HomeMy WebLinkAboutMinutes 1944-09-05REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD TUESDAY, SEPTEM~BER 5TH,1944. The regular meeting of the city council of the City of South San Francisco was held in the 6ity Hall,Tuesday evening, September §th,19~4. The meeting was'called to order at 8 o'clock P.M. by Mayor George W.holston, ROLL CALL. Roll call found all members of the council present,as follows;- Councilmen,Victor Boido,Charles K.E~de~, Ivan M.Hays,George W.Holston, M.Minucciani. All councilmen having been served with a copy of the minutes of the previous meeting Mayor Holston asked if any councilmen noted any errors or omissions. Hearing none the Mayor declared the minutes adopted as submitted. Notice was received from the Peninsula Division of the League of California Cities,stating that the next meeting would be held in Kloss Hall at the Congregational Church located at San Mateo ~rive and Tilton Avenue_.in San Mateo, on Thursday, ~eptember 21,194~,a~ 6;4§ P.M.,and ~ .... ~ . asked how many city officials ~ould be in attendance. On count Mayor Holston announced there appeared to be ten members of~the city government willing to attend,and the City CXerk was instructed to so inform the secretary. A communication was received from Mrs. Zania E.Smith~ccolored, President of a group of Missionaries known as the"PECULIAR NINE PRAYER BAND ASSOCIATION,INC~, asking the city's permission to hold street meetings for the saving of souls in the City of South San Francisco, by prayer. After considerable deliberation by the councilmen,during which it was stated some irresponsible persons might unwittingly interfere with the services, it was decided it would be for~the best interest of the city to refuse tl~e requested permission, and the city clerk was instructed to so inform the missionaries. A communication was received from the South San Francisco Recreation Commission stating they had unanimously voted to pruchase a piano for the sum of $105.~5 from Mr .P.Frankhuizen,piano tuner of Burlingame, California, and aske~ the city to make the purchase. Councilman Elder moved the piano be purchased at the price indicated. The motion was seconded by councilman Mtnucciani and regularly carried. Fire Chief Welte submitted the name of Leo Benelli for appointment to the call forces of ~he fire department. Councilman ~ays moved the appointment be confirmed. ~he motion was seconded by e.mae councilman Elder and regularly carried. Chief of Police Louis Belloni submitted the name of Lawrence WaSker for appointment as guamd at the Nestern Pipe & Steel Company. Councilman Elder move~ She appointment ~e confirmed,without remuneration from the city. The motion was seconded by councilman Hays and regularly carried. The League of California Cities submitted a tabulated list of ~AXIMUN ~.L©C^TIONS AVAILABLE TO LOCAL AGENCIES IN ACCORDANCE WITH STATE SENATE BILL #48,CHAPTER 4~,FIF~*FIF~.H (FOURTH EXTRAORDINARY) SESSION OF T~E STATE OF CALIFORNIA. Accepted. The monthly reports of the Chief of Police,City Judge,Fire Chief,~uilding Inspector and City Clerk for the month ending August 31,19~4 were received and accepted. # ' RESOLUTION FIXING TAX RATE~94~. Coun6ilman Elder introduced a resolution of the city council of the City of South San Francisco fixing the tax rate for the fiscal year beginning July 1,19&4,and ending June 30,1945, as $1.45, divided amoung the various funds as follows;- General fund,$1.00;Ltbrary Fund, $.08; Fund for the payment of mUnicipal improvement bonds~ series 1919~ $.05; Park Fund, $.$2. RESOLUTION MAKING APPLICATION TO THE STATE BOARD 0F PUBLIC HEALTH FOR A PERMIT TO INTERCEPT SEWAGE,LOMITA PARK,SAN BRUNO, SOUTH SAN FRANCISC0,ETC,ETC.#94~. Councilman Minucciani introduced a resolution of the city council of the City of South Saz Francisco to make application to the State Board of Public Health for a permit to intercept the sewage of Lomita Zark,San Bruno,South San Francisco, and later, Colma Creek Valley and San Bruno Advance ~ase and other contiguous territory,etc. ~ The resolution was adopted by the votes of all the members of the city council,as follows;- Ayes, Coucilmen,Victor Boido,Charles K.Elder,Ivan M.Hays,George W.Lolston,M.Minucciani. Councilman Elder introduced a resolution of the city council of the City of South San Francisco ..to make application to the Federal Works Agency,War Public Services, for the amount of $13,00(' a'~ a contribution for the maintenance and operation of recreation facilities in the City of South San Francisco,California, for the period beginning September 1~,194~, and ending September 15,L945. The resolution was adopted by the votes of all the members~of the city council,as follows;- Ayes,Councilmen, Victor Boido,Charles K.Elder, Ivan M.Hays,'George W.Holston, M.Minucciani. Noes, Councilmen,None. Absent, Councilmen,None. Attest Daniel McSweeney City Clerk. Recorded in Book o~ Resolutions, Vol.3,at page 428. Under the head of unfinished business engineer Larwood reported he had requested the Highway Commission to install a st~p & go signal at the entrance to West Orange Avenue and Southwood at E1 Camino Real,but as yet received no reply. The request of the Planning Commission to extend Magnolia Avenue Southwesterly toward the E1 Camino was given consideration. No conclusion was arrived at..Some favored the old proposed Street lines of Spruce Avenue extension. Engineer Lax-wood said it was doubtful if either street would be'suitable on account of canal~and railroad c~ossings. The matter will be studie~ further. The matter of the request of Tony Mo~l~lnu and lS§ petitioners to re-zone a section in'their vicinity for business pmrposes was reported still under consideration by the Planning Commission. Engineer ~aPWood reported he had contacted The Williams ~evelopment Company in the matter ~ ~ of repairing the entrance to Southwood No.1 at E1Camino ~eal. He stated Mr. Williams agreed .to install two catch basins and a storm sewer and make the necessary repairs.Report accePted. Referring to the site question for the War Memorial ~uilding councilman Boido, was of the opinic the most suitable and central location would be on the civic center, facing Miller. Health officer Schlaam reported the shack at 141 A Street had been torn down, and the Giffra garage to be removed next week. Report accepted. United Packing Co,submitted a check for $2~0 to-~be used in connection with sewer construction near their plant. As the work must be do~ under cit~ Plans the check was ordered returned. A special meeting of the city council of the Oity of South San Francisco was held in the City Hall Friday, September 15th,1944,under "CALL AND WAIVER OF NOTICE OF SPECIAL MEETING OF THE CITY COUNCIL OF ~PHE CITY OF SOUTH SAN FRANCISCO, "of which the following is a .copy;- , "The undersigned members of the ~ity Council of the City of South San Francisco hereby call a special m~etimg of said ~ity Council to be held at 12;20 o'clock P.M. on the 15th~day of September, 1944, in the Council Chambers in the City Hall,for the purpose of acting on a request in behalf of the U.S.Navy to lay a sewer in Tanforan Avenue in said city. We hereby waive notice of the time of said meeting and consent to the transaction thereat of all such bUsiness as may regularly come before said ~eeting. Dated'September 15,1944. A communication was received from P.& S.Construction Company,San Jose, California,stating that they were subcontractors to Ford J.Twaits Company,general contractors on U.S.Navy Contract NO~. 9450-Sani%ary Sewer System,a project to lay a sewer in Tanforan Avenue in the City of South San Francisco. RESOLUTION N0.946. ~ouncilman Soido introduced a resolution of the city council of the City of South San FrancisCo grahting to the United States Navy a permit to. construct and install a twenty-four ir.ch sewer in Tanforan Avenue under U.S.Navy Contract No.94~O,subJect to'certain conditions. The resolution was adopted by the votes of all the councilmen present, as follows;- Ayes councilmen,Victor Boido,Charles K.Elder, Ivan ~!.Hays,Geor~ W.Holston. Noes,Conncilmen,~one. Absent,~ Councilman, M.Minucciani. Councilman Minucciani had to be excused for business reaaSns ~efore roll call on the resolution. Hecorded in Book of Hesolutions, Vol.3 at page ~o.429. Copies~of the resolution were ordered sent to the F.&.S Construction Company,~SantJose and the Supe~tnhen~ng Engineer, lqth ~aval District,893 Mills ~uilding,San Francisco,California. Discussion was had on the various phases pf~he!p~oposed construction, the cost, size o£ sewer, cities Se~efited,federal'aid,etc. All will be further entered into at the next meeting of the city c6uncil,when plans and specifications will be submitted and bids called for. There being no other business before the board councilman Elder moved to adjourn until the next re~ul~r ~ieeting, ~onday,September 18,1944.
