The regular meeting of tie city council of the City of South San Francisco was. held in the
City Hall,~onday evening, June 6th,1943.
The meeting was called to order at 8 o'clock ?.Iv~. by l~ayor D.W.Ratto.
ROLL CALL.
Roll call founa all councilmen present, as follows;-
Councilmen,V.Boido,George W.Holston,Reese Lloyd, ~.~inucciani D.W.Ratto.
The minutes of the previous meeting were read. ~'here being no errors or omissions, they we~,e
approved as read.
A communication was received from Frank W.Rose,Assistant Regional Counsel, National Housing
Agency,Fegeral Public ~ousing Authority, San Francisco,California, askin~ for conformation of the
city's consent to permit the Authority to connect with the city sewer at their Housing Project
CAL-4134 near Tanforan in this city ll.mit.
~¥ir. Rose stated that under the Lanham Act compensation would be rendered the city in lieu of
taxes, for their holdings. 'ihe city clerk was instructed to reply stating the city is willing to
cooperate with t~e Authority in every way, and agreement will be reached on the in lieu compensation
whenever they send a repreeentative to the city.
Notice was received from the State ,~oard of E~ualizatio~ of the application of Laura Sandoval,
Grand hotel,this city,for beer & wine and spirituous liquor licenses. Chief of Police Belloni was
asked eegarding the character of the place as run by the tenant."e stated it was not very good,
not clean and the health authorities prohibited the cooking of food in the place until renovated.
Councilman Lloyd moved the city clerk be instructed to write the State ooard of Equalization pro-
testing against the issuance of the licenses to ~iss Sandoval.The motion was seconded by council-
man ~inu~ciani and regularly carried.
A communication was received from Albert Questoni stating his name was on the list of appli-
cants for the position of policeman in the city service,that a later applicant was given a job,
and wanted to know why he was not appointed. The city clerk was instructed to notify him that
civil service examainations would be held in the city for policemen and all other city employees
of a permanent nature as soon as rules and regulations for t?le quidance of the personnel board are
adopted,after which notice of the examinations will be oublished in t?~e local papers.
The ~ousing ~authority of t~e City of South San l~rancisco requested that ~ copy of the City
Ordinance and amendments concerning the raising of rabbitts and poultry be furnished them. ~he_~e
being none the matter was referred to the health Officer,~r. ~elvin Schlaam.
The State ]Division of Highways submitted in triplicate Project Statement budgeting Ih~nds for the
maintenance of State Highway. Routes ~ and 68 within the City of South San Francisco for the 19~$-
1945 biennium aad asked to ~ave the same ~*~ an~ si~ne~ by t~e ~rooer officials. Councilman LLoyd
moved that the City Clerk ~ate and sign the original and duplicate and return to the Division
of Highways for preparation of a memorandum of agreement.The motion was seconded ~ councilman
~inucciani and regularly carried.
Art Provanche was granted a business license to operate a gasoline statioo at ~01 Bayshore
Highway,on motion b~ ao~o~lman Holston, s~conded by councilman ~inucciani and regularly carried.
J.J.Bonalanza sent City Treasurer Ed.P.Kauffmann two (~) ~000 Certificates of
indebtedness,Nos. ~60~ and ~0~0, War ~on~s,which were purchased by the City of South San Francisco,
and asked acknowledgment of the same.City Treasurer Eauffmann wrote the he had received the bonds
and deposited them in the city's ~ank Box in the Ban]~ of South San F~ancisco. Communications
accepted and ordered fil~d.
A communication was received by ~ayor Ratto from the ~ission Trails Association,Ltd.,
requesting financial assistance in the amount of ~$ to help in the expense of maintaining the
Association. ~.s is the custom City ~ttorney Ooleberd ruled the donation illegal. CommUnication
ordered filed.
Chief of Police Delloni submitted the following names of persons employed at the Western
Pipe & Steel Company as svecia! oolicemen, for cancellation;-

and steel Company;- Floyd R Irwin,Ray Cicel Wildman, John J.~cDonald, and William August Bagdon.
Councilm~n Holston moved the appointments be confirmed. The ~otion was seconded~b~ councilman ~.~in~c-
ci~ni and regularly carried.

