Wi Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, E. Cortesi Mayor Ferko called the meeting tp. order at 8:OO P.M. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Mayor Ferko asked if any errors or emissions were noted. There being none, the minu$e.s were approved as submitted. Councilman Holston moved, seconded by Councilman Elder, that bids on Commercial Avenue improvement work be opened. The motion was regularly carried. The following bids were submitted: Eaton & Smith $17,002.30 Charles L. Harney 13,697.65 Gabriel Construction Co. 12,620.46 L. C. Smith 12,369.07 L. C. Smith being the lowest bidder, Counci!m~n Sani introduced a resolution awarding the contract for doing said improvement work on Commercial Avenue to L. C. Smith. The resolution was adopted by the unanimous vote of all members of the City Council. Councilman Holston moved, seconded by Councilman Sani that bids for Roller be opened. Motion was regularly carried. The following bids were submitted: Charles A. Ross $25.00 A. Monetini 32.50 As these bids were considered too low, Councilman Holston moved, seconded by Councilman Sani, that same be rejected. Motion was regularly carried. Councilman Elder moved, seconded by Councilm~n Sani that the City Attorney prepare a resolution calling for new bids for the sale of the Tandem Roller. The motion was regularly carried. Motion was duly made, seconded and regularly carried that bonds of all unsuccessful bidders on Commercial Avenue work be returned to them. Motion was duly made, seconded and regularly carried that bonds of all ~successful bidders on Second Lane improvement work be returned to them. Com~,nication was received from the Boosters Club extending an invitation to participate in their parade to be held July 6th. Same was laid over for further consideratibn. Cosmmnication was received from the Peninsula Division, League of California Cities, advising of meeting to be held Thursday, April 17th, at Belmont. Same was referred to City Clerk for answering. Societa' Operaia requested permission to hold dance ~my 3rd, 1947 at Fraternal Hall. Motion was duly made, seconded and regularly carried that permit be granted. Communication was received from the Housing Authority of the City of South San Francisco advising they had a request for the building of a launderette in the Lindenville housing project and recommended that this area be rezoned to permit such a business. Councilman Holston moved, seconded by Councilman Cortesi, that the City Attorney prepare necessary amendment to the zoning ordinance to permit the operatibn of a launderette in Lindenville. The motion was regularly carried. Communication was received from the Machinery and EquipmentCompany applying for a business permit to operate on South Maple Avenue. As Building Inspector stated plans met th9 building code regulations, motion was dulymade, seconded and carried that permit be granted. Application was receiwed from George A. Coleman Company to engage in the business of light manufacturing on South Linden Avenue. Motion was duly made, seconded and carried that permit be granted. Communication was r~ceived from the League of California Cities calling attention to Assembly Bill No. 14, now before the assembly, referring to exclusion of territory from :cities. As this bill was considered a detriment to the cities a motion was duly made, seconded and carried that telegrams be sent to Assemblyman Do'wig and Senator Parkman asking that they vote against this bill. Communication was received from the Gordon Rowe Compa~ advising they were continuing regular audit of city books and the quarterly report would be forthcoming in the immediate future. Same was ordered filed. Communication was received from the U. S. Post Office, South San Francisco, complaining that their employees were annoyed by dogs to the extent of being bitten, and asked correct- ion of this condition. City Clerk was instructed to answer the letter advising that the matter would be checked into. Also asked that the Post Office designate specific cases of dog bites. Communication was received from Mrs. Gebhardt stating ~he would like to donate one of Mr. Gebhardt's paintings to the City of South San Francisco' to be hung in the Library. This matter was referred to the Library Board. Communication was received from the South San Francisco High School Commissioners enclos- ing a petition signed ~y students of the Junior-Senior High School asking that steps be taken to use the $40,000 Recreation Fund for the construction of a swimming pool instead of to build three recreation buildings. The representative body of the school commission- ers present was advised by the Council that~this money could not be u~ed for any other purpose than for recreation buildings without a two-thirds vote of the people. The petition was referred' to the Recreation Commission. of the City Council, Mayor Ferko asked if any errors .or omissions were noted. There being none, the minu~e.s were approved as submitted. COMMERCIAL AVE. B IDs: RESOLUTION ~1201: Councilman Holston moved, seconded by Councilman Elder, that bids on Commercial Avenue improvement work be opened. The motion was regularly carried. BURI BURI NO. 1 EXT~SION OF TIME: OUTFALL SEWER COMPLETION: Communication was received from Buri Buri Homes, Inc. requesting a further extension of 90 days in which to complete work at Buri Buri Unit No. 1. Motion was duly made, seconded and carried that additional 90 days time be granted. Communication was received