The regular meeting of the city council of the City of South San Francisco was held in the City Hall Monday evening, January 17 ,1944. The meeting was called to order at 8 o'clock P.M. by Mayor D.W.Ratto. ROLL CALL. Roll call found all the members of the council present,as follows;- Councilmen,~.Boido,George W.Holston, Reese Lloyd,~.Minucciani,D.W.Ratto. The m~nutes of the two previous meetings were read. There being no errors or omissions they were approved as read. Engineer Klassen submitted a statement showing the sum cf 4546 due L.C.Smith for the re- paving of ~C~ Street in Baden and $1244.80 for the construction of the Roadway to thebeach . Councilman Lloyd moved the claims be paid. The motion was seconded by councilman ~inucciani and regularly carried. Crawford Typewriter Company submitted a~bid to give a good cleaning and thorough check-up to the two Royal Typewriters in the Tax Collector and Clerk's offices for the sum of $20 each. Mayor *'atto advised writing th~ company and ask if that amount included OVERHA'OLiNG. Pen.~nsula Division , League of California Cities announced a meeting of the branch at the Pals Alto Community House,Thursday,~anuary 90,1943 and asked how many citN officials of South San ~¥ancisco would attend. On count 5 members of the city administration signified their willingness to attend. ~r. Lester Immerman- , Manager of the State Theatre , South San F~ancisco,applied for a permit to operate an amusement and Novelty ~:~Arcade in South San Francisco, to be non-gambling non-pay off and to be run in a refined and buslness-like manner. As the loctation was not mentxoned the clerk was instructed to write Mr. Immerman and request that the location be given before a permit could be granted. Schriver & Eelcher applied for a scrap iron dealer's license on the Southeast corner of Orange Avenue and E1 Camino Seal. Chief of Police Belloni reported that t"e place is now kept in bad order, fume. s from the bur~ing is obnoxious to the neighbors,and they are operating only on a junk collector's license~ and should be refuse~ a dealers license until the place is cleaned up. Councilman Lloyd moved the application be denied. The motion was seconed by councilman ~inucciani and regularly carried. An application Fo~ a pool room license was received from J.C~Casper, for the location. 104 Grand Avenue,succeeding Roy ~eyer. License granted. An invitation was extended to the City Council from the San Francisco Chamber of Commerce to send a representative to a luncheon meeting on Tuesday,January P5th,1944, at }~ospitality House Ralston Avenue,Belmont, to discuss post-war planning. No action taken. Guy F.Atkinson Company, contractors , building headquarters at Railroad a. Orange Avenue, submitted a state ment confirming their agreement to take full responsibility for keeping the Colma Creek Channel clear after t ey remove their temporary bridge over that stream. Accepted and filed. Joesph E.Riccomi having resigned his position as Commissioner of the Housing Authority in this city ~iarch 31,1944, Mayor Ratto appointed E.Cortesi to succeed him, for the term expiring March 31,1945. Councilman Lloyd moved the appointment be confirmed b~ the board. The motion was seconded by councilman?iolston and regularly carried. '±he appbintment oertificate of Mr. E.Cortesi, oath of office and clerk's certificate that ~lr. Cortesi i~ not an offi¢er or employee of the City of South San Francisco were submiSted for the city's records. Engineer Klassen re~eived the final report of District Engineer Skeggs on the improvement of Industrial Way, showing that ~4375,00 of ¼ cent street funds were budJeted jointly with othe~ city funds in the amount of $108.V9 for the project. Engineer Klassen submitted a copy of the purchase order of the City of South San Franciszo rendered Cyclone Fence Division labor only eepairing baseball backstop in Orange Avenue Park under preference rating AA;5~O 5A. accepted . Engineer Klassen submitted a copy of a statement rendered Mr.J.J.Jordan,Superintendent of the Southern Pacific Company, stating he was returning the emergency contract in the sum of $940 in connection with the deepening of the drainage ditch in Industrial Way,on accoun~ of a misunderstanding. Accepted. Chief of Police Belloni s~bmltted the names of Harry William Heneise and Edward J'ohn Brown for appointment as deputy policemen ,~a2 Bethleham Steel Corp.,and Henry George Ritto,Isaac L. Flo and harry C.Switzer,Western Pipe & Steel Co. Councilman Holston moved the appointments be confirmed,without remuneration from the city. The motion was seconded by councilman Lloyd and regularly carried. San