claiming the weeds were cut before t?~e city wee~ cutters got around to her lot. Foreman of streets
~s~her stated his gang cut the weeds. ~'he claim w~s allowed and the ~lerk instructed to write
f the c~eck for the amount.
kfWorks engineer Klassen submitted a final state~.ent on the city's contract with L.C.Smith
or excavatin~ the channel of Colma Creek, certifyina that the work has been completed according to
~,lans and soecif~c~tmons and to his satis~action. ±Lc engineer showed a balance due L.C.Sm£th
~'or t~e work of ~ii448~, payable 35 days after this date. Stater~ent accepted.
In another statement engineer Klassen adcocated the beginning of preparations for post war
employment for needy wot kmen, on projects postponed on acco~nt o~. the pressure of the emer~ency,
and that there is some assurance the federal ?'o~ernment will assist financially on work projects
of material benefit to cities,counties,state and the federal government. Ail agreed the suggestion
worthy of earnest consideration, and it appears t?ere Will be some results.

connection with th~ improvement of Butler ~.venue infor~.~in2: him that in his opinion the only agency
that can make the request for the improvement of an access road under_the Lanham Act , is a
Federal agency.and consequently the City of South San t"rancisco cannot make the eequest,etc.

With reference t an act of the State Legislat~re of the State of California,passed at the
last session at Sacramento, relating to the determination of the wartime population of cities or
cities and counties for the purposes of allocation of moneys from the State ~ighway Fund and from
the Notor Vehicle License ~ee Fund for expenditures therein,2orks Engineer Klassen submitted a copy
of a letter written by hi~ to ~R.J.C.Capt,Director,~ureau of Census,Washington,D.C,,in which he
asked for the details of securing t~ese additional funds for the cities of South San ~"rancisco,
Daly City, San Carlos, and Belmont. Communication accepted and filed.
Health Inspector ~elvin Schlaam submitted a report on the sanitary condition of the Grand ~otal
at the request of Chief of Police ~elloni. He reported unsanitary conditions in all ~epart~ents

of the hotel and advised that ~e had ordered the place be cleaned throughout. Report acceoted.
~he monthly reports of the Poundmaster,Duilding Inspector,Chief of Police,City Judge, Fire Chief
City Treasurer and City Clerk for the month ending ~ay 31,1~43 were submitted.Councilman Holston
moved the reports be accepted as read. Tt~.e motion was seconded by councilman Lloyd and regularly
carried.
A communication was received from the Water Department of the City of San Francisco,
stating that under date of October ~4,1940 a resolution of the city council of South San Franci~
was transmitted to them requesting that the City of San Francisco~ convey ~n easement to the
City of South San Francisco to construct and maintain a public highway over a parcel of land at
the northwest corner of the intersection of Orange Avenue and E1 Ca~ino Real~ that a draft of
a deed was sent to the city for the right of way and the city asked to 0.E.it, but that
acknowledgment of the receipt of the deed was not returned to them. ~he Water Departs,hr
enclosed anot?er deed for the city's adoption. Councilman ~inucciani moved that Cit~ accept the
deed. ~±he motion was seconded b~ councilman Eolston and regularly carried.
A communication was received from the ~ethleham Bteel Corporation concerning a tract of
.$5~ acres in a deed dated ~ay 1~,1~43 from the Union Iron ~orks Dry Dock Company to the City
of South San ~Tancisco, stating the property is subject to the lien of the Consolidated ~ortgag~
~0th Supplemental Indenture of ~ethleham Steel Corporation,dated June ~,1935, and would
undertake,promptly,to obtain a release of the .55~ acres described in the deed.

Tanforan Company,et.al. No.O~0~-S.'' The notice stated that the City of South San Francisco was
named as a party to.the action in order that it might set up its claim for any taxes due on the
property,and aske~ for the e~ecution of an enclosed disclaimer so that judgment may be entered
in the action. Council~an~inuCciani~ntroduced a resolution of the ~ity council of the City of
San Francisco disclaiming any title or interest in the lands subject to the action,or for ann
