OF THE CITY OF SOUTH SAN FRANCISCO,HELD
MONDAY,AUGUST VTH, 1944.
The regular meeting of the city council of the City of South San Francisco was held
in the City Hall,Monday evening, August 7th, 1944.
The meeting was called to order at 8 o'clock P.M. by Mayor George W. Holston.
Roll Call.
Roll call found all members of the council present,as follows;-
Councilmen,Victor Boido,Charles K.Elder, Ivan M.Hays,George W.Holston,M.Minucciani.
Copies of the minutes of the previous meeting having been mailed toeach member of the
council, Mayor Holston asked the members if they had noted any errors or omissions. Hearing
none he declared the minutes adopted as submitted.
A report was received from the State Board of Equalization of the ~tate of California,
giving the Public Utilities valuations in the City of South San Francisco as $1,343,300, an
Public utilities
increase over 1943's'valuations of $§,§20. The report was accepted and filed for record. This makes 1944's total ~aluations $11,454,5§9.
Engineer Robert A.Klassen submitted a report of the progress of sewer construction in
Mayfair Village under contractor henry Doelger B~ilder Inc., stating the construction of the
sanitary sewer has been completed, and to his satisfaction. The report showed the amount of
$1505.~8~ the 25% withheld for 35 days, would be due and payable on August 29,1~44. The report
was accepted as submitted, and the clerk will be instructed at the next meeting ~o issue the
check for the amount on the due date.
The Bank of America Wished to know if the city still wiShes, stop-payment on checks#2~00~

Fire Chief Welte submitted the name of B.Tuccori for appointment to the call forces of
the fire department..Councilman Hays moved the appointment be confirmed. The motion was secondt
b~ councilman Elder and regularly carried.
A communication was received from the Personnel Board of the City of South San Francisco,
attaching a letter from Fire Chief Welte advising that the following firemen have satisfactori~
passed their probationary periO~oof six months;-

The fire chief asked that the Personnel Board submit ~he names of the above mentioned
firemen to the City Council for regular appointment as ctt~ f~remen at the prevailing scale of
wages, $211.75 per month as of the above dates. Councilman Elder moved the firemen named be
appointed regularly to the city fire department force under the civil service law,having serve¢
satisfactorily for the prpbationary period of six months. The motion was seconded by coUncilm~
Minucciani and regularly carried.
Chief of Police Bellont submitted the name of ~ary Elizabeth De LesDernier as a guard at
the Western Pipe.& Steel WOrks.Councilman Elder meved':the appointment be confix-med,without
remuneration from the city.The motion was se~on~ By councilman Minucciani and regularly capr~
The League of California Cities submitted a re~paest for suggestions sheet~for city Mayors
to fill out for the convention at Sacramento,~alifornia, September 19 to 21,next.City attorney
Coleberd announced that the convention had been cancelled on account of lack of hotel accommo-
dations and transportation.and the communication was ordere~filed.

The application of Dominic Greco for a business licen.~e to operate a drayage business at
84? Olive Avenue was granted, on motion by councilman Minucciani,seconded by councilman Elder

The San Mateo Times submitted a communication to the city calling attention to the 50Th
anniveraapy celebration by the City of San Mateo, and asked for a $25 advertisement in their
newspaper. The communication was ordered filed.
A petition signed by 20 residents and citizens of Town of ~aden requested the city council
to take action to abate what they called a delapldated,one story, windowless and unpainted old
building at 141-145 A.Street, Sanitary Inspector Schlaam was instructed to notify the owner,
Mr. Spinelli, to put the place in a sanitry condotion at once.
In reaponse to notice from the engineering department the firm of Conway & Cullligan
deposited the sum of $400 With the city against inspection charges in the construction of South
City Village. Accepted an~ filed.
Geo.W.Williams Company, in response to notice from the city's engineering department,
submitted the sum of $100 for inspection work reguired on the completion of Southwood streetwork.

Councilman Elder introduced a resolution of the city council of the City of South San Fran-
cisco changing the name of "Victory Avenue" in"Mayfair Village" to "Myrtle Avenue". The
resolution was adopted by the votes of all the councilmen, a~ follows;-
Ayes,Councilmen,Victor Boido,Charles K.Elder, Ivan M.Hays,George W.Holston,M.MinucCiani.
Noes,Councilmen, None/ Absent,Councilmen, None. Attest Daniel.McSweeney.

ORDINANCE NO.
C0uncilma~ Hays introduced an ordinance of the City Council of the City of South San
Francisco amending Sections 33,36,$? and 38 of Ordinance No.21 entitled "AN ORDINANCE PROVIDING
A SYSTEM FOR THE ASSESSMENT,LEVY AND COLL~CTION OF ALL CITY TAXES IN THE~CITY OF SOUTH SAN FRANCISCOI
passed and adopted on the 19th, of April,19~.
The ordinance had its first reading and will co~e up for adoption at the next regular meeting of
the city council.
Engineer Larwood requested that the firm of Henry Doelger Builders,Inc., be required to
post the sum of $~00 for city inspection of their building projects. Councilman Elder moved
the clerk be instructed to write the company requesting the deposit be made. Mayor Holston
asked to include the firm of State Home Builders ,Inc, being associated with t~e?~ ~emry Doelger
Builder Inc. in the enterprise. This was included in the motion,which w~s regularly seconded
and carreid.
Under the head-m£ ~&aAeheA-- of new busir~ess Inspector ~e~in Schlaam reported that
Loule Giffra would have his place on Cypress Avenue reconditioned within 30 days. Report accepted.
Mr.H.H.Darnell ef the Foster & Kleiser Company, appeared before the council and asked for a per, it
to face the north sides of four of their billboards by enclosing the frames of the struct~res~
thereby improving the appearance of the signs. Councilman Boido moved the application be denied.
The motion was seconded by councilman Hays and regularly carried. Mr. Darnell then asked~,~:,:
permission to rebuild a sign on E1 Camino ~eal,on lots 21,23,25,Block 6. Councilman Bo[do moved the
desired permission be granted. The motion was seconded by councilman Elder and regularly carried.
Mayor Holston asked if the matter of the ap~!ication of Culligan & Conway for the rezoning
of two lots in their new tract,be given further~consideration. There w~s no desire on the part of
the council to open the question.
Mrs.Hernan of Southwood asked if there was any possibility of mall being delivered to all of
Southwood. She was Informed that mail will be delivered when ~Idewa~ks and lights are installed,
and for further information to call upon the Postmaster.
Hegarding the To~¥ ~olinu ap~lic~tion to re-zone his lot~for business~ councilman Boido
suggested ~hat~e~nclude~a~.larger amount~of territory than the single lot, which might ~ventmally
become a secondary business district. Mayor Holston believed that if a new business
~orm®d,at least a whole block should be allocated. Andrew Rocca stated the reasoni~hlsommmmissiO~didtnot
favor the single lot zoning was because it would k~ep out another business of the same ki~~mmry otheP
business of any kind from entering the f~eld of business in that section. But, as ~ayor
he would favor a larger section of territory for all small business when the need appears.'

Mr. Walker Lisher, of ~0~ Circle Court reported no light within approximately 1000 feet of his
mesidence. Referred to the street department. Claims in the amount of $?,787,~ were next presented
