MONBAY, MAY 18th,1949.
The regular meeting of the. city council of the City of South Sa n Francisco was held in
the City Hall, Monday , May 18,19~2.
The meeting was called to order at 8 o'clock P.N. by ~ayor D.W.Eatto.
ROLL CALL.
Roll call found all members of the council present, as follows;-
Councilmen,V.Boido, George W.Holston, Reese Lloyd, D.W.Ratto, M.Minucciani.
The minutes of the previous meeting were read. There being no errors or omissions they
were approved as read.
A coummunication was received from the department of Public Works indicating the amou~
due the City of South San Francisco under the apportionment of the April 1942 quarterly paymez
Df the ¼ gas tax allocation to be $1569.59. Communication accepted and ordered placed on fi]
The Division of Highways of California submitted a copy of an order by the Director
Public Works establishing the types of warning signs,lights, devices,etc , to be placed upon
highways. R~ferred to the police department.
Howell Engineering Company advised the city that they have no interest in the operation
the Fountain in the Steel Bowl. Communication accepted and placed on file.
Mr. G.W.Williams, American Homes Company, requested permission to install five inches
asphaltic concrete material ~.nstead of regular base material according to specifications,, in
~pproximately 80' feet of Fairway Drive, Southwood No.l,south of the intersection with west
~venue, which had not been installed. Referred to engineer Klassen.
A communication was received from the Recreation Department requesting that the positioz
of Thomas L.Farnsworth be clarified, inasmuch as he is needed badly at this time by the recre~
division,and is engaged most of his time with the defense department... After considerable dis(
it was decided to have ~r. Farnsworth divide his time as evenly as he can with the two depar~
for a month or two during the summer.
A report was received from City Engineer Klassen On the request of R.G.Clifford to repa~
the drainage system at their plant. The engir~eer,~estimated that it would cost about ~1800 t¢
a good Job of the water drainage in thab'~'~ic~h~. It was decided that city attorney Coleberd
would visit the premises again ~ith the engineer and make a report to the city council at th~
next meeting of the board.
In the matter of the application of the Golden State Theatre Company to grade their lot
on the southeast corner of ~aden & Linden Avenues for parking purposes, the city to have the
of the grounds part of the time for general parking,engineer Klassen reporte~ the estimated c¢
~o be about $5565.00 for a good Jo0. Councilman Minucciani moved the proposition be rejected.

off'the s~orm waters that come through a culvert across E1 Camino Real,near the easterly line ¢
First Street, the estimated cost would be $880.00. This would divert water to Saden Creek. Ti
matter was referred to the engineer.

The claims of ~.rs. ~aura hawkins, Do~inica Garbarino,'~illiamWarren, G.Lavezzo and P.Da
for refunds of weed charges in the total sum of $9.5V were allowed and ordered paid.
A communication was received from L.C.Smith stating a charge of ~12 for work done for ti
dity of South San Francisco last July is still unpaid,and asked .... that a settlement be made.
~r. Smith was present and stated the charge was for work performed on 'Grand, Avenue. In conk
~ith a c~arge of SV0 for power shovel transportation, not allowed by engineer Marshal on the
ground that Mr. Smith did not include transportation of shovels in his bid of agreement, Mr.
stated it was the usual thing to do . In regard to a charge of $30.36, wages of laborers Mr.
stated he paid the wages and returned the city's checks, which had been ordered paid by the c~
engineer. The city clerk stated the checks were not returned. Mr. Smith will furnish the name~
T~e monthly reports of the City Treasurer and Recreation commission for the month ez
April 30,194~ were submitted and on motion by councilman Holston, seconded by councilman Lloyd.,
regularly carried, accepted.

