HomeMy WebLinkAboutMinutes 1944-11-06REGULAR ~EETING OF TP~ CITY COUNCIL OF THE CITY OF S0~TH SAN FRANCISCO,HELD MONDAY,NOVEM~ER 6TH,1944' The regular meeting of the city council of the City of South San Francisco was held in the City Hall Monday evening, November 6th,194~. The meeting was called to order at 8 o'clock P.M. by Mayor George ~.Holston. ROLL CALL. Roll call found all members of the council present, as follows;- Councilmen,Victor Boido,Charles K.Elder, Ivan M.Hays, George W.Holston, M.Minucciani. Copies of the minutes of the meeting of .0ctober 16,19~ , having been sent to the members of the council, ~ayor Holston asked if any errors or omissions were noted~ Hearing none he declared the minutes of the meeting adopted. The minutes of the adjourned meeting of Wednesday, OCtober 18th,194A , were read. There being no errors or omissions they were approved as read. A communication was received from the South San Francisco Personnel Board, announcing that the civil service examination for the position of Superintendent of Streets had been completed, that Norman hynding had a rating of 8V.~9%, WaS the only contehder, and certified him for the position.~ The city council accepted the certification of Er. The Personnel ~oard, in another communication~ recommended that Section 3 of RuIe ~ oT the Personnel Rules and regulations be amended to read "For the duration of the War,as an emergency measure,full time officers and employees under civil service be allowed to engage in outside employment,subject to the approval of the department head". The recommendation was accepted, and city attorney Coleberd was instructed to d~w up the proper documents for the p~rpose,and further study will be given the subject with a view to. perfecting the regulations. A communiCation was received from the "Veterans' Employment and 'Information Service Counctl of North San ~ateo County" requesting a contribution of $75 toward establishing a fund for the benefit o£ returning veterans, in assisting them to return to civilian life, etc. City attorney Coleberd advised the council that public ffinds cannot be dispensed for purposes of this kind, aud the city clerk was instructed to reply to the Service Council advising them that while the city council approves of their efforts,they are without power to donate city funds for the purpose. Notice was received from the Division of Highways stating they~ad secured title to Lot V, Block 147,City of South San Francisco,and asked the city to cancel the taxes on the property, through city attorney Coleberd.Accepted. Notice was received from the State ooard of Equalization of the applications of Guiseppe Oerrone & Peter Questonifor an on sale ~eer & Wine license,a distilled spirits license on and off sale; ,~Gino ~ald~cchi'& ?~red Martinelliton sale beer ~. wine,and on sale distilled spirits;- Josephine Pasco on sale beer at the Steel Bowl, and Antone F.& Anita G.Lamouth,off sale beer & wine at,803~ Linden Avenue. There were no objections by the city council. Norks engineer Broughton submitted a statement showing the county engineer at his request had raised four of the five chimneys above the Junipero Serra Boulevard, but did not raise the main one below Christen's Dairy on account of the fact that it would bring the water and silt above tlc concrete piers on a bridge above the Boulevard. ~(r. Broughton advised that this is the source of about 60% of the material that comes down Colma Creek and if we should have a very bad winter the consequences of not raising this particular chimney might be very serious in the area of Mayfair Village and City Park. He suggested that the city council take the matter up with the Board of Supervisors and the County Engineer before the winter rains set in. Communtcatioh ordered filed. In another communication the Works engineer requested the city to allow him to have the telephone in his office transferre,~ to his name as he uses it fo~ personel business as '. well as city business, the city to have a joint user listing at no cost to the city. Granted. Sam ~aroline requested permission to make alterations at the ~issouri Place,?41 Grand Aven~e,-a~-a~- at a cost of .