PLACE: TIME: ROLL CALL: CALL TO ORDER: MINUTES: Council Chambers, City Hall, South San?rancisco 8:00 o'clock p.m. Present: Councilmen G. W. Holston, Chas. K. Elder, Leo Ferko, Adolph Cani, Emilio Cortesi Mayor Ferko called the meeti~ to order at 8:00 p.m. On motion duly made, seconded and carried, reading of the minutes of Bhe previous meeting was dispensed with. Standard Oil Co. addressed a communication to the-city council asking for help in providing facilities whereby the storm water from their property may be carried to a sewer connection. This matter was referred to the Works Engineer for investiglation an~ report. SEWAGE DISPOSAL: Communicstion was received ~rom the State Department of Public Health with reference to sewage disposal and treatment. Same was referred to tho Works Engineer, with instructions to advise the State Health Dept. what work;,has been done. RECREATION CO~i~!ISSION. PERMITS: Recreation Commission addressed a communication to the city council call- ing attention to the fact that Ordinance No. 212 provided that the comm- ission should be consulted on outside use of the various recreational areas.. Motion was mo~d, seconded and regularly carried that same be accepted and filed. ~LERAL WORKS AGENCY DVJNDS: BURI BUR1 #2: Works Engineer requested authority to make application for advance for field survey and preparation of plans to Federal Works Agency Bureau for the const~ction of a Sewage Treatment Plant. Councilman Elder moved, seconded by councilman Holston, t~at the Works Engineer be granted author- ity to make application as outlined. ~otion was regularly carried. Works Engineer addressed a communication to the city council advising that he had signed plans for Burl Burl No.2 and suggesting there should be an understanding between the management of Burl Buri and the city council that sufficient money be deposited with the city clerk to pay in full the cost of inspection and laboratory tests~--~axi~~t~. Councilman Sani moved, seconded by councilman Holston, that the recom;;~endations of the Works Engineer be accepted. Notion was regularly carried. Map of Rancho BuriBuri No. 2 was submitted for approval. over for further information from the Works Engineer. Same was laid Works Engineer~submltted letter received from ~lr. J. C. Cherry, Dist. Supt. of So~th San Francisco School District, thanking him for information regarding Orange Ave. sidewalk improvement. Same was ordered filed. BOILER INSPECTION: RePort of Inspection was received from the Hartford Steam Boiler Inspect- ion & Insurance Co. covering special inspection of boilers in the City Hall. Fire Chief Nelte.~,advised that he.was waiting for prices from the C. R. Reichel Engineering Co. and as soon as same were received he wou~d submit them to the city council for approval. The Hartford Insurance Co. report was ordered filed for future reference. W. A. WILEY CLAIM: Carl William Anderson, attorney, presented claim against the City in the amount of ~75.~8 for account of ~. A. Wiley, arising out of collision between city fire truck and automobile. The claim was referred to the city attorney. MAYFAIR #2: Works Engineer presented check for ~865.49 from Mr. L. C. Smith as deposit covering inspector fees on Nayfair Village #2. Regularly moved~?~seconded and carried, that same be accepted. POLICE OFFICERS ELI GIBLE: Personnel Board addressed a communication to the city council advising that Ernest Cortez and Riley N. Edwards had successfully ~assed the ex- amination for police officer and had been placed on the eligible list. Motion was duly made, seconded, and regularly carried that same be accepted and filed for future reference, and that letter of scknowledgment be sent to the Personnel Board. MONTHLY REPORTS: Union Oil Products, on behalf of the Atlas Lead Co., requested permission to install a 285 gallon above ground storage tank for Diesel fuel and a 285 underground tank for gasoline. As the Fire Chief had posted notices in conformity with the regulations, motion was duly made, seconded and carried that permission he granted. Reports of the Fire Chief, Bui_lding Inspector and Poundkeeper for the month of November were submitted . On motion duly made, seconded and carried t~e reports were accepted as ~u~mitted. CLAI MS: Claims in the amount of $18,915.84 were presented to the finance committee for approval. 0u motion duly made, seconded', and carried the claims were ordered paid. Works Engineer submitted report on sewer connections from ~ayfair Sub- divisions Nos. l, 2 and 3, and advised that none of these connections to / the outfall sewer were satisfactory. Report was filed for future reference. Federal Works Agency addressed a communication to ~ayor Ferko advising it was prepared to enter into an agreement with the City to'advance ~12,900. for Advance Planning.for Non-Federal Public Works. Same was referred ~o the city attorney. U. S. Senator Knowland t~legraphed the ~ayor that the Works Engineer for investijiation and report. The telegram was filed. r~EASSESSI~NT: Mark Larwood submitted a proposal to re-appraise the City on the basis of furnishing photostat prints of each appraisal sheet of the County Assessor and show land values on maps to be furnished by the city. The Cost to be based on cost of labor and materials, plus ten percent for overhead and insurance and fifteen percent profit, the total cost Not to exceed $5000. Motion was duly made, seconded and carried that same be referred to the Planning Commission. CLOSING DEL PASO Works Engineer submitted letter received from Burl-Burl Homes, Inc. in DRIVE -BURI BUHI: answer to his letter of Nov. l~th, stating they were in agreement with the closing of Del Paso Drive. Same was ordered filed. The matter of closing this road was referred to the City