RESOLUTION NO.8§~.
Councilman Holston introduced a resolution of the City Council of the City of South San
Francisco authorizing the execution of an agreement with Union Paving Company for the constx~cti
of sidewalk,curb and gutter on the northerly side of a~. portion of Hillside Boulevard. The
resolution was adopted by the votes of a~l the members of the city council;as follows;-

RESOLUTION
Councilman Boido introduced a resolution of the City Council of the City of South San Francisco
granting to the United States of America permissio$ to connect the sanitary sewer of the Tanforan
Perk Reception Center witi~ the sanitary sewer system of the City of South San Francisco in
Huntington Avenue East. The resolution was adopted by the votes of all the members of the city
council,as follows;-
Ayes, Councilmen, V.Boido, Geo.W.Hols~on,D.W.Ratto, Reese Lloyd, M.Mtnucciani.
Noes, Councilmen,None. Absent, Councilmen,None. Attest Daniel McSweeney

Under the head of unfinis~ed business the application of Leo Brown for a license to operate an
amuse~ent concession in the Steel Oowl was taken up and the council decided tb visit the premises
and see for themselves what action is necessary to take.
Fire Chief Welte requested authority to purchase 6 badges and 6 turnout pants. ~ranted .
Councilman Holston announced there were some residents of Paradise Valley present to inquire about:
the proposed sidewalk on the north side of a portion of Hillside Boule~d.Mr. Eeber explained that
great danger existed there from rapid moving machines, and no sidewalk or toe to walk on in case
of danger. Engineer Klassen explained that a resolution was made authorizing construction of the walE,
but the ground was too wet to build on for. the present, and advised a~little patience to give the
ground a chance to dry some,to get better results. Several witnesses declared some machines
race over the road at a great rate of speed, regardless of pedestrians. This was admitted by the
councilmen,who stated the walk was near its beginning now. ~esidents of the subdivision also
complained that the warning sfrens on blackout could not be heard in their tract. The matter will
be attended to by the Fire chief and fire wardens.
B.J.Rodondi asked for and was granted 1000 brick at lc each.
~iayor natto announced that Chas.Leahey Company would pay a license to be allowed to install
some slot machines. City attorney Coleberd stated it would be illegal to allow them to run. The
City Clerk was instructed to write Mr. Leahy and state the facts in the case.
Eayor Ratto announced that residents in the 6oo Olock wanted more lights. Eeferred to coun-
cilman Minucciani.
Councilman ~iinucciani reported that the librarian stated she had asked for the appointment
of an:~ auxiliary fireplan for the library building. Fire chief Welte stated they are called fire-
watchers, that she had not asked for any and they are hard to procure. He was advised tLat the city
janitor be pressed into that service, being in close proximity ~to the liOr~ry building. Council-
Ean Einucciani volm~teered to secure one,since no request was made at the city hall for the same.
Council~an Minucciani reported that effluent from hog ranches at the upper reaches is co~i~
down into South San Francisco, the stench being terrific from dead rats,etc. The City Clerk was
instructed to bring the facts to the notice of health officer Dr.Chas. ~ans.
Councilman ~inucciani resigned as a men~ber of the "ecreation Commission and Nayor Ratto
appoi,ted Nfs. Ethel Munroe in his place for the unexpired term ending Decembe~ 31,194~.
CouncilHan ~inucciani moved that the pay of laborers be increased form ~5.50 per diem to $6.00
co~mencing June 1,194~. ~he motion was seconded b~ councilman Lloyd and regularly carried.
Councilman Lolston submitted the names of R.J.Dolwig,E.N.Fourcans and George Williams fo~
members of ~the Board of ~eview on the Personnel Board under the civil service law~ and moved their
appointment. The motion was seconded by Councilman Doido. On call for action on the motion councilmen
~atto, Lloyd and Minucciani voted No, and councilman Eolston and Boido voted aye. Den La ~ar
mandamased the city to create a personnel Board under Ordinance No.~16, creating a Personnel
System. ~ayor ~atto announced that counsel should be employed in the matter and stated Kirkbrlde
& ~ilson were interviewed but no price was set, as fee. Councilman Lloyd moved thet the firm of
Kirkbride & Wilson be retained. The motion was seconded by councilman ~linucciani and carried.
Thomas ~.Farnsworth of the defense council annou~ced that 1~5 more helmets were needed.
Councilman Eolston moved the ~esired number he ordered. The motion was seconded by councilman Boido
and regularly carried.

Engineer Klassen reported that a side eewer was.needed at the Heber property in ~aradise ~alley
and~he.~w~s guaranteed one by~thef~eity when agreeing to the construction of a sidewalk. Councilman
Holston moved that the necessary sewer be constructed. The motion was seconded by Councilman
Minucciani and regularly carried.
Claime in the amount of $3,668.45 were next presented to the council for payment;-
