errors or omissions
they were approved as read.

A communication was received from the I.C.F.Association,Branch No.~,re~uesting pex~mission
to hold an anniversary dance in F~aternal Hall, Saturday evening September 8,1941. Councilman
Ratto moved the desired permission be granted. The~motion was seconded b2 councilman Lloyd and
regularly carried.
Fire Chief Welte ~submitted ........... ~. the name of Elmer Shipman for appointment to
the call forces of the fire department. Councilman Lloyd moved the appointment be confirmed, The
motion was seconded by Councilman Boido and regularly carried.
A communication was received from the'B~rlingame Advance, announcing that the Fiesta
edition will be off the.press September 1~, the day before the opening of the Fiesta,and
thanked the city council for the order for the $100 add. Communication ordered filed.
A communication was received from Federal Works Agency announcing that there is a shortage
of W.P.A.Help,and they cannot guarantee any at the present time, and thanked the city for its
assistance in furthering recreation facilities. Communication accepted and placed on file.
Annie M.Cunningham submitted a communication congratulating the city on its attitude in
extending recreational facilites. Communication accepted and placed on file.
Peninsula Division of the League of California cities notified the city council that the
next meeting of the league would be held in Canepa's Restaurant,~J*§ Middlefield Road, Redwood City,
Thursday,August ~1,1941, at 8;~0 o'clock P.M., and requested the city to send as many representatives
to the meeting as possible, as the famous lawyer and lecturer '?Julien Thomas,will be present and
speak on Worldaffairs and the national defenee. ~ayor Holston asked how many would attend.
From the count it appeared nine members of the city government would be in attendance. The City Olerk
was instructedto so notify Mayor Harold Anderson of Redwood City'of the number from this city.
A communiaation was received from American homes guaranteeing to complete Southwood Drive
to its intersection with E1 C~mlno Heal at the same time it does its street work improvements
in Southwood No.2., and agreed that the street work plans for Southwood No.2, will include that
portion of Southwood Drive necessary to effect such connection. The company also agreed to do such
other street work in Southwood No.1 as the city engineer may outline to fully comply with the
plans and specifications adopted for the work, and asked that they be notified within two weeks
from date the exact additional work that the engineer or the city deem necessary. Communication
accepted on motion by Councilman Lloyd,seconded by Councilman Tibbetts and regularly carried.
A copy of the resolution affecting the work was ordered forwarded to the American Homes.
A petition signed by nine property owners of Pack's Lots on Madrone Avenue requested that
street pavement and sidewalks be installed in the block between Chapman and Randolph Avenues.
The character of pavement was discussed. One property owner asked that concrete be installed while
others stated rock and bit~men would'be satisfactory. Engineer Marshall recommended bitumen and
rock. The city engineer stated the matter of sewer control would have to be taken into consideration
as the west side of the street is higher than the lower and if the street is to be paved the proper
sewers should be installed. City attorney Coleberd was instructed to draw up the necessary documents.
The number of feet represented by the petitioners is §91, while the total frontage is 90~.feet.
A petition signed by 81 owners of property in ParadiseValley requested the city to install
a sidewalk on Hillside Boulevard between Linden Avenue and Arden Avenue.Referred to City Attorney
Coleberd and City Engineer Marshall.
Chief of Police Belloni submitted the namesof William ~ane and Urban S.Hedberg appointed as
watchman at the Western Pipe & Steel Company. Councilman ~atto moved the appointments be confirned.

Notice was received from the ~tate Board of Equalization that the value of public utilities
in the City of South San Francisco this year is approximately $1,§8V,800. This shows an increase
in values over last year of $108,~0. Communication accepted and filed.

Ordinance ~o.~lA; An ordinance prohibiting the maintenance or existance of poles support-
ing electric wires,telephone wires ,~telegraph wires,etc., had its second reading and was adopted as
an ordinance of the City of South San Francisco b~ the following vote;-
Ayes, Councilmen,V.Boido,George N.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts.

Mr. Paul E.Chapman, attorney for the Pacific Sas & E~ectric Company appeared before the council
with reference to certain provisions of ordinance 214, Just passed. He stated he would appreciate
a short delay~in the passage of the ordinance and its execution,to enable hi~ to suggest some changes
and the inclusion ~f the same in a new ordinance. Councilman Boido moved the council reconsider
the passage of the ordinance. The motion was seconded by Councilman Tibbetts and regularly carried.
Councilman Ratto then moved to lay the ordinance on the table. The motion was secnded by Councilman
Lloyd and regularly carried.
The city clerk asEed the council for a tentative tax ra~e for the 1~41-42 fiscal year to
facilttae the extensions. Deferred till the first meeting in September.
A representative of the Labor Herald appeared before the city council and requested a $25
be taken in his publication. Councilman Lloyd moved the add be taken. The me'ion was seconded by
