PLACE: TI~[E: ROLL CALL: CALL TO ORDER: EINUTES: Council Chambers, City Hall, South San Francisco 8:00 p.m. Present: Councilmen G. ~. Holst0n, Chas. K. Elder, Leo ~rko, Adolph Sani, Emilio Cortesi. Mayor D~erko called the meeting to order at 8:10 p.m. City Clerk having forwarded copy of the m%nutes of the previous meeting ~o all members of the council, ~ayor Ferko asked if any errors or omissions were noted. There being none the-minutes were approved as submitted. CORRESPONDENCE: Works Engineer Estes requested ~uthority to make field survey and cost estimate for paving ~adrone Ave. between Chapman and Randolph Aves., Councilman Holston moved, seconded by councilman Elder, that Works Engineer proceed with this survey and cost estimate. Eotion was carried Works Engineer advised it was his intention to make Progress Reports ~ quarterly starting Dec. ~l, 19~8, captioning each project numerically. ~otion was duly made, seconded, and regularly carried that the recommend. ations be accepted and filed. Works Engineer requested authority to make field survey and cost estimate for paving Butler Ave. to a width of ~0 feet. Motion was made, seconded and carried that this matter be tabled until further information is obtained. Works Engineer advised that work done on streets at Village Way by W. G. Ebright was entirely satisfactory and suggested that final payment be made to Conway & Culligan. Notion was duly made, seconded,and carried that same be laid over until Conway & C¥11igan asked for acceptance of street work. Works Enginee~ requested authority to make field survey and cost estimate for paving and sidewalks on ~agnolia A~e, from Railroad Ave. to North Canal St. Co'ncilman Elder moved, seconded by councilman Sani, that Works Engineer be given authority to make survey and cost estimate. ~otion was ~gularly carried. Works Engineer advised that Architect Rowe had asked him for an estimate of street work, bridges, sewerw, etc. which will be reo~ired in the near fubure. Motion was duly made, seconded, and carried that Works Engineer by ~nthorized to give Architect Rowe any information desired. Norks Engineer requested authority to make application for advance for field survey and preparation of plans to Federal Norks Agency for Inter- ceptor and 0utfall Sewer. Eotion was duly made, seconded, and carried that Norks Engineer be so authoriEed. Smith-Blair, Inc., addressed a comm6nication to the City Council asking when sewer line would be laid at the south end of properties fronting Railroad Ave. Same was referred to the Works Engineer. Round California ~hain Corp. addressed a co~N,unication to the City Council with reference to sewage problems. Same was referred to the Works Engineer. A. D. Schader addressed a communication to the City Council ~'~h refer- ence to sewer facilities east of the railroad track. Same was referre8 to the Norks Engineer. SOUTHERN PACIFIC RE - UNDEHPASS: Communication was received from the Southern Pacific C~. confirming commitment of $5,000. towards acquisition of additional right of way to proceed With underpass. Motion was duly made, seconded, .and regularly carried that same be accepted and that City Clerk answer the letter. Brentwood Co. addresseda communication to City Attorney J. W. Coleberd advising that it would be responsibl~ for the repair of all sidewalks damaged by its trucks, or any trucks, operated in the construction of homes in the Brentwood Subdivision No. 1. Same ~as accepted and filed. Communication was received from the South San Francisco Grove l~l Druids and Societa 0perala advising they intended holding a parade~JNov. 16th and a dance in Fraternal Hall the same evening, and requesting permit for same. Also inviting the City Council members to lead the parade. ~otion was duly made, seconded, and regularly carried that permit be granted and that the council accept the in~itation to participate in the parade. L. Bettucchi addressed a communication to the City Council advising that there was no alley in the rear of his store and asked that some relief be extended him in the loading and unloading in front of his place of business. Motion was duly made, seconded and carried that this matter be referred to the. Chief of Police. RADIO LAND: Communication was received from the ~deral Land Bank of Berkeley ad- vising that ~m the City offer of ~9,000. for Radio Station property was too low and asked if another offer was contemplated. Motion was duly made, seconded, and carried that the communication be answered asking for return of ~900. deposit and advising that. the city was not interest- ed further. APP('~ INT~iENT: ~iAYFAIR ~AP #3: FIRE CALLS OUT- SIDE CITY LII¥iITS: NEW FIRE BLDG.: HARTFORD INSURANCE SURVEY: Fire Chief ~elte submitted the name of Gordon Kidwell for appointment to the call forces of the Fire Dept. On motion duly made, seconded and re- gularly carried this appointment was confirmed. Communication was received from t~e Planning Commission recommending that Map of'Mayfair VAllage No.3 be approVed.by the City Council. On motion of councilman Sani, seconded by councilman Holston, the recommendation of the Planning Commission was accepted and ~ap of Nayfair ~illage #3 was approved. The motion