P LACE: TIME: ROLL C ALL: CALL TO ORDER: MINUTES: Council Chambers, City Hall, South San Francisco 8.:00 .'.o ' clock p .m. Present: Councilmen Geo. W. Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi Mayor Ferko called the meeting to order at 8:10 p.m. Minutes of the meetings of September 13th and 16th were read and approved as read. BRASS & ALUMINUM FOUNDRY: Communication was received from the Planning Commission advising that at a meeting held Sept. 18th proposal of Mr. Tyroler to establish a brass and aluminum foundry was approved providing no fumes, odors, or object- ionable noises would be experienced. The Commission advised that there would be obnoxious odors and fumes in a foundry of this kind. On motion of councilman Sani, seconded by councilman Holston, and regularly carried the recommendation of the Planning Commission ~was accepted and the permit was denied. DRAINAGE ~0BSTRUCTION: Works Engineer Estes addressed a communication to the City Council with reference to drainage conditions on the south side of East Grand Ave. east of the Southern Pacific Co. tracks, and north and west of Lindenville. Councilman Elder moved that a communication be sent to the South San FranCisco Land & Improvement Co. regarding the obstructing of these natural drainages. Councilman Sani seconded the motion and same was iregularly carried. Southern Pacific Co. addressed a communication.to the City COuncil asking what steps had been taken to force the reopening of the channel east of the company tracks. It was suggested they communicate with the Land Co. SIDEWALK & BRIDGE - MAYFAIR VILLAGE: Works Engineer Estes addressed a communication to the City Council ad- vising that he would have cost data and reports on sidewalk on East side of Orange Ave. and foot-bridge from i Magnolia Ave. to Mayfair within a few days. Communication was received from Er. J. C. Cherry, Supt. of South San Francisco School District, asking that the city construct a foot bridge connecting Magnolia Ave. with Mayfair Village. The City Clerk was in- structed to advise the School Board that the City Council would like to ~eet With them at which time various matters could be considered. Works Engineer advised that drilling and shooting operations of Piombo Bros. north of East Grand Ave. had been shut down Sept. 16th until such time as the necessary bond and license were bbt~ined by Piombo Bros. PIOMBO BROS.: Piombo Bros. & Co. submitted a request for permit for the use of explosives on property Parcel 2, Zone H, attaching an insurance policy in,the amount of $200,000. The City Attorney stated the insurance policy did not meet the city regulations. Councilman Elder moved, seconded by councilman Sani, that the permit be granted if and when the proper bond in the amount of $200,000. was submitted for the approval of the City Attorney. Motion was regularly carried. Mr. F. H. Siri, of Piombo Bros. was present at the meeting and the insurance policy was returned to him. CAB STAND: The South City Cab Co., Inc., submitted a request for permission to establish a cab stand ~n Grand Ave. near Linden Ave. Motion was duly made, seconded and regularly.carried that permission be denied. City Park Improvement Club~addressed a communication to the City Council complaining of loose dogs in Mayfair Village. City Attorney Cole~erd stated he was preparing new ordinance covering dogs. As the poundman did not seem to be doing a good job it was suggested that the City work with San Bruno. After some discussion, Councilman Elder moved, seconded by councilman Sani, that a full time poundman be hired. The motion was regularly carried. 183 HARTFORD INS- PECTION REPORT: ROUND CALIF. CHAIN: RESOLUTION #1144: PIPE LINE BY CITY OF SAN FRANC ISCO: ~ RADIO STATION: LIBRARY BOARD: PARKING METERS: MAYFAIR #3 MAP: FIRE TRUCK ACCIDENT: OUTSIDE CITY LIMITS - FIRE CALLS: BARRETT & HILP: ORDINANCE #252: Deputy Tax Collector Report of Inspection was received from the Hartford Steam Boiler and Insurance Co. covering City Hall premises. Same was referred to the Fire Chief. The Round California Chain Corp., Ltd., addressed a communication to the City Council requesting sewage and water service to their property. Same was referred to the Works Engineer and Fire Chief. The City of San~.Francisco presented a sketch with a request for permiss- ion to install and maintain a water pipe line in Alta Loma Drive. On the recommendation of the Works Engineer and City Attorney, councilman Holston introduced a resolution granting permission to the City of San Francisco to construct, maintain, operate and repair a water pipe line in Alta Loma Drive from the northerly boundary of