Ci%Y CO[.NCIL OF THE CITY OF SOU'ii SAN FRANCISC0,EEL~ ~ONDAY,DECEI~IBER The regular meeting of the city council of the City of South San Francisco was held in the City Hall,~ondey evening, December 18,1944. The meeting was called to order at 8 o'clock P.k. by kayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows;- Councilmen,Victor Boido,Charles K.Elder, Ivan ~.Hays,George W.~olston~ ~.~inucciani.* Copies of the minutes of the previous meeting having been mailed to the members of the board ~ayor Holston asked if any errors or omissions were noted. There appearing none, he declared the minutes adopted as submitted. Lawrence F.Verna applied for a business license to operate the Subway Service Station, ~ayshore Eighway,0pposite Baden Avenue. License granted. ,Belloni Chief of ~olice submitted the names of ~ary harvey,Louise Johnson~Walter D.Small and Fred Stutz as guards at the Western~Pipe & Steel Company. Councilmen Elder moved the appoint- ments be confirmed, without ~emuneration from the city. The motion was seconded by councilman ~ays and regularly carried. tn~oo~ Hraternal Hall Association applied for permission to stage an'i~R Carnival and Bazaar during the month of February,1948, for the purpose of raising funds to-be used for the~i~provem~ of Fraternal ~all building~ Among the features to be staged wo~ld be an entertainment show,free dancing, and several games,such~as bingo,candy wheels,etc. The application stated that the show would be held in their own hall, their committee would have full supervision and charge, a~d that funds were badly needed to make the improvements,so long delayed. Action was postponed till a later meeting. Fire Chief Welte filed the original of a permit granted firemancCl~ford Begnal to engage in work for the So. San Francisco Yellow Ca~ Co., Accepted. A communication was received from Works Engineer Charles T.Brough~on notifying the city th~ ~thetmOst sasterly outfall sewer of the City of South San Francisco running along the r~ght of way of the Pacific Gas & Electric Company from Grand Avenue southerly has been repaired by the United Packing Company to the satisfaction of the engineer. The ~eport showed the engineeriK fees to be ~150/40, and advised that the sum of ~9~.60 of the United Packing Company's deposit of ~0 be returned to them. Report accepted and filed. A co~mr~unication was received from the San ~ateo-Burlingame Iransit stating that they had worked out a mutual agreement with the local bus system for transfer privileges and fares, and urged the city to pass a resolution of endorsement of their knowledge of the necessity for increa~edand ~mproved transportation in this community, addressing the hesolution to Mt. Robert 0.Crowe,Regional Director,Office of Defense Transportation, 13~5 ~arket Street, San Francisco 3~ California. The council decided the matter was of great importance and referred the communicat~ to city attorney Coleberd, with instructionsto f~ame a suitable re~olution and the council will meet on Tuesday evening and further discuss the s~ject. Chief of Police Belloni requested the council t0~canoel the~'~appSintments of the following named ~uards;- ~ames William Storey, Guy aart,Lewis Anson Stowee,Bryan Short, Albert~ Fedele, Wendel~ne A.~upp, Eva ~ae Day, Frank L.Leland,hay Cecil Wildman and ~ames A.Choate.0n motion by councilman Elder , reKularly carried,the appointments were cancelled. A communicatio~ received from ~enry Eli stated he had purchased the busi~esa or, runG Lo] at the EY CLUB,and asked for a business license ~o operate the 91ace. Councilman ~ays moved the license be granted. ~he motion was seconded by councilman hoido and regularly carried. Ronald L.Campbell,County Planning Adviser , replied to the city's communication 6oncerning the reported establis?nment of a stable for horses near Southwood~stating there was a propositio~ on foot to establish a Club house,Stables and Riding Ring for the San ~ateo County Sheriff's Posse, and that a meeting on the subject wo~ld be held in the county Supervisor~s office,on December 19,1944,at ~ o'clock P.~.,at Redwood City.~ After discussion councilman Ooi&o offere~ to ring up Nr.Campbell and ascertain what happene~ at the meeting on the 19th,and what ~furth~r action would be taken by the county and Sheriff's Posse. Pacific Ras a Electric Company submitted a statement concerning the city's electralier street light systems owned by the city,numberm, costs, locations and proposed new schedules. The document was ordered back to t~e Superintendent of Streets' office for further study. City Clerk kcSweeney submitted for appointment as tempgrary and part time typist and clerk~ the name of ~rs. ~ona ~ilson,whose husband ~s in the U.~ .Navy. Action postponed. The monthl~ reports of City Treasurer Kauffmann and Librarian Hussar, for the month ending November ~0, were received and accepted. ~ Councilman Elder introduced a resolution accepting a deed from So.San Francisco Land & I~p. rovement Co.to a portion of land tnconnection with the 1~-~8 0utfall Sewer ~ro~ect. The resolution was adopted by t~e votes of all the members of the city council, as follows;- Ayes,Oouncilmen,Victor~Boido,Cherles K.Elder, Ivan ~.Hays, George W.Holston,~.~inucciani. Co,~ncilman ~'iinucciani introduced a resolution of the cit~ council of the City of South San Francisco accepting a deed to a piece of land from the South San Francisco Land & Improvement C~ near Tanfo~an and Oayshore ~ighwsy,for sewer purposes. Councilman Hays introduced a resolution of the city council of the City of South San Francisco accepting a deed to s strip of land for an easement for sewer construction and maintenance. The resolution was adopted by the votes of all the members of the city council, as follows;- Ayes, Councilmen,Victor Boido, Charles K.Elder, Ivan M.Hays, George W.Holston M.Minucciani. Lema thanked the coum~il for the increase,stating he has had no increase for many years, although,he said,it was promised to him some years ago. Angelo Conziani, city fireman, asked the council to look into the matter of the adjustment of the firemen~ salary, s~ating the salaries were never brought up in line with the salaries of other departments. Councilman Elder explained that those matters are taken up at budget time and that any~ ~ adjustments requested are always considered then. ~irs. Eernan of Southwood asked if there is any chance to secure stop and go signals at E1 Camino ~eal and West Orange Avenue, declaring that the lack of signals is dangerous in the extreme. Engineer Larwood explained that there is no possibility of securing materials for the construction of signals at the present time~ even if the State had given consent. krs.Eernan and residents of her community also spoke of the poor ambulance service i~ that section of the city when accidents occur. 5hey were told there was no driver for the ambulance. They stated that the bus driver exceeds the driving limit in Southwood,and should be requested to slow down to 05 miles an hour. C~ief of Polce ~elloni will look into the matter. Permission was given the residents of Southwood to rope off a block in order to hold 8hristmas festivities for the people and children of the subdivision~ Saturday night. The City councilmen were invited to attend. Claims in the amount~-of $~7~4'77 were next presented to the council for payment. The claims having been audited by the finance committee councilman ~inucciani moved the~ be paid, The mOt.ion wa& seconded by councilman ~oido and regularly carried.