was regularly carried. The Planning Commission addressed a communication to the City Council ad- vising that at a special meeting a motion was carried that the Fire Dept. answer only those calls outside the City Limits on which there is a re- ciprocal agreement in case of emergency. Councilman Holston moved, seconded by councilman Sani, that the recommendation of the Planning Commission be accepted,x Councilman Elder moved, seconded by councilman Sani, that the Fire Chief notify the people in the affected areas of the action of the council, the new regulations to take effect 30 days there- after.. Motion was regularly carried. ~otion wa regularly carried. The City Planning Commission addressed a communication to the City Council recommending that the plans for the New F~reeHouse Building be approved and that a special tax, or sales tax, be put into force to raise any additional sum needed over and above the bond issue. Councilman Elder moved, seconded by councilman Sani, that the recommendation of the Plann- ing Commission,with reference to approval of plans, be accepted. Notion was regularly carried. The matter of raising additional funds, if needed~ would be taken up at a later date. Mr. J. C. Lynch ssUbmitted a request for permission to use the Assembly Room of the City Hall W~dnesday evening, Oct. ~$rd, for the purpose of organizing a merchants association. On motion duly made, seconded and carried permission was granted. Communication was received from Health Officer Charles C. Gans advising that the Health InspeCtor for ~is district would be in attendance at the regular meetingsof the City Council. Same was ordered filed. Communication was received from the City Park Improvement Club calling attention to the possible flood danger which might be caused by drainage facilities in the Colma Creek area. On motion duly made, seconded, and carried same was referred to the Norks Engineer. Communication was received from the City Park Improvement Club requesting that one or two of its members be permitted to meet with the Planning Commission and engineers in the rezoning of the City. Mayor Ferko stated all Civic Orginazitions would be notified to meet with the engineers and Planning Commission at the proper time. On motion duly made, seconded and carried, the City Clerk was instructed to so advise the City Pa~k Im- provement Club. Communication was received from the Hartford Accident and Indemnity Co. recommending certain repairs as a result of s survey conducted by their engineer. Same was referred to the Supt. of Streets for an estimate and report. Com~unication was received from City Park Improvement Club calling attent- ion to need of pedestrian crossing lanes across Orange Ave. from the en- trance to ~ayfair Village. Same WaS referred to the Street Superintendent. Communication was received from the South San ranclsco Chamber of Commerce suggesting that steps be taken as soon as possible to widen Grand Ave. Same was accepted and filed. Communication was received from Supt. of Streets suggesting that the Block Book of the city be brought up-to-date. Notion was duly made, seconded, and carried that this matter be referred to the ~orks Engineer. ~nion~OiltGompany addressed a communication to the Fire Chief applying for permission to install gasoline storage tanks at the following busi- ness places: Ken Royce Co. ~. 31~ Linden Ave. Organic Factors & Chemical Co. Linden Ave. A. W. Sorich Bucket Co. 801 Eailroad Ave. As the ~ire Chief had posted the required ~otices for installation, motior_ was duly made, seconded and carried that permission Oe granted~ subject to the approval of the Fire Chief and Building Inspector. Application was received from Joe Bertolucci to remodel his hotel, known as the ~iberty Hotel, at an approximate cost of ~l~O0.. Notion was duly made, seconded, and ca~ried that permission be granted if the remodeling meets building code specifications. Copy of letter written by City Attorney Coleberd to the Country Club Park Improvement Association, with reference to possible annexation, was read and ordered filed. Communication was received from the Personnel Board advising that appli- cations for Building Inspector had been called for. Same was ordered filed. PERS0~NEL BOARD: PAYROLL DEDUCT- IONS - EI¥[PLO~ES: BUSINESS LICENSES: TANFORAN AVE.: CLAIMS: R~.~REATION COM~- ISSION '~-' SALARY INCREASES: PARKING METER ORDINANCE #256: Communication was received from the Personnel Board enclosing copy of a letter to the City Council setting forth a classification of positions of employment and salary schedules, together with certain reco~m~endations, and asking what action had been taken with reference to same. ~otion was made by councilman Elder, seconded by councilman Cortesi, that a meeting be arranged with the Personnel Board at a future date. Eotion was regular- ly carried. Com~unication was received from the City of South San Francisco Employees' Assn. requesting that payroll deductions be made for account of city em- ployes participating in the California Physicians' Service. kotion was made by councilman Elder, seconded by councilman Cortesi, that payroll deductions be made. ~otion was carried by the following vote: Ayes: Holston, Elder and Cortesi. No: Sani. Communication weceived by Fire Chief Welte from W. P. Fuller & Co.,co~mmend- lng the Fire D~pt. for the fine job done in fighting fire at their plant September 20th, was read. Same was ordered filed. ~onthly report off:~..