The regular meeting of the City Council of the city of South San Francisco was held in the City Hall, Monday evenin8, December 3,194§. The meeting was called to order at 8 o'clock P.M. by ~ayor George W.Holston. The city clerk, having forwarded copies of the minutes of the previous meeting to all members of the council, ~ayor Lolston asked if any one noticed any errors or omissions. hearin~ n~ne, he ~eclared the minutes adopted as submitted, would be A communication from Louis Belloni announced that Dante Lombardi'~l~=~g~ promoted from the position of Hadio Operator to that of Patrolman, on a probationary period. Councilman Elder moved the appointment be made. The motion was seconded by councilman ~inucciani and regularly carried. ~r. Belloni also recommended that R.N.~urphy be employed as temporary Police Radio 0p~rato~ , and that Fred Brown ~e appointed as ~temporary Special Police for the Grand Avenue Grammar school crossing. These appointments wet satisfactory to the city council. Chief of Police Belloni submitted the names of Samuel L.Wilson and William B.Perkins as .tUards at the Pan-American Airways. Councilman Elder moved they be appointe~, without remun- eration from the city. The motion was seconded by councilman Minucciani and regularly carried. ~..n a communication from the iiecreation Commission, Yr. Richard J.Dolwig was recommended for the ~osition of Hecreation Commissioner, to takme tLe place of Earl Hargraves. Councilma~ Elder moved that Mr. Dolwig be appointed Hecreation Commissioner. The motion was eecomded by Councilman Anderson and regularly carried. A communication was received from the..~ g~®s~ Bing Crosb2 Kenn~ Fund, advising the City of its purposes and asking for a donation . Communiaatio ordered filed. Richard Graves, Executive Secretary of the League of California Cities,addressed the city~ stating that if we ~ad any water problems, to be present at the convention in Sacramento,Decem~ 6,~9--and ~,1945, and present them. No one had any water difficulties to settle. Lambertson Sales Company, applied for permission to erect a front for the store ~06 Grand Avenue, at a cost of $1000. Councilman Elder moved that the permit be granted. The motion was seconded' by councilman Boi~o and regularly carried. ~ayshore Plumbing Company applied for a p~rmlt to install one -3000 gallon tank at the Shell Service Station,~ayshore &~ Linden Avenue. They were instructed to ~wait until the next meeting of the city council. A communication was received from Er. AL.R.Brauns,President of the City of South San Francisco 'i~imployees' Association,asking to moet with t~e city co~ncilmen, on ~ecember 4,1945 at 7;30 o'clock P.~. Communication ordered filed. In another communication from ~r. A.Brauns of the City Employees' association , he asked that the three year l~mit under Hesolution ~i~0.976, be amended to read Five years. Considerable objections were stated, and the matter was taken under advisement. An application was received from Early S.Simon for a paddler's license to sell polish on the streets. He was told that ~.e ma~ do so by paying the ,50 per quarter license. A notice of a meeting to be held in Supervisor's Hoom,Nednesday ~ecember 5,1~45 at 8 o'clock P.~i~.,to discuss traffic hazards and methods of co~trol, was received from William ~Li.Augustus, County Clerk of San hiateo County. Communicatiop ordered filed. A report was received from an inspector of stea~ b~ilers, on the steam a?para~us used by the Cit~~ of South San ~rancisco.Heferred tc FireOhief Welte. A sanitary~.report was received from Inspector Schlaam and Fire Chief Welte, on the condition of the~havez residence at ~q~ Juniper Avenue. It appears not much responsibil- itity is incurred by anyone ~n South San Francisco in connection with the handling of the situation. The matter will be taken up when Mr. Coleberd, City Attorney', returns on ~ecember 1~,1945. ~ communication was received from Stone ~ Youngberg,stating the2 were enclosing an assignment from ~r.E~ward Keeble to them of the Warrant issued for work done pursuant to the resolution of Intention #984 of the City Council of South San Francisco. The communica- tion was addeessed to the S~uperlntendent of Streets of this city. ihe city clerk was instruct- ted to keep the notice on file. City Clerks and Auditors were notified by the Lea~iue of California Cities to inform t?eir asspciates of the availability of the States ~90,800,000 Construction Fund. Heferred to City Attorney Coleberd. A statement w~s submitted b~ ~iinister ?arty H.Larson of the tax liability of'~is church at Magnolia and .