The ref~ula~ meeting of the city council of the City of South san Francisco was held in the City Hall Mionday evening, November 90,1944. The meeting was called to order at 8 o'clock P.~. by Mayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows , Councilmen,Victor Boido, Charles K.Elder,Ivan N.Hays, George W.Holston,M.Minucciani. Copies of the minutes of the previous meeting having been forwarded to all councilmen of the board,[ayor Holston asked if any errors or omissions were noted. Councilman ~inucciani stated he noted that there was no second mentioned to the motion of councilman Charles Elder when he moved that Norman Hynding be appointed permanent Superintendent of Streets, on NoVember 6,1944. The record was ordered corrected to read "the motion was seconded and regularly carried~and zhe minutes ~ declared adopted as aorrec~ed. Notice was received from the Dank of America asking if the city still wished to enforce the stop- payment on lost checks#93008,Corriccini,$360,November 1,1938,#~0776, Shell Oil Co,~VS.94,0ctober 18,193V;28V31, Bank of So. It was decided that, for the best interests of the city, it would be best to keep the stop-payment notice in force, and the clerk was instructed to so notify the bank. South San Francisco Transit Company requested permission to install one, 550 gallon gasoline storage tank underground, and one (1) electric metered pump at their place of business on Cypress Avenue,between Oaden and Grand Aveues,complying with all city and state rules and rrgulations. The application was approved by Inspector Welte. Councilman Boido moved the desired permit be granted. The motion was seconded by councilman hays and regularly carried. Chief of police Belloni submitted the names of Folke I,de Poulis,George Shambten,Opal Evelyn Smith, Myrtle Peterson and William O.Chadwich to be guards at the Western Pipe & Steel Works. Councilman Hays moved the nominations be cinfirmed,without remuneration from the city. The motzon was seconded by councilman ~inucciani and regularly carried. Silvio Stagnaro was appointed a special police officer for the city,on recommendation of Police Chief Louis oellont. Notice was received from ~cGuire a. ~ester, contractors, advising that they will accept award on their bid any time up to ~ecember 15,1S44. Eotice ordered filed. Connie Macia, manager for the Style Shop, was granted a license to operate a Ladies' Apparel store at 333 Grand Avenue, with two employees listed. A communication was received from the AFL.Political Education Committee,expressing their sincere thanks and appreciation for the courageous stand taken by the city council of the City of South San Francisco in going on record by resolution against Proposition No. 19,in the election of November V~th, Communication accepted and filed. Notice was received from the State ~oard of Equalization of the transfer of the beer and wine license of Guilio Donati to Assunta oarsuglia. There were no objections by the city council. A communication was received from the Enterprise Press of South San Francisco stating they ~re planning the issue of a special edition of the paper, to be a timely 5ribute:bo' the 895 local men and women now on the war fronts of the world,and to South San Francisco's numerous defense planzs, their management and corps of workers, the edition to,published when the war is won~in Europe. The paper solicits a ~100 ad. Councilman Boido moved the city take an ad in the amount asked. The mOtion was seconded by councilman Hays and regularly carried. A communication from Wildberg Brothers stated the road in front of their~property, and further along Butler ~venue is in a deplorable condition from chuck holes,ruts and unevenness, and the road continually narrowing from usage, to the point of danger wLen two vehicles are passing. The matzer was referred to engineer Larwood, who will make the road safe for travel. The State Department of Public Health,Sacramento,~alifornia, granted the desired permission zo the City of South San Francisco to dump raw-sewage into San Francisco Bay at a point approximately Three f:housand (3,000) feet easterly from the Bayshore Highway at the confluence of Navigable Slough and the Belair Shipyard turning basin. The application for this permission was dated October 16,1944. Fire Chief,Welte submitted the name of A.Briggs for appointment to the call forces of the fire department. Councilman gays moved the appointment be confirmed. Seconded by councilman ~inucciani,and regularly carried. An application was received from Howard Fredric for a dance permit to hold dances in the Ci:y of South San Francisco. Councilman Hays moved that Mr. Fredric be granted a permit to hold dances on Tuesdays from 8 o'clock to 19 o'clock i'.E. for a period of 60 days. The motion was seconded by councilman Elder and regularly carried. Works Engineer Charles T.Broughton submitted a statement showing that the Edison Avenue StorN Sewer has been completed to his satisfaction, and recommended that the work be accepted. Statement ordere4 filed. A communication was received from ~r. ~.P.~eves, stating that while he received a permit to construct a building on lot 13, Block D, he did not build,and asked for the refund of $4.4V taxes paid. Refund granted. A petition signed b~ approximately 58~ of the property owners in B~ock 8~,.bounded bw Eucal.~tus, Orange, Commercial and 'aden Avenues, requested the city to commence proceedings for the'Pavement;Off, that ion of Second ~ane between the streets above mentioned,under the Improvement Act of 1911 ,in accordance with plans and specifications to be agreed upon. Councilman Minucciani moved the works engineer be instructed to prepare plans and specifications for the work. The motion was seconded by councilman Boido and regularly carried. The City'Clerk reported Erbentraut & Summers had taken out a business and vehicle license to ~construct.buildings for the U.S.Oovernment on Parcel 5,Z~.ne "J",near Belle Air, but declined to pay the head tax of ,~.V$ per head , claiming the~were doing federal work and were not subject to the provisions of Ordinance No.~31. City attorney' Coleberd will look into the claim. County Executive 'Peterson asked for a resolution or statement s~owin~ the location of the proposed new War ~lemorial Building in the city's civic center. Engineer Larwood Was instructed to draw uo a shetch for the county executive. Councilman ~inucciani introduced a resolution of the city council of the City of South S~ ~¥anqisco urging the California State Highway Commission and the Department of Public Works the S~ate to take immediate action to include E1 Camino heal and supplemental routes in its planning program, and to complete the plans and forward cSpies to the interested communities a soon as possible. Councilman Rays introduced a resolution of the, city council of the Cit2 of South San Francisco author~ing the execution of a stipulation with the United States 502 concerning the city's l0 foot sewer right of way across certain lands in the City of South San ?rancisco. Mrs. Eernan of Southw~od Mo.1, reported that the poundman has been charging 50 cents to ~1.50 for the removal of small animals,such as cats, and objected to the high price. They were informed that 50c w~s o.k.~ut for a litter of kittens the pound, an might charge moEe. Southwood residents also reported that the Railway Express.Company refuses to cross the ~l ~amino Real into Southwood, it being a new subdivision and not registered with the company. ~ petition will be circulated in the new tract requesting service from the express company. ~ ~eferring to the pound,councilman Elder spoke of the necessity~getting the construction of the new pound under way, the priorities required,etc. Councilman ~oido suggested t'he use of stone blocks,as material used in many places now. Inspector Schlaam was asked to make some inquiries in oth~ cities as to the material they use for this type of construction, and will report to the council at the next.meeting. "~t,~. Councilman Minucciani reported that the State flag should now be displayed~the Nat~.onal Emblem. Fire Chief ~elte was instructed to secure theadditiona~, new flags, for display in and oubside the City Eall. There being no further business before the board councilman ~ays moved to adjourn until Wednesday, i~ovember o~,~,1944, ~t ~;30 o'clock P.M.