-Librar~ Board for September was read and ordered filed. The following applicatiohs for business licenses were received: Kenneth G. Chapman, ~elmont, for Lunch wagon route. Granted. A & A Bedding e.: Upholstery - Niattress and upholstery renovating, pick up at homes on phone calls. Granted on payment of truck license. American Cleaners, represented by Warren Sell, 504 Victory Ave., Pickup and Delivery of Dry Cleaning. Granted on payment of fee. Golden Eagle Hotel, V01 Bayshore Hlghway~ Sale of beer and wine. Granted. George R. Walker - private patrol, held over for Chief of Police re co~endation V. A. Slocum to operate a pop corn and peanut wagon on the streets of South San Francisco. Mr. Slocum stated this was an all-metal trailer and he w~uld like to park on the main streets. As no trailers wem~.pe~missible, permission was denied. Petition was submitted by residents on Tanforan Ave. requesting that the city take steps to complete sidewalks on the south side of Tanforan Ave. This matter was referred to the Norks Engineer for study. Claims in the amount of ~386V.10 were presented to the finance committee for approval. On motion duly made, seconded, and carried the claims were 'ordered paid. ~ir. Jess requested permission to move building from the east side of Bayshor~ Highway to Peck's Subdivision. Councilman Elder moved that per- mission be granted providin~ all building code regulations were complied with. Councilman Sani seconded ~e ~otion and same was regularly carried. ~r. L. J, Cleminshaw, of the Cleminshaw Appraisal Co., asked permission to meet with the council members Tuesday, Oct. B~nd, at 8:$0 p.m. City Clerk was instructed to advise him that same would be in order. Letter dated Oct. 5th from the Recreation Commission, which was laid over a~last meeting, was now taken up. Councilman Elder moved, seconded by councilman Holston, that recommendations of R~ic~eatfon Commission,with re- ference to employing of J. A. Pless on a part time basis, be accepted. Also that increases in salary, as recommended, be set at 1~%. Motion was regularly carried. Mr. ~artin, of the Santo Cristo Society, addressed the council requesting that the council consider some place in which social activities could be held, due to the remodeling of Fraternal Hall building. He stated this request had been submitted in a letter, but City Clerk had not as yet re- ceived same. ~ayor Ferko advised ~r. Martin that this matter would be given consideration at an early date. Councilman Elder submitted a communication from Charles C. Gans, Director of Dept. of Public Health Welfare, asking that the City Council go on record as endorsing Propositions No. l, ~, ~, ~ and 6 which would be sub- mitted to the voters on Nov. 8th, 19~8. Councilman Elder moved, seconded by councilman Sani, that the council go ~n record as approving propositions as outlined in Dr. Gans' letter. The motion was regularly carried. Ordinance No. 256 came up for the second reading. Councilman Elder moved, seconded by councilm~n Holston, that this ordinance by read by title only and considered as the second reading. Notion was regularly carried. City Clerk then read title of Ordinance No. B88: - An ordinance relating to traffi~and regulating use of public streets in the City of South San Francisco; defining and providing for the establishment of parking meter~ zones; regulating and controlling and providing for inspection of the parking of vehicles therein by t~e use of parking meters; prescribing limits of time for parking in par~ing meter zones; providing for the en- forcement of this ordinance. The Ordinance was adopted by the unanimous vote of all members of the city council. Mrs. Chelini'addressed the city council suggesting that money collected from the parking meters before the ordinance went into effect be turned over to the War Veterans. City Attorney Coleberd stated the city was not empowered to give away money. ORDINANCE #255 Taxi cab s: ADJOURN~iENT: Ordinance No. 255 came up for the second reading. Councilman Sani moved, seconded by councilman Cortest, that this ordinance be read by~tle only, and be considered as the second reading. City Clerk than read Ordinance No. 255 by title and same was adopted by the unanimous vote of all members of the city council. Rap of Avalon Psrk was ~bmitted for consideration. Same was referred to the Works Engineer for checking and ti:~en to be referred to the Planning Commission. Councilman Elder moved that the action of the council in granting .license to Kenneth G. Chapman for operation of a lunch wagon be reconsidered. Councilman Eolston seconded the motion and same was regularly c~rried. Councilman ~olston moved, seconded by ouncilman Elder, that license be granted Er. Chapman subject to the approval of the Health Officer. Coancilman Sani moved that the meeting be adjourned to Tuesday, October 22nd, at V:30 p.m. Councilm&n Holston seconded the motion ~nd same was regularly carried.