Burl-Burl Homes to Del Paso Drive; thence easterly and southerly along Del Paso Drive and across Arroyo Drive to the southerly bounday of said subdivision. %he resolution was adopted by the unanimous vote of all members of the council. Works Engineer Estes presented letter which he had received from the State Lands Commission requesting maps of the City. Motion was duly made, seconded, and carried that Works Engineer be authorized to prepare the maps as requested. Department of Commerce requested certain information with regard to the area and boundary of the city. As there was additional territory to be annexed at an early date, this letter was laid over. The Federal Land Bank of Berkeley addressed a communication to the city enclosing Offer to Purchase Real Estate covering property comprising the Radio Station. The price established was $2V,500. Motion was made by councilman Elder that the city submit an offer of $9,000. for this property. Councilman Cortesi seconded the motion and same was regularly 'carried. The Library Board addressed a communication to the city council setting fort~ the progress in the past year, due in-part to the cooperation of the City Council. Report for Month of August was attached. City Clerk was instructed to write letter of thanks to the Library Board for the good work done. The Planning Commission addressed a letter to the city council advising that at a special meeting held Sept. llth it WaS voted to recommend to the city council the installation of the Miller parking meter. Council- man Elder moved that the recommendation of the Planning Commission be accepted and ~hat the city proceed with the installation of the Miller parking meters. Councilman Holston seconded the motion and same was regularly carried. Works Engineer Estes submitted a tentative map of Mayfair Village No. 3. It was regularly moved, seconded and carried that same be referred to the Planning Commission. Communication was received from the League of California Cities advising of regional meeting of tax collectors and auditors at San Jose, Oct. 23d and 24th. Motion was duly made, seconded and regularly carried that the Tax Collector be delegated to attend the meeting. A. R. Brauns, 1st Asst., Acting Chief of Fire Dept., submitted report of accident occuring Sept. 18th between Fire Engine No.l,~driver Peter Mariani, and two automobiles at the intersection of Bayshore Highway and Grand Ave. Same was filed. Communication was received from the Acting Chief of the Fire Dept. ask- ing that the council define a policy with regard to PIre Dept. calls outside of the city limits. M~tion was duly made, seconded and carried that this matter be referred to the Planning Commission for study. Claim was received from Barrett & Hil~ in the amount of ~696.00 for re- fund of Head Tax paid for 194~-1946. Motion was duly made, seconded and carried that same be laid over for the present. Report was submitted by councilman Cortesi ~egarding progress of new activities, construction and repairs under his supervision. Same was read and ordered filed. Ordinance No. 252,creating the office of deputy tax collector, was read for the second reading. The ordinance was adopted by the unanimous vote~L~ of all members of the city council. A. R. Brauns, 1st Asst. Fire Chief, addressed the council with reference to payroll deductions for city employees covering Hospitalization. Councilman Bani suggested that same be given more study before deciding on this procedure. Mayor Ferko stated there was a possibility of a Federal Building being located in this section. Councilman Bani made a motion, seconded by councilman Cor~esi, that the representative of this district be contacted regarding the locating of a Federal Building in this city. Motion was regularly carried. Mrs. Hernan stated that rats were getting quite numerous in the South- wood district. Martin Stein submitted an application £6r an ice cream peddler's license. Motion was duly made, seconded and carried that same be denied. Charles Blondino submitted an application for a fish peddler's license. Motion was duly made, seconded and carried that same be denied. J. E. Erwin submitted an application for a service station license at 215 E1 Camino Real. On motion duly made, seconded and carried same was granted. Gloria Moraes submitted an Dpplication for license to engage in business of spot reducing at Room 6, 305 Linden Ave. On motion duly made, seconded and c~rried same was granted. California Flower Shippers submitted an application eo engage in business of wholesale flower shipping at 135 South Linden Ave. On motion duly made, seconded and carried same was granted.
