The regular meeting of the city council of the Citp of South San Francisco was held in the City Hall,Monday,February ~,th,1944. fhe meeting was called to order at 8 o'clock P.i;.~i. by ~'iayor D.W.Ratto. ROLL CALL. Roll call found all me~oers of the council present;as follows;- Councilmen, V.Boido,George W.Holston,Reese Lloyd,M.Minucciani,D.W.Ratto. The minutes of the previous meeting were read. ~here being no errors or omissions they were approved as read. Notice was received from Ralph ~:cArthur that a bid of $~0 was received for Lot 30, Block 6,Town of Baden, and asked if the city approved of the bid. Laid over. A communication was received from Gordan Garland,Director of Motor ~ehicles, in reply t( the city's fourth request to place an officer a day or two a month or a week in the police department to give the community regular driver's license service, stating his regret at bein~ unable to furnish the service on account of lack of funds, h, ayor ~atto suggest trying again in a mdch stronger tone, calling attention to the ~asoline shortage,etc. So ordered. Curtis Johnson applied for a license to run a shoe shi~e store at ~08 Grand Avenue'. License gra~ted. Notice was received from the State Board of Equalizationof the transfer of beer & wine and distilled spirits licenses from Carlo Ferrario and V.Pariani to Calo Ferrario and Virgini~ Pariani,and asked if the city had any objections. There were no objections. San ~ateo County Chapter,The American ~ed Cross wrote for permission to display ~ed Cro~ Flags throughout the center of t) e Business District during the month. Permission granted, ~r.~ester Immerman of the Golden State Theatre ~ Realty Company applied for a license t( operate an amusement and Novelty Center at ~20 Grand Avenue. Councilman Holston moved the license be grantor, d/ The motion was seconded by councilman ~iinucciani and regularly carried. A communication was received from ~reene Brothers, Contractors, San Bruno,California, requesting that our engineer set the grade and lines for sidewalks in front o~ots 31,3o,33~ 35,36,~4,~5,15 and 16,in Block l, facing._ on Tanforan Avenue. Engineer Klassen tY~e company sh~ specify what character of sidewalk they had agreed upon with the F.H.A. in order to have uniformity of sidewalk through the block, if possible. Le was instructed to consult with the company and F.H.A. authorities on the matter. Galvin ~anufacturing Corporation notified the city that two checks in the sum of $638.5~ $14.48 respectively , paid to them b~ this city for ~ateria] bo~',ht from them ].sst October, been lost in transit by messenger after being received frSm thi~.city, and~as~e~ t~a~_~duplical checks be issued. The city clerk was instructed to issue new checks, after notifying the ban~ stop payment on the originals. H.~.Hall applied for a license to operate a woodwork and repair shop at 615 Linden Avenue. Councilman ~olston moved the license Oe granted. The moti~n was seconded by councilman Lloyd and regularly carried/ i~he Crawford Typewriting Company replied to the city's letter on their p~oposition to thoroughly clean and repair the typewriters of the Tax Collector ~ City Clerk, stating their proposition included complete overhauling. Accepted and filed~ being satisfactory to the city council. ~'idewater Associated 0il compan~ submitted a statement on the shortage of gasoline . Acce~ Shell oil company wrote suggesting that the distribution of the city's gas purchases be on the same scale as last year, as they were the only bidders this year. ibis suggestion was agreeable to the councilmen, whO will so instruct the custodian, Chief ~elte. A communication was received from Cecil T.Jones,President of Industrial Village Community Club ,stating that at a meeting of their club he was instructed to petition the city to arran~ regulated bus service out Orange Avenue toward Southwood so the residents of industrial Vill~ ma~ board the bus at Orange and "C" Streets..~r,A.E.Eyan of the So.~an Francisco Transit Co~ v present and submitted a schedule of operate.on of his lines as follows;Leave station,Il5 Grand for Southwood; 9.15 a.m.10;15 A.~. ll.15 ^.~.l;15 P.~. o~15 P.~!.,3;15 P.~i. AND,Leave Southwo~ for South San Francisco 9;°3 A.N.,10;~3 ~.M;,ll;~3 A.~., 1;~3 P.E.,~;~3 ?, N., 3;~3 P.~.,dail] Ers. Nearnan of Southwood asked about Sunday service for churchgoers. Nr. Ryan Said he include ~SundaYs also, if the people 5esired that service. It was suggested ~hat he operate till l~ o'clock Sundays,which seemed agreeable to all parties. As to adopting the bus schedul~ the council believed it should be on a temporary basis of six months, to begin with, and that satisfactory a binding! agreement could be entered into. ~.ayor Eatto requested Nr. ~yan to r,- submit his schedule, to include Sundays, the fares to be charged to the various points and boz suitable be submitted to the city attorney for approval, and the matter will be acted up( at the next meeting. Fire Chief Welte submitted the name of Sigurd Norga~d for appointment to the call force~ of the fire department,to occupy quarters at ~o.