The regular meeting of the City Council of the City of South San Francisco was held in the City Hall ~onday evening, October 4,1943. The meeting was called to order at 8 o'clock P.~. by l~ayor D.¥'~.Ratto. all ROll CAll. Roll call found'~r:embers of the council present,as follows;- Councilmen.V.Boido, George W.holston,Reese Lloyd,~,~'~inucciani,D.W.Ratto. %he minutes of the previous meeting were read. 'Xhere bein.f3 no errors or omissions they were approve~J as read. A petition was receiVed from o,V residents of the ~own of ~aden objectin~ to the issuance of a dog kennel license to ~ir. &; ~rs. Albert Lane,lO~8 "A" Street, ~aden, stating the place is in a resid, ntial district and the maintaining of a dog kennel there would become an annoyance.~rs Lane contended her dogs would be ho~sed in comfortable and clean concrete dog houses an~ concrete yards and in every wa~ kept clean and noiseless and harr,~!ess. ~ef of Police Delian_i, who had been requested to investigate the premises said there were about eight dogs there ,and they were not kept fn the 'best of order. Inspector Schlaam stated he found the same condition there the first t~.~e he callem but on a later insoection fo~nd the kennels in a clean and orderly condition. ]~'~r. ~othsch~lo of 1o0 "A" Streetwas oresent and objected strenously to granting the permit,s~at'!n~. tLe noise of t?~e d_ogs keep night workers from sleep in daytime. Iv~'rs. Lane stated that if s~e could not ~et a permit s} e wo~ld have to sell her property an~ move to other p~rts. Councilman I'~ilinucciani stated it was f~ the best interests of the locality to keep kennels out,and moved, the appl_~catlon be denied,allowing 60 days or more for the removal of the kennels. The motion was seconded by councilman Iloyd snd regularly carried. ~.~otice was received from the League of California Cities of the meeting of the 45th annual convention at Sacramento,~alifornia on October 19-~1, and ~'ave_ a list of imoortance, business to be transacted and the names of numerous famous speakers who will be in attendance. ~,~ayor Ratto selecteO as delegates to attend the convention, Councilmen Yolston,Llo.yd, City Attorney Coleberd and Ctty~% ~/tcSweeney. Councilman Lloyd moved the appointments be confirmed.'±he motion was seconded by councilman ~finucciani and re~::iularly carried. En~_ineer Klassen ~._ ;m~tted a copy of a letter written Oy Lira to J C.Capt,Director,Lureau o£ Census,?~asLington,]).C. asking' if' tt~e t~kin? of t?~e census in ~outh ~an ?rancisco could be postponed till November 15,at which time the War ~!ousin~ l~roject here woul~f! be completed,and would mean approximately ,!~1000 in State subventions to the city. Accepted. 5he monthly revorts of the Sanitary !nsoector,Fire Chief, City Judge,Chief of ~olice,Pound- master,Librarian, B~.ilding Inspector,and City Clerk, for the month ending September 30,194~ were submitted and accepted. '~be annual re~ac~rt of the ~ecreation Commissioa was also accepted. Chief of Police ~elloni m~bmitted th~following names for avpointment as special police~en at the western ~ioe ~ Steel Co., wfthout remuneration from t}e city;- Charles H.~atfield,John J.Lir~tsay, Claude J.hedrich, James R.Nolan Edna ,Ines Boyle & ~ Adam Fred Zimbelman. A Communication was received from ~"irs.r~elen Siebecker,Chairman of the ~'ecreation Commission, t~:anking the city council for their confidence and trust in the commission,for their splendid cO-Operation,and booed it ~ continue. Referring to a new arooosed tr~ns~ortation system,Lo~an Franklin requested that if one is submitted to the city co~ncil some legal requirements shot~ld be made w~ereby the cow~pany receiving the license to ooerate be compelled to hol~~ to a state~ schedule. ~..~yor aatto stated when anything' of a su~stantial and reasonable eystem or schedule is submitted the city will take interest in enforcing the agreement to operate,if one is entere~into., sewer Engineer Klassen reported it was necessary to open ~p slousjhs to clear t?~e out~al!'cbannels east of Railroad Avenue and Sout~ of E~st ~rand A venue,and tlat it would take abo~t six days for the work of a drag line at a cost of ~60 per day.
