The regular meeting of the city council of the City of So~th San Francisco was held in the City Hall,Eonday evening, August 0,1943.' The meeting was called to o~der at 8 o'clock P.M. by Mayor D.W.Ratto. ROLL CALL. Roll call found all members of the council present,as follows;- Co~ncilmen,V.Boido,George W.Holston,Reese Lloyd,M.~inucciani,D.W.Ratto. The minutes of the two previous meetings were read. ~here being no errors or omissions they were approved as read. Pacific ~as & Electric Co. asked permission to open a trench ~00 feet long in the norther] sidewalk area of "B" Street to install gas main. neferred to the street co~mittee~ The Department of Public Works of the State of California notified the city that the ~utle Avenue construction and maintenance contract had been completed and, according to the agreeme~ between them and the city , the City of South San ~rancisco is'to maintain the project in a manner satisfactory to the authorized ~thorities of the United States.Accepted and filed. In a communication from the Pacific Gas ~ Electric Company in answer to the city's lette~ of April ~0,194Z requesting them to install two light units on the W/S of Division Street bet~ Pine Armour Avenue, the company stated the Units had been installed June 30,194~.Communicat~ accepted and filed. Engineer Klassen enclosed two bill from L.C.Smith for work done by power shovel on Colma Creek fn Dece~ bet 194~ and February 1945, which bills were returned to ~r. Smith for correc- tion. ~r;K~aesen wrote that the bills were arrarently lost in the c~panys office for a time, and recently returned to him. As they were O.K'd by the engineer,as corrected, Councilman Holston moved they' be paid. Councilman ~inucciani moved the check be accepted.~he motion was seconded by councilman Lloyd and regularly carried. Notice was received from ~he State Board of Equalization of the application of ~ack Fing~ and Alphonso Ferrari for an on sale Beer ~ '~ine license and an on sale Distilled S~irits Licez and asked if the city had any objections to the issuance of the same. There were none. County Ta~ Collector ~cArthur submitted a list of lot numbers for sale at auction~,~oget~ wi~h b~dsoOffered;- Lot #30,~lock, 6,~00, lots 4Q/44/46/48,Block 6, ~!05 each. An ordinance en{~bled'"AN ORDINANCE REGULATINC ~E CONDUC5 OF EINORS ON STREETS AND IN PUBLIC PLACES AND FIXING TEE RESPONSIBILITY OF PARENTS AND GUARDINAS 5HI~REOP" had its second reading and was passed and adopted as an ordinanc~ of the City of South San FPancisco by the following 'vote;- Ayes, Councilmen,V.Boido,Ge6rge W. Holston,Reese Lloyd,E.5~tnucciani,D.W.Ratto. Noes, Councilmen,None. Absent, Councilmen,None. Attest Daniel ~cSweeney, City Clerk Recorded in Book of Ordinances, Vol ~, at page 3~. A proposed ordinance licensing the carrying on of certain trades and businesses and commercial manufacturing enterprises was continued for further study. Under the head of unfinished business the matter of the acceptance of the streets of Ind~ 'trial ~Village taken up, and laid over for further study. City Attorney Coleoerd stated that in the matter of ~he blasting bond of Piombo Bros~ he had one on hand from and was studying it. Engineer Klassen submitted an estimat of the amount to construct a sidewalk on the west side of South Linden Avenue to Dollar Avenue as ~988. Councilman Minucciani moved the enginee~ be instructed to proceed with the work.~he motion was seconded by councilman Holston and regu. carried. City Clerk McSweeney, in the agenda,asked for ~$ a month car maintenance,stating he ha~ used his car for ~3 years and three months in the city service on assessment work and other c~ business and received no remuneration for the same.Councilmen Lloyd Ratto amd ~inucciani thout the salaries were adjusted to the proper levels at the previo~s meeting,and did not thinl~ any salaries should be further raised. Co~mcilmen Doido and Holston advised that it was not a case of raise in salary, but car maintehance. Councilman Boido stated the clerk was paid the lowest of eight city employees and believed he was entitled to the ~aintenance allowance. Councitlman Holston stated that as the clerkship paid only ~60 a month the allowance should b, granted. Councilman Lloyd stated the clerkship salary could be changed only by the vote of the people. Councilman ~inucciani aalled for a vote on the request and he and Councilmen Lloy( and natto voted No~ and Councilmen Holston and Boido voted Aye. Fire Chief ~elte,having appointed C.~egnal temporary fireman,Councilman Holston moved ti appointment be confirmed on the temporayy basis,at the regular fireman's Salary T~e motion wa~ seconded'by councilman Lloyd and regularly carried. Councilman Holston was of the same opinion and stated he would not like to sell a piece of city equipmant,and asked engineer Klassen what cost of a new one would be. ~he engineer stated a small one would pro- bably be worth ,~'~500 Councilman l.~nucciani stated the machine was old and rusty,hard to handle and would be getting worse. Councilman Lloyd and Mayor Ratto were of tl~e same opinion and believed the machine had seen its best days. On roll call on motion bY Councilman ~mnuccmanm, seconded by councilman Lloyd to sell the equipment for ~$00 to ~tssion Quarry Co. councilmen tiolston and Bo:do voted NO,and Councilmen, Lloyd,lV~inucciani and katto voted Aye. Co~mcilman ~vYinuccian reported that it took t~e city men a day to remo ye all the rubbish that ~ lady had piled up for the city trucks to remove, and beIieved the situation should be look- ed into as the city is short of men. Councilmen stated the city should have ~ pickups a month of brush leaves,cuttingS and other liFht garden materials,as is done in ~urlingame and other well regul- rated cities. Some members stated garbage and heavy materials are being dumped in places for the city crew to haul away,and it was not right for the city to have to haul away such trash. The Enterprise Press was asked to give notice that no refuse or garbage substance will be hauled off oy~ the city and all persons so dumping the so,t of refuse will be prosecuted according to the law, ~nd finmd ~100 if convicted. Councilman Holston sta~ed he was still for the collection of dry and clean material twice a month.