from McGuire & Hester advising that motor had been installed in the outfall sewage disposal project, and requesting payment of the $2500.00 balance due. A~ the Works Engineer and Superintendent of Streets advise~ that the motor had been install- ed and was in operation to the satisfaction of the United States Navy, motion'was duly made, seconded and carried that the $2500.00 be paid McGuire & Hester. BURI BURI SIGNS: SOUTHERN BOUNDARY SURVEY: FR~WNK BARTLETT CITIZENS TRAFFIC COMMITTEE: Cemmnnlgation was received from Works Engineer', enclosing letter from Buri Buri Homesi Inc., requesting permission to erect two signs on their property, Motion was duly made, seconded and regularly ~arried that permission be granted for the erection of two temporary signs as requested.. Works Engineer Es%es requested permission to make survey and description to locate Southeast Boundary of South San Francisco. Same was referred to the Planning Commission. Communication was received from Frank Bartlett of the Peninsula Citizens' Traffic and Transit Committee advising that the committee would meet at the supervisors chambers, Redwood City, at 7:30 P.M. April 8th to consider traffic and transit problems of the County and asked that a representative be present from South San Francisco. Councilman Sani a~ated he would arrange for one of the police officers to attend. DIVISION OF HIGHWAYS Communication was received from the Division of Highways calling attention to the increas- RE TRAFFIC ORDINANCE; ing hazard to the motoring public and asking aid in measures to control same. A copy of zoning ordinance passed by the Tulare County Board of Supervisors was enclosed and it was suggested that the city adopt an ordinance along the same lines. Motion was duly made, seconded and carried that this matter be referred to the Planning Commission. BUSINESS LICENSES: Thomas Gonzales submitted an application to engage in business of Spanish kitchen, to be known as "El Rancho Grande", at 20& Lux Avenue. Motion was duly made, seconded and carried that permit be granted. Charles & Leona Wilcox submitted an application to engage in business of box lunches at the industrial plants. Motion was duly made, seconded and carried that same be referred to the Health Department. F. D. MINUCCIANI: Communication was received from F. D. Minucciani requesting that he be listed with other local agents to participate in insurance written in favor of the City of South San Francisco. Motion was duly made, seconded and regularly carried that same be granted. PETER MAIRANI: Communication was received from Fire Chief Welte enclosing letter from Doctor Clearywhich states that Peter Mairani w~s able to do only light work. Fire Chief advised that there was no light work in the department and recommended that Mr. Mairani be placed on disability retirement. Motion was duly made, seconded and regularly carried that the recommendation of Fire Chief be accepted and that the case be referred to the Retirement Board. HOG RANCHES: Communication was received from the Board of Supervisors advising that no applications had been filed for permits to conduct h6g ranches in the north end of South San Francisco. Same was filed. CONVENIENCE STATION Superintendent of streeta recommended that plans and specifications be drawn up for a ORANGE AVE. PARK: convenience station at Orange Avenue Park. Same was referred to the Works Engineer. STREET N~UW.~: Communication was received from Superintendent of Streets recommending that Magnolia Avenue in Mayfair Village be designated as South Magnolia Avenue; that Fairway Drive in Southwood Subdivision south of West Orange Avenue be changed to South Fairway Drive; and that street in Parcel 25 Zone A be named Holly Avenue. Motion was duly made, seconded and carried, that the recommendation of the superintendent of streets be accepted, and the matter be referred to the City Attorney for the necessary resolution. STREET DEPT. PERSONNEL: MONTHLY REPORTS: Communication was received from the Superintendent of Streets recommending various qualifica- tions for street department utility men. Same was referred to the Personnel Board. Reports for the month of March were submitted by the Chief of Police, City Judge, Building. Inspector, Fire Chief, Health Inspector and Pound Keeper. Same were approved as submitted. Claims in the amount of $14,278.68 were presented to the Fin~uce Committee for approval. On motion duly made, seconded and regularly carried the claims were ordered paid. PLANNING SURVEY: Hahn, Campbell and Associates submitted statement of $800.00 for services rendered to March 15th. Same was held up p~ding meeting with these people, suggested to be held April 12th at 10 A.M. SOUT~IDOD BUSINESS Communication was received from the Planning Commission recommending approval of business SECTION: section arrangements at Southwood subject to such requirements as the State may request. Motion was duly made, seconded and carried, that the recommendation of the Planning Commission be accepted subject to requirements as noted. DALYSUB-DIVISION: Narks Eagineer submitted for approval and filing plans and specifications of Daly. Sub-division. ELECTRIC POLE An ordinance repealing ordinance No. 214, prohibiting the erection or maintenance of poles ORDINANCE REPEALED: supporting electric wires, telegraph wires and telephone wires and requiring the removal of such poles, on Grand Avenue, between the westerly.boundary line of the right of way of the Southern Pacific Company and the easