The regular meeting of the city council of the City of South San Francisco was held in the City Hall, Monday,September 18th,1944. The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. ROLL CALL. Roll call found all members of the council present, as follows;- Councilmen,Victor Boido,Charles K.Elder, Ivan M.Hays,George W.Holston,M.Minucciani;~ Copies of the minutes of the meeting of Tuesday,September 5,1944, having been mailed to all councilmen,Mayor Holston asked if any errors or omissions were noted. There appearing none ho declared t;~:e minutes adopted as submitted. The minutes of the special meeting of Friday, September 15,194~,were read. There being no errors or omissiOns they were approved as read. A petition was received from St.Paul's Community ~ethodist Church of this ciSy ,requesting that the city council memorialize the State Board of Equalization of the State of California, urging that there be no sale of Liquor on V-Day,that ever~ liquor dealer be invited to co-opera~e by closing on that day, and that a public proclamation be issued by the ~ayor of this city recommending that the citizens of the city observe the day in quietude and~prayer. The communication stated all the churches in South San Francisco would be ope~ and h~ve services on V-Day. Reverend Howard Greenwalt,Pastor of St.Paul's Community Method Church, Monsignor E.Tozzi of All Souls's Church, Rev. C.E.Curtright of the Assembly of God,Mrs.W.A. Fox of the Christian Science Church and the Rev.0.P.Bishop of the new Baptist Church were present. ~ ~ ~ll spoke in favor of observing V-Day in a fit and religious manner in honor of the peace,and requested the city council to use its influence $ith the State Board of Equalization by urging that body to request all liquorJdealers to observe the great event by keeping closed. Councilman ~i. EYde~ ! moved that the city go on record by making the request to the State Board of Equaltza- tion as asked for by the church ministers. ~ayor Holston and all councilmen were of the same thought, and councilman Minucciani seconded the motion,which was unanimously carried. Ma~or' Holston instructed the city clerk and city attorney to write the Board of Equalization Sea~-and ask: '~ them to require the liquor establishments to close on V-Day. A communication was received from the South San Francisco Unified School District stating that in the near future bids will be calledi~for the proposed grading of the ~iartin School playgroUnd, and offered the city 5000 cubiC ~ards of clay soil to be moved in an easterly direction on city property lying between the Martin School playground and the nearby creek bed The offer waS referred to the Works engineer of the city, who will contact the school boardl An offer of $35 each for lots 1,2;and 17,Blo~k "C",Peck's Lots,South San Francisco, was received from County Tax Collector, MCAr~hur~dwhoJ~.Stated that a bid in that amount was made. Councilman Nlinucciani moved the bid be refused. TILe motion was seconded by councilman Boido and ~egm. la regularly carried. Rex Greene submitted an application for a business license to Sell sandwiches and cigars at the My Club,~39 Grand Avenue, a store now occupied by Bruno Lollie. ~As Mr. Greene has an application before the State Board of Equalization for an on sale beer license,according to notice to the City Council from the State Board of Equalization, the license was denied. In this connection the council went on record as opposing any increase in ~the number of drim~ing Places in the block mentioned, for the. reason that prop~ erty owners in the block,together with many businessmen,are complaining of the fact that there are too many saloons there already. The city .clerk was instruced to answer the State Baord of Equalization's notice of the application of Mr. Greene for an on sale beer license,stating that the city council of the City of South San Francisco strenuously objects to the' issuance of any more licenses in that block. An a~lication for a business license was received from the Alta Recapping Plant, 1248 Bayshore Boulevard, Jack Nissrod,owner. Application granted. An application~ for a hotel license for the Grand Hotel,V33 Bayshore Boulevard,was received from Steve Montton, same address. Councilman Hays moved the license be granted.The motion was seconded by councilman Boido and regular~l~ carried.. '. An application for a restaurant business license was received from John G. Wolfe and Fred J. Spruitenburg, for the Dollie & Marie locati~on, lo2 'Grand Avenue. Councilman Elder moved the license be granted. The motion was seconded by councilman Be~o and regularly carried. A communicatio was received from Norman-Yt~nding,SUperintendent of Streets recom~endi ~ng that-~,gA®~ V.Ciorrochi and D.Di Oene be placed on monthly salary, beginning October 1,19,4. Counc~'iman Elder moved the promotions be granted,$rovided the7 men meet with all the requirements of the' civil service law and regulations. The motion was seconded by councilman Boido and regularly .carried. Works engineer Broughton received a reply from the DiVision of Highways to the city's request to install a Stop & Go signal at West Orange Avenue and EL Camino ~eal. The reply stated that the department cannot see an~ reason for installing a signal at the place indicated, that the traffic is less now than it was in 194M, that on~unda~94~, the volume was 30.495, and in July,1944, the traffic was 10,0~7. Showing these figures, the State Engineers said they do not believe a traffic sig~..~al at Orange Avenue and E1Camino is warranted at this time. Mayor Holston stated the traffic might be less but 300% more people cross there now than in 194~. Councilman Boido said the refusal was all wrong, the crossing more dangerous than ever,and advised the peo ple~get up. a petition stating their grievances and ask for a rehearing on the subject at once. All oouncilmen felt that the city was not given Justice. Mayor Holston instructed the City attc~m~y~and~t~ic~rk to prepare strong letter of protest to the department's decision,giving all additional facts and informat at hand for the proSection of the residents of the growing commuinties on both sides of the dangerous highway. Ferruccio Coruccini, resident of the Town of Baden asked permission to convert the baseme of a building he owns at 404 ~est Orange Avenue into a grocery store, considering that section the city needs more stores. Mayor Holston stated as that street is not zoned for business the matter should be referred to the Planning Commission,So ordered. Chief of Police Belloni submitted the name of Thomas H.Mc~onigle for the position of guard at the Western Pipe & Steel Company. Councilman Hays moved the appointment be confirmed without remuneration from the city . The motion was seconded by councilman Elder and regularl~ carried. A letter of thanks and appreciation was received from Bernard NcCaffrey Post No.35~, Th American Legion, for the city's donation of a site for the War Memorial Project. Accepted/ Application was made by Mr. Cornet of the 5,10 and 15 cent store for permission to ma~e some repairs aud alterations to the front door entrance,and the Mezzine floor.Councilman Hays moved to refer the application to Building Inspector Welte.The motion was seconded by council Elder and ~gularly carried. A communication was received from the South San Francisco Housing Authority,and'~heck $465.99 enclosed in lieu of taxes on government property for the fiscal year ended ~'arch 31,~ s~id government property being Industrial V~llage. Accepted. A communication was received from San Mateo Co.A.F.of L. Political Education Committee, enclosing a tentative resolution for the city's adoption,opposing ~opOm~to~)12 on the Nove ballot. Referred to city attorney Coleberd. A communication was received from Builders Of The ~est,Inc,advising that certain pro,is of Senate Bill 2051, known as the"George Bill For Demobilization~ would be disadvantageous to th ~estern States, and asked that the city contact our senator and congressman and request that tk ~orward whatever information available to the conferees on the bill. Referred to City Attorne Coleberd. The monthly reports of the Sanitary Inspector,poundmaster and Librarian for the month ended August 31,1944,were submitted and accepted. RESOLUTION N0.947. Councilman Elder introduced a resolution of the city council of the City of South San F~ co authorizing the execution of the contract for the reconstruction of a portion of the most easterly outfall sewer extending southerly from east Grand Avenue in the Cit~ of South San Francisco. The resolution was adopted by the votes of all the members of the city council,as follows; Ayes~ Councilmen,Victor Boido,Charles K.Elder, Ivan M.Hays,George W.Holston,M.Minucci~ Noes, Councilmen,None. Recorded in Book of Resolutions, Vol.3,at page 430/ Councilman Botdo introduced a~Q~Q~'~' city council of the City of South San Francisco ordering the construction of a storm e®w.r~?~ter ~wer in Edison Avenue in the City , South San Francisco. The resolution was adopted by the votes of all the members of the city as follows;- Ayes,Councilmen,Victor Boido,Ch~rles K~.Elder, Ivan M.Hays,Geo~e W.Holston.M.Minucciant. RESOLUTION N0.949.~ Councilman Minucciani introduced a resolution of the city council of the City of South San Francisc$ .amending a portion of Hesolution No.~946,namely,Condition No. 1,to read as follows;- "That the grade of said sewer be lowered so as to eliminate the proposed syphon under the co~ of the Pacific Telephone and Telegraph Compan~ . The resolution was adopted by the votes of all the:members of the city council, as follows; Ayes, Councilmen,Voctor Boido,Charles K.Elde.r, Ivan M.Hays,George W.Holston,M.Minucciani. Councilman Hays introd~ced a resolution of the city council of the City'of South San Francis. changing the name of Third Street in ~aden to WEST ORANGE AVENUE. Recorded in Book of Resolutions, Vol 3, at page 43~. had City attorney Coleberd reported having'a conference with Mr. Freeman of the United Packin Company in regard to Mr.Freeman's wis~_to construct a sewer for the benefit of his holdings The city attorney told Mr. FreemanSWcould only build the sewer under the supervision of ~he city's engineers, and according to cit~ specifications.
