A regularly adjourned meeting of the city council of the City of South San Francisco was held in the city hall Tuesday evening April 21,1942. This meeting was called to order at eight o'clock P.S. by ~ayor George W.Holston. Roll Call. Roll call found the following members of the council present, as follows;- Councilmen,V.Boido,George W.Holston. Reese Lloyd. Absent, Councilmen,D.W.Ratto and Rod Tibbetts. Councilman ~atto appeared after roll call· The minutes of the previous meeting were read. ~here being no errors or omissions they were approved as read. T'he first business of the evening was the canvassing ea~va~s~mg of the a~sentee ballots. Mayor HoUston appointed the whole city council to act as a board of elections to canvass the returns. Councilmen ~atto, Lloyd and Boido acted as clerks and Judge. The result of the count of absentee ballotts showed 22 votes for M.Minucciani, eighteen votes for Rod Tib~etts 18 votes for V.Boido and 9 votes for Ray L.Tharp. There were ~8 ballotts~cast. 'Councilman Lloyd intro~c~q~a resolution of the city council of the City of So,~th San Francisc canvassing the returns andt~e~-i~r~ng the resul~of the general municipal election~ held Tuesday, April 14,1~42. The result showe~the following count, Victor Boido,ll~V, M.Minucciani,l~§4, Ray L.Tharp, ~l~, Roderick Tibbetts,lO~2. The resolution declared Victor Boido and Michael~ Minucciani duly elected city councilmen of the.~ity of South San Francisco and directed the City Clerk to issue Certificates of~$~lection to them.. The resolution was adopted by the votes o£~all the members of the city council present,as follows, Ayes, Councilmen,V.Boido, George W.H~ton.Reese Lloyd, D.W.Ra%to. Noes,Councilmen,None~ Absent, Councilmen,ROd.Tibbetts. Attest Daniel McSweeney~ ~ City Clerk~ Recorded in Book of Resolutions, Vol.~ a~ page,~7, RESOLUTION No.$81. The city clerk then swore in Michael Minucciani and Victor Boido as City Councilmen of the City of South San Francisco for the full term of four years,for which they were elected, and they took their seats. ~ayor Holston announced that nominations for Mayor were in order. Councilman Lloyd mominated councilman ~atto for the position. Councilman Mtnucciani secended the nomination.The motion carried without opposition. Mr. Ratto then took the chair as~Mayor of South San Francisco~ and thanked his colleagues for their selection· Councilman Minucciani thanked the voters & pronised faith servicecit3~he new mayor said he had in mind the making of some changes in the city's personnel, but said the ~i~i~ of~-~he Civil Servt.~ Or~i~uoe,No.216 is in a somewhat..clouded state, that he did not vote for it, that it was a thre~. ~O~two,vote~ a~d should have been submitted to a vote of the people,that he did not believe it legal, that it was ~expense to the city, that under its present form old pensioners from other cities could come in anCka~e the examination, that'~e had an opinion ~ut would bring the issue to a higher authority· ~m~ong other statements the mayor made was that he consuXted the district attorney regardin~ the laga~ity of ~e~tain swings or blows made at him by city engineer U.S.Marshall,now on leave of absence in the ~ar DeDartment.The mayor stated the district attorney investigated witnesses to the affray, and that all but councilman Lloyd said ~hey did not see any scrimmage. Chief of Police Belloni challenged the truth of the statement. He said District Attorney Ferrell asked him as to what happened, and he told the district attorney the story of the fracas as it Occurred. Councilmen Boido and Holston stated they were never asked ~ SK®-A~ any questions on the subJect~ by the district attorney's office. 'All the other councilmen made addresses wishing luck ~nd prosperity to the city· ..... ~ay~r Ra$~o next appointed the followin~ commi$$ees;~.~ Police committee , Reese Lloyd,Chairman, ,. m.m~nuccmanm ana ~e~.W.Ho±s~on,Fire Committee,Victor Bo~do,~girman, M.Minuccian and George W.NolstgD. ~Y'~~ ~q~mma~$te~,M.Minucciani,Chairman~and purchasing agent,Reese Lloyd and Geo.W.Holston. Fin~ce' C$~mtttee ~U~~O Q, · ' ti~e~ next announced that the city was ~ithout an engineer, and'called fo~ a motion to ~n a fee;basis.~ for a period of ~0 days. Councilman Holston announced he would vote for one, feeling ~hat Mr. Klassen would be appointed anyhow~ but did not believe the city should ~ ~haYe' an enEineer not knowing where to find him when wanted on inpSrtant city business, as has been the case for ma~y years here. Councilman Lloyd moved that Robert Klassen be appointed end, inset for a oariod of 90 days on a fee basis. ~he motion was seconded by Councilman ~inucciani ~ ' ~ ~ Councilman Boido, ~bJe~te~.~o~.the~i~appOin~men~o~ ~_ ~n engineer who cannot~ive his time to the o~fice and I~lly take care of it,saying no one knew wz~ere to find Klassen when anything came up in ~he city hall, he had so man2 places to work ~,this city received no service at ~all, that the of the Klassen engineering was several timez a full time engineer!s,run~ing4,5,and 6 hundred ~oliars ~ month, that the city received poor engineering service in circle court, and elsewhere, and tha~! he "used lumber smoothed on both sides for ordinary dith work,at great cost to the taxpayer. He added_~ ha~ Nr.Klassen signed his own claims with no c~Leckup,and often ~10( for transportation when !going~ other places as well as South San Francisco. On call to vote ~n the motion Councilmen Holston,Hatto, Lloyd and Minucciani ~oted Aye and Councilman Boido voted ~0. There being no further business before the board councilman Lloyd moved to adjourn until Thursday, April ~,194~, at ~ O'clock P.~. The motion wa~ seconded by councilman ~oido and regul~rly ~arrled.