Attorney. Communication was received from J. H. Skeggs, Division of Highways, revokir portion Of Permit E-~28~1 pertaining to Del Paso Drive, and stating that Del Paso Drive would be closed. ~ame was ordered filed. Ur. ?rank V. Kington, attorney, representing Mrs. Alvina M. Bortis, address ed a communication to the city council complaining of drainage conditions from Burl Burl Rancho. This communication was referred to the Works Engr. Works Engineer submitted photograph showing danger of building streets on an improperly compacted sub-grade. Photograph was taken of completed street in Burl Burl #1 subdivision. Same was ordered filed. AVALON PARK: Works Engineer returned two prints of t~e Avalon subdivision and ~Ubmi2te~t letter recommending tt~t this subdivision be held up mntil it is revised tc include an improved road through the undeveloped portion of the ~ract. Motion was duly made, seconded and carried that Avalon subdivision be held up until the necessary corrections are made. TRA~FIC SURVEY: Chief of Police submitted survey relative to traffic conditions and re- commended various changes in Ordinance #210. Also that a new two-wheel radio equipped motor cycle be ordered. On motion of councilman Sani, seconded by councilman Elder, and regularly carried, recommendations of the Chief of Police were accepted. LICENSES: Alan B. Hayes submitted application for business license to engage in plastic laminating. Same was referred to the Fire Chief. Paul Byne submitted application to engage in fruit and vegetable peddling. Motion was duly made, seconded and regularly carried that permit be granted Leo De Marchi submitted application to engage in auto repsir business at 245 Armour Ave. Same was referred~ the Building Inspector. William V. McCarty submitted application to engage in business of peddling potatoes and apples, claiming he was a Disabled War Veteran. Same was referred b the City Attorney. 12 M Club submitted application for permit to hold dance Dec. 7th. On motion duly made, seconded and carried same was granted. Planning Commission addressed a communication to the city council attaching revised plans of R. P. Blythe Apartments, Peck's Lots~ approving the plans provided there were garage accommodations for each unit. Motion was duly made~ seconded and. carried that the plans be laid over until next meeting. ~[otion was duly made, seconded and carried that the recommendations of the Planning Commission be accepted. Planning Commission addressed a con~unication to the city council recomm- ending that application of L & R Brake Serviee for permission to locate business at Maple and Lux Aves. be denied as this was residential area. ~otion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted.. Mr. Leis addressed the council and asked if there was no way he could be granted a permit. Mayor Ferko explained that the location mentioned was not business area and there was nothing the council could do ~.n the matter.at this time. The rezoning of the city was contemplated and if this was done changes might be made. STOWALL & CO.: Planning Commission addressed a communication to the city council r~commend lng that the proposal of the J. ~. Cleminshaw Co. be filed until s~ch time as the city has been rezoned. Motion w~s duly made, seconded, and regular- ly carried that the reco~.endation of the Planning Conm~ission be accepted. ~'he Planning Commissi&n recommended that the req~est of Stowa~ & Co. to operate a business in this city be granted. ~otion was duly made, seconded and carried that the Planning Commission reco~endation be accepted and permit granted. MADRONE AVE.: SECOND LANE: ~r. Fred Whelsn submitted a letter signed by various property owners on ~ladrone Ave. requesting the paving of Madrone Ave. between Chapman and Randolph Aves. Also attaching an estimate from the Gabriel Construction Co. for this work~ amounting[ to ~i~3945.00. Eotion was duly made, seconded and ca~ried that this matter be referred to the '~orks Engineer and City Attorney. ~ A petition, signed by various property owners on B Street, was submitted requestin~]~ that something be done to alleviate the heavy traffic on B St~ and that E1 Camino entrance to ~'orest }~iomes Auto Court be reopened. ~otion was duly made, seconded and carried that the matter' be referred to t~e Cityi Attorney and another letter written to I~r. T. Mulkey.~. Mayor Ferko asked if there were any protests to the improvement of Second Lane. There being none, motion was made, seconded and carried th. at the matter be laid over to next meeting. There being none~ motion was made, seconded and carried th. at the matter be laid over to next meeting. ~ - 08 AD JOI~RNNENT: Communication was received from the Secretary of the Peninsula Division of League of California Cities advising that there would be a meeting Dec. llth at San Jose, principal speaker Richard Graves. City clerk was instructed to advise San Jose that members from South San Francisco would attend. Councilman Cortesi suggested that a charge of ~100. be made against each building in new subdivisions to pay for sewage disposal. The matter was taken under consideration. Application of Sylvester Stromley for house trailer sales license was laid over further until report was recmived from the city attorney. ~ichael Aaronson, Attorney, submitted, on behalf of Thomas J. Callsn;~ com- plaint to quiet title against various municipalities, including South San Francisco. Same was referred to the city attorney. Various property owners from Peck's subdivision were present and compl~in- ed about building that ~r. Jess had moved into that. area. Notion was duly made, seconded and carried that the Building Inspectorand Health Officer be instructed to see that all building and health regulations are complied with.
