The regular meeting of the city council of the City of South San Francisco was held in the City Hall, ~onday, July ~0th,194~. %~he meetin~ was called to order at 8 o'clock P.~. by 5~ayor D.W.Ratto. ROLL CALL. Roll call found the following members of the council present;- Councilmen,V.BOido,George W.Holston,~,~inucciani,D.W.Ratto. Absent,Councilman Reese Lloyd. The minutes of t~e three previous meetingswere read. ~here being no errors or omissions they were approved as read. Application was made by the Trustees of the A.E.Kauffmann Estate to remove a two~.story barn, S0xg0 in aimensions with lean-to,~s non-producing and fire hazaz~c, retaining the lean-to by ~changing from shingle roof to tar and gravel roof,corrigated ends installed where now Weed is in use,and in part of wall now made of wood. Councilman holston moved the permit be granted. The motion was seconded b~ councilman ~'~inocciani and regularl~ carried. Two circular letters pertaining to construction ~ermits, preference rating etc, were received from the Division of Highways,Jo~n H.Skeggs,district Engineer. Referred to City Engineer Klassen. A communication was received from Perc~~ J.Shaw,general ~'~anager of the £0.S.F.Land & Imp.Co in reference to a claim of Cresta Oros.~ of ~$8~.Z6 for repairing a tractor belonging to the l~nd compan~ and being used b~ the City of South San Francisco, stating the matter should be settled ~e~ ~aboa~a. ihe council decided that as Cresta Bros. had done the work the city should pa~ the ~Ctaim, and so ordered. A communication was received from the Recreation CoN,mission stating that ~etty 0ttenfield had quit work as playground directer for the city, and recommended that Miss Evelyn Hunter be appoin- ted to the place at a salarl of ~80 per month,commencing July 17, 1~4o. Councilman ~linuccian~ i ~! moved the recommendation be accepted and the appointment of ~iss Evelyn be approved. The motion was seconded by Councilman E. olston and regularly carried. Engineer Klassen submitted a description of a portion of the Martin School Playground ,?.outh · property of the Cit~ of San Francisco to be dee~e~ ~o t?~ South San Francisco Land and Imorovement~.~ein~ parcel B~oF ma~aD4att~c~?d~.~Containing ~0~oacres of the city's 4.694 acre i~'La~tin'n Parr , P~rcel q0, Zone "C" ~, and a description of a portion of the 4.694 acre park to be retained b~ the city, being Parcel A,and containing0.61V acres . A communication was received from the Bank of America asking if stop-payment on checks ~3008,~0~46,~8~31 and ~6690 was to continue or cancelled. The city desired to continue the stop-payment notice. Engineer Klassen submitted a copy of a letter written by him to the Housing authority of South San ~Tancisco with reference to a change order from"crusher-run rock base" at the ~ousing Authority's 'unit at ~aden. Accepted. 'ihe Engineer also submitted a cop~ of a letter he had written to John H.Skeggs,Dietrict Engineer, Division of Highways, asking assistance in the cost of removing the sand deposit in the lined channel within the city limits of the City of South San Francisco,considering the State being partly responsible for the sand's entry into the city's land and ditches. He stated he reaeived a reply from Skeeggs w?o stated he could do nothing about rendering any~. assistance to the city. Copies placed on file. The engineer was insgructed to confer with Oarrett ion the sub, hartford Fire Insurance Co. submitted a report of a recent survey made by their enginee~ on safet~ measures. Referred to tl~e city engineer. 2'ed Pretzer addressed a comEunication to the city council calling their attention to the fact t?at he was overlooked when the men in his department were given a raise in salary r~cently. Councilman I'~,iinucciani stated he Understood Ted ~as going into the navy service. And that he was not working at time. ?e moved that Ted be ~mv.~n ~ raise to the same amount as otb.er men in his department, retroactive to July 1st, namely,..i~160 per month. Carried. A1 J.Welte submitted the name of Andrew Rodoni for appointment to the call forces of the Fire Department. Councilman ~'~inucciani moved the appointment be confirmen. The motion was seconded by councilman holston and regularl~ carried. Chief of Police Belloni submitted the names of George J.~aly,Billy E.Topping andClarence John Leonard for appointment as spacial police at the ~estern Pipe ~.. hteel Company. Council- man Eolston moved the appointments be confirmed, at no expense to the city. The motion was seconded by councilman Minucciani and regularl~ carried. l~he monthly report of city treasurer Ed.P.~auffman for the month ending June 30 ,194~ was received and accepted. ORDINANCE NO ~4. An ordinance entitled "AN ORDINANCE A~ENDING ORDINANCE N0.~10 ENTITLED "AN ORDINANCE REGULATi~.ii~ ~i~A?~'IC [~PON iHE PU~LtC STREETS OF ~HE CITY OF SOUTli SAN FRANCISCO" adopted November 18,194o, had its second reading and was adopted as an ordinance of tLe 6ity of South San Francisco by the following vote.- A~es, Councilmen, V.Boido,George W.Holston,~.~linucciani,D.W.Ratto, Noes, Counbilmen,None. ~ Absent,Councilman,Reese Lloyd. City engineer Klsssen submitted a map of the sidewalk constructzon on Hillside oouleverd approving a change connecting the walk with the top of the gutter,--curb~ There were no objections by the city~ it being considered a better arrangement for pedestrians. Nie~hbor Frank Otto Diestchies appeared before the council and protested the delay in the construction of the sidewalk, stating it has been a year or more since petitions were corcuSate& for the construction of the w~rk. he was assured by Engineer Klassen that t~e work is actually abou~ to begin and will not be long getting finished. Nr.Diestches~ stated he~had hear~ that all the money for the ~onstruction ~ad been posted and wondered why the work did not start. The engineer stated no money had yet been placed. Councilman k~inucciani reported that the city dump trucks are getting useless and need replacing ,and suggested this be done before they break down.he was authorized to secure Che replacements,and city attorney Coleberd instructed to prepare a resolution calling for bids. The request of the Pacific Jas a Electric Co to extend their ~" gas main in Orange Ay east of Fairway Drive,Southwood,was ordere~ i/~ranted by councilman ~inucciani. Engineer Gra reported the City of San Francisco was willing to cede a strip'~of land to So. San Francisco t widen the extension of West Grand Ave to the street car tracks. ~'he city attorney was reques draw up the necessary papers~ The city clerk was instructed to write h~r.