Mateo-Burlingame Transit requested the city to pass a resolution endorsing an amended '~ ~. a~:~::: ..... & .... application to the California ~ailroad Commission for a certificate of Public conveyance and necessity to operate a ~otor bus service between the cities of South San Francisco and San Bruno. Laid over for consideration. ~ Re?orts of the City Treasurer and Librarian for the month of December 194Z were ~eceived and ~ accepted.inspector Schlaam repoDted having inspected the Central Hotel on request of Inspector ~elte and found many defects therein. Accepted. A claim was filed against the City of South San Francisco,the Count~ ®~$~=~®-Board of Supervisors and individual members of the city council of the City of South San Francisco and Works Engineer Klassen in the sum of $~0,000 by Roy Jones , guaz~dian of Lois Margaret Joneses monor~ for injuries alleged to have been sustained on South Linden Avenue by being struck by au automobile. On advice of city attorney Coleberd that the city should deny or reject the claim councilman Holston moved that the claim be rejected.~he motion was seconded by councilman Iloyd and regularly carried. ORDINANCE ~0. 2~1. Councilman ~inucciani moved that proposed ordinance ?$1 be given a title reading, having been read in full at the last meeting.The motion was seconded by councilman Lloyd and regularly carried. ~he title of t~e ordinance was then read. On roll call on t~e ordinance Councilmen Boido and Holston Voted No,and councilmen Lloyd, D~inucciani and Ratto Voted Yes. I hereby certify that the foregoing ordinance ~as regularly adopted as an ordinance of the City of~outh San Francisco by the following Vote;- Ayes,Councilmen,Reese Lloyd, M.Ninucciani, D.W.Ratto, Noes, ~ouncilmen, V.Boido,George~ W.Hols. ton. The motion was seconded by councilman Lloyd and regularly xarried. Under the head of unfinished business city attorney ~oleberd reported he received no az from the State authorities on their request to cancel the taxes on land they purchased on Highway. On the request of Poetsch & Petterson to take ca~e of the sewer situation in their vici~ Engineer Elassen reported he had contacted tLe owners, and explained to them that sediment c( from their waste affetcs ~$~flow of the sewer· "e will get in touch with their engineer on ti subject. Referring to the request of Poetsch & Peterson for additional lighting on the roads to t plant councilman Minucciani reported there is a prospect of securing lighting relief now. In the matter of the Paradise Valley Hog situation Insnector Schlaam reported that the Mr. Pietronave , will move to a new location when he receives a license from Redwood City. Chief of Police Belloni reported the Western Pipe & Steel Company as constructing a new Parking Lot for their emrloyees. Under the head of new business councilman Lloyd move~ that $10,000 ~e transferred from ti general fund to the street fund. Dine Pallestrine was appointed part-time supervisor of parks and playgrounds at $~0 per commencing February 1,19~4. The city clerk was instructed to secure the names of the menbers of the planning commiss~ and the dates of their term of office. Engineer Klassen recommended that the city go on record as not in favor of a proposition submitted by a Pale Alto firm of engineers to make a survey of a sewer district in northern Mateo County, without cost. Councilmen Boido & Holston were against going on record to this effect. Councilman Lloyd stated all encouragement should be given the construction of a sewe~ ~istrict in the north end of the county,as the conditions are getting worse..C0uncilman Boid¢ counseled waiting for the county to act,they being as much interested as incorporated territ~ also the action of-~aly City,San Bruno and Burlingame,that 8outh San Francisco has been hard~ than all of them, with Colma Creek an annual ~lS000.00 city~.~e~$7. Residents of Southwood appeared before the council on behalf of their community and requeste¢~ that sum effort be mad to secure better transportation to and from t?e ~two communities,that they wanted to trade in South San Francisco, it was their nes~rest town, they liked the stores here and would come oftener if they could get here. It was explained to them that a transporta- tion co~itte of the local Chamber of Co~erce is now working on ~ schedule that would take in all sections o~ t~e cit~ and hoped to have it in operation soen. There being no further business before the board councilman ~olston moved to adjourn until the next regular meeting,~onday,February ~ ~19~ at 8 o'clock P.~o The motion was second ded by councilman Lloyd and regularly carried.