~1000. Granted. A communication was received from the S0.S.P.Chamber of Commerce stating the proposed extension ~.' of ~aple Avenue at the ~artin Primary School to connect with the extension of Claremont Ave. was endorsed by that body. Communication filed. tiartford Accident & Indemnity Co. acknowledged the city's notice of thesuit of Jones & Gardner against the city for damages. Filed 4elen E.Siebecker and Antionette Kozlowski,members of the city recreation commission,tendered their resignations. The resignations were not accepted~pending consideration. ~i~.otice of a meeting of the Peninsula Branch of the ~eague of Californa Cities was received. The city was asked to 'state how many of its members might attend. Si~ were counted and the clerk was instructed to so inform the secretary. The meeting is to ta~e place at Grace & Pierre's,Near Atherton, on E1 Camino Real, Thursday,~ovember 16,1~4', at 6;45 P.~. Gordon Rowe Company submitted a figure of ~00 to install an accounting system, and an addition- I $~50 to install a monthly budget analysis. ~e ~ayor & coun~ci'lmen, willinspe~t the Hillsboro-~system. The }lousing authority of the City of South San ~rancisco notified the city that Lindenville is infested with dogs and cats, and requested that the matter be called to the attention of the pound. Referred to the Poundmaster. ~he Department of Public Works,Sacramento,California submitted a statement showing the ~ .... ~_ apportionment of t~e October ,1944 quarterly payment of the ~ cent gas tax allocation for the City of South Oan Francisco to be $?001.15. Report accepted, extend ~ communication from Eaton & Smith stated that they are willing to'the award date for the construction of the proposed Intercepting~wer System to a period not later than December 11,1944. Communication filed. '~orothy Chief of Police Belloni submitted the names of Bryan Short.~"~ i Oernice Schlaam and Lewis Anson Stowee,for service as guards at the Western Pipe & Steel Company. Councilman Elde~ m~ed the appointments be confirmed,without remuneration from the city. The motion was seconded by councilmam h~ys and regularly carried. A communication was received from the State Compensation Insurance Fund notifying the city that, as the payments on behalf of the city emrloy~es had been high, there would be no dividend this year. Report accepted. Notice was received by the council through the city clerk of complaints made by many citizens of non delivery of mail on account of'changes in street names, and consequent changes in street numbers, ~eferring to Orange Avenue, .~West Orange Avenue and Third Street. It was decided to erect a Dole sign at hailroad and Orange Aven~es for the guidance of mail carriers and others. Under the head of new business ~rs.hernan of Southwood called the attention of the Counci to billboards at ~ayfair Villege and near the entrance to Southwood, which apparently had bee erected without ~ permit from the city council. Mayor Holston explained that these were of on temporary use,and would be removed in a certain length of time. Heferring to the road condition at the entrance to Southwood , engineer Larwood stated he could not force the State Highway workmen to mend the very bad entrance to the subdivision, k that they had assured him they would be back and take care of their roadway as soon as they possibly could. Le admitted the condition there was bad, but said he has to wait the will of the State. He will make some temporary repairs in ~he meantime. Mr. Larwood requested that the city write a letter of thanks to the Guy F.Atkinson Comps for the use of their ~ulldozer equipment, which they did not charge for. So ordered Mt.George W.Williams appeared before the council with maps of the third subdivision of Southwood and asked for the approval by the council of the maps submitted. Councilman Elder moved the approval of the ~ap of Southwood No.Z. ~he motion was seconded by councilmanBoido s regularly carried. Property owners in Block 8~, Commercial ~venue and Baden Avenue,between Orange and Eucs Avenues,appeared before the board and asked to have ~e*~e~* Second Lane graded and paved with concrete, city attorney Coleberd advised them to secure sufficient signatures for the work,~ .... ~e would furnish them with the petition,and the city clerk would furnish them with t~e names and addresses of the property owners, and they could have the work done by private ~ontract under the supervision of the city engineers. So ordered. Mrs.Hernan of Southwood No.1 reported cases of overcharge b~ the Hyan Taxi Cab service, and asked the city to investigate the matter.
