The regular meeting of the city council of the City of South San ~¥ancisco was held in the City Halt' }[onday, December 15th,1941. The meeting was called to order at 8 'o'.Clock p.m. by ~iayor '~eorge W.Holston. ROLL CALL. Roll call foun~ all members of the council pre, sent,as follows;- Councilman V.Boido,George W.Holston,Reese Lloyd, D.W.ratto,Rod Tibbetts. The minutes of the four previous meetings were read. There being no errors or omissions they were approved as read. ~layor Holston received a communication fromthe office of the Price Administration counseling against L useless wasteof paper and requesting the ~ city~J~ to take some action~in~ the various departments of the cit~ advising-cauti&~,The matter was referred to Logan Frankli~ for publicity, and the Cham~er of Commerce. A communicatio~ was received from i~larion Hyland,owner of lot ~4 block 1~6 stating she ha( been ~harged~with weed cleaning last year and this,and requested a refund of ~$1.89. Referred t~ the street department for investigation and laid over. ~,¥~?? ~,,~/~ ~,~1~ Fire Chief Welte submitted the name of H,G.Garver fo~ appointment to the call for~es of the fire department. Councilman Tibbette moved the appointment be confirmed. The motion w~s seconded by' councilman Boido and regularly carried. A communication from California State Planning ~oard proposed the formation of a ~empo~ Regional Planning Organization for the San Francisco Bay Area. Andrew ~nding advised the app( N~ent of a city representative, and the matter was referred to the Planning Commission for furt~ action. Pacific Gas ~ Electric Company requested permission to ~E~tendltheir ~" gas main in Baden ue between Linden & Cypress A-.~enues, and in Edison Avenue North of Hillside soulevard. Eeferr~ to councilman Tibbetts and the ~Lesired permission granted. ~.~. ~.C.Thempson, owner of property in Block 146 protested against the increased assessment ~ his property. The city clerk was instructed to write hi~ and state the protest will be give~ due consideration at the n~xt session of the Board of Equalization. A reply was received from the Price Administration to the city's letter of inquiry on the ceiling price of steel rails to ~ealers. ILe letter gave the ceiling price of the rails t, consumers as,$1~.O0 but did not give the price to dealers. The city clerk was instructed to w~ again asking-the ceiling price that may be accepted from dealers. A communication was received from Charlie & Mary Bollazzi reporting a broken sid~walk~in~ of property-S35 Baden Avenue. Referred to the street department. In a written com~nunication'the City of San Bruno informed this city that they are paying the lights in Tanforan Avenue, which street is in the City of South San hrancisco,and wished know if the eit~ of South. San Francisco~would share in the the cost of thi~ lighting. It devel~ that the City of South San Francisco built $~®-s.w®~ and matains the sewer in '~anforan Avenue also the street work, at a cost of much more than~the street lighting amounts tO. The matte~ referred to eouncilman Tibbetts for investigation. The Hecraetion Commission asked for an itemized account of all the expenses of the commi~ since its ineeption, bequest granted. The commission was requested to suomit a monthly repor' of its acti~ities. In another communication the ~'o~mission thanked the city council for~its co-operation during the past year and wished them a happy ~oliday season. Accepted. Louis-Belloni~Chief~of Police submitted !he names of Raymone Cole burke'and Charles A. Hartwell as watchmen at the Western P~pe & Steel Works, C,A,Wadd~llat the California Water Se~ Company and ~ichael C.Cassidy and Dean B.Hammond at the Ha~maond Aircraft ~Company . Councilman Ratto moved Chat the appointments be confirmed. ~he motion was seconded by councilman Lloyd regularl~ ca,tied. A commuaication was recei~Jed from the South San Francisco Unified School District, prote~' the abandonment of Park Areas in South San Francisco. After long discussion and mubh~opposit~ from the schGol board and other citizens of the city the matter was referred to the Planning · Commission ~or consideration, an to'report back to the city cguncil. 'ihe repGrts of the City Librarian and City Treasurer for tt~e month ending November were read and accepted. ORDINANCE N0.~16. 0rdinanGe No.~16,,entitled "AN ORDINANCE OF TI.~E CITY OF SOUTH SAN FRANCISCO · CREATIN~ AND ESTAbLiSHING A ~'ERS0~?~EL SYSTE~ ~0R S0~IH . SAN FRANCiSC0" had its secon~ reading and was adopted a~ an ordinance the City of South San Francisco,by the following vote;- Ayes, Councilmen,V.Boido,George W.Holston, Rod Tibbetts. In the matter of the application of Phillip & Louise Cattania for permission to make furtl alterations to their premises on Lot 18 Block 140 , and on t~ e opinion of city attorney Coleb~ permission wms granted by motion of Councilman R~tto, seconded by Councilman Boido and regular~ carried. Fire Chief Welte stated an electric Siren was necessary~ and one could be had for Hynding urged that one be secured. Councilman Ratto moved that the fire chief be authorized to~ purchase ~ne.~he motto~ was seconded by councilman Lloyd and re~iularl~,~ carried. After considering the matter the Christmas lights will be allowed to burm. CouncilmanBoido brought up the subject of business license in '~.he restaurant of John Leo~ It was stated they do no outside business and were not catering to the public~ and moved they be not su~Ject to a business license. Councilman ~atto thought the same and seconded the motiol which waw carried. Councilman Lloyd moved mev~ that the checks of~,~the regular city emplo~ees be paid befor. Christmas. The motion was seconded by councilman Tibbetts and regularly carried.