~ firehouse . In another connmunication from the Personnel Board of the city attention was drawn to tb~ fact that the term of office of member Joseph L.Smith would expire Pebruar~ 15,1944, and ask~ that he be reappointed. Cou'~cilman Roved that ~Lr. Smith be a?pointed a menber of the Personnel Board. The motion was seconded by councilman Lloyd and regularly carried. The ~acific Gas & Electric Company advised the city thatthe request for street lighting near Poetsch d Peterson had been referred to the War Production Board for approval,and trustee the desired approval would be granted. Accepted and filed. The ~iviSion of Highways submitte~ a statement showing they acquired title to lots 5,6 ~lock 151 South San franciscoformerly belongi~:~ to the Enterprise Engine asked that the city cancel the tares on the same. ~ef.:rred to City Attorney CSleberd. In another communication the Division of Highways reported that they had acquired title 0,;86 acres,parcel 5,Zone F, Enoth Tract, formerlF belonging to John &~:deline [.Ruggeri , and the city to cancel the taxes on the same. ~eferred to City Attorney Coleberd. ~he State of ~alifornia reported the apportionment of the January , 1944 quarterly pa~ of the ~ cent gas tax allottment for South San ~rancisco was .~l~6V.l~. Accepted and filed. Charles E.Stahl submitted an application to serve on the April ll election board. Filed. Engineer Klassen reported that the pavement on both sides of Linden Avenue bridge had settled to such an extent that he believed it advisable to raise the pavement to proper grade. he stated he had figures from two companies to do the work and furnish labor and materialfor the sum of ~6 a ton for aooroximatelv 60 tons. Councilman hlolston moved the a?pointments be confirmed~without remuneration fro m the city.The motion was seconded by councilman Lloyd and regularly carried. A communication was ~eceived from the So. San Francisco Chamber of Commerce Transportation Committee recommending that the San ~ateo Burlingame Transit Company's application before the hailroad Commission of California by approved by the City Council of the City of ~outh San Francisco, ~h~m route to be through Linden Avenue,and that a letter of approval be forwarded to the Transit Company. In accordance with the recommendation of t~.e-Ctza~-~D-(l~J~m~-~l~t~tLg~ Committee councilman Einucciani introduced a resolution of the City of South San Francisco endorsing application,No.~OO1 of San ~ateo Transit before the Railroad Commission of the State of California f~r a certificate of Public Conveyance and necessity for the operation of ~otor bus service between the cities of South San Francisco and San Bruno. ~he resolution was adopted b~ the votes of t~e following named councilmen, ~yes, Councilmen,V.Boido,George W.Holston,~ee~e Lloyd, ~.~inucciani.D.W.Ratto. ~oes,Councilmen, None, ~.bsent,Councilmen,i~one. City attorney Coleberd su~mitted theJIndentL~re of Agreement between Wells Fargo Bank & Union i'rust Co.,the Union Iron ~orks Dry Dock Company and the Pacific Coast Steel Company, now the bethleham Steel Corporation I'or release of certain property in the City of South San Francisco Accepted and filed. Under the head of unfinished business City attorney Coleberd, referring to the Possessory lnterest l'axes levied against the U.S.~aritime Co~mission and ~estern Pipe ~ Steel Compan~ stated that before the Board of Equalization meets on the question of endorsing the assessment the Works Engineer should furnish a more complete description of the properties tl~an we have at present. ~r. Klassen was instructed to do so. The city council O.K'd the bid of ~0 per machine to overhaul the clerk and ta~ collector Royals in their offices. Under t~e head of new business ~Irs. ~litchell appeared before the council in the matter of moving her front fence back some from ~he city's line. She asked for a few weeks more time till her husb~nd returned. Councilman holston moved she be granted a month's time for the work. lhe motion was seconded by councilman kinucciani and regularly carried. A gentleman appeared before the council and offered to paint the city hall flag pole for ~. the sum of ~$0.00 . he was informed the price was too high. A delegation of residents of Southwood under the leadersl~ip of ~rs.~.~'.hernan appeared before the board wit~ reference to the proposed bus service to their subdivision,and were delighted to know arrangements were being made at this meeting to provide them soitable service. ~rs. ~ierD. an stated there should be a deput~ regi. strar in that section to take care of the new voting population. D~ayor Ratto ad~ied her to report to the County ~egistrar,~r. Augustus who would see that appointments w~.uld be made for the district. Referring to thelack of cooperation in the matter of ~ ~ Can collections, several persons stated many piles were laying around for long periods, and get knocked over and scattered. ~rs.