~rand Avenues, on the Earianna Ouadagno property,Lots i and o Block 95 involving ~174.53. As the property is still in the name of Mrs. Guadnago, and the church is buying the place on the installment system, the city council could do nothing in the matter, and t~e City Clerk was instructed to so inform Mr. Larson when he returns. Pacific ~as 4~ Electric Company', through Mr. Southerland, notified the city of the com- pletion of the work of installing ligi~ts from the underpase to Handolph Avenue, and that the nLne O50CP electroliers on Ba~shore Highway were ~isconnected this day. ~ccepted, and filed. A petition signed by 54 citizens of ~ayfair Village, requested the city to construct a foot bridge across ~e Colma Creek in their vicinity. The matter w~s laid over ~ntil the next meeting' of the city council Standard 0il Company of California was granted permission to install 3-1000 gallon underground storage tanks at Southeast Ocr.Linden ~ Ba. den ~venues$ a building permit for the same, to cost approximately $8000. Councilman Elder moved the permit be granted . The motion was seconded b~~ councilman Einucciani and regularly, carried. Victor Lonati applied for permission to construct an addition to his service station on the corner of Armour ~ Linden Avenues, to cast approximately ,442. Councilman Elder moved the application be granteA. The motion was seconded b~~ councilman Botdo and regular- l~ granted. Er. E.Milani applied for permission to construot a douOle garage on his property, 935 oa~shore Boulevard, enclosing a sketch for t?~e same. ', Councilman Minucciani moved the desired permission be granted. The motion was seconded b2 councilman Boido and regularly carried. ~'~rs. Emma Kelle~ submitted a claim for medicines and an EX-Ray emamination of her knee in t~e amount of ~$16.33. She claime~! to have fallen on the sidewalk o~ ~aden Avenue near her house, at ~05 oaden Avenue. The claim was denied by the City Council, ~'~r. B.J.Rodondi appeared before the city council and withdraw his offer of Lots 48' of 8, 50' of 9 and ~0' of 10, tn Block 13V, as a site for the new fire station. Accepted. 0'6 The monthly reports of the FireChief, Building Inspectors City Judge, Chief of Police and City Poundmaster for the month of November,were received and accepted. Councilman Anderson moved that the salary of the Fire Chief be'~300 per month and that ~he salary of the Building Inspector be 450 per month, beginning December 1,1945. The motion was seconded by councilman Elder and regularly carried. Councilman Elder moved that the Salary of Mrs. Evel~n C.Collins be raised from $145 to ,160 per month. The motion was seconded b~ councilman Boido and regularly carried. The commen- cement date of the raise to be December 1,1945. Councilman Boido moved the salary of Art Rodondi, Police Clerk, be raised to that of Yatrolman, ~223, 85. The motion was seconded by councilman Minucciani and regularly carried. Commencement date of the raise was stated to be December 1,1945. Joe Eodondl appeared before the city council and stated there was too much high speeding 1 in town~ not enough attention paid to new and young drivers, and the situation very bad to. contemplate. It was agreed that what he said was all true,and invited him to attend the meeting on the subject at the Board of Supervisors, Wednesday evening, December 5,1945, at 8 o'clock P.M. in Redwood City. Mayor Holston announced that the ~top and Go signals at Southwood, so long advocated, had ~ goo~ chance to be installed soon. Mayor HolSton also announced that better lights were in store for Grand Avenue at Bayshore ~ighway, in the near future. Claims in the amount of $4138.92 were next presented Chas. T. Broughton L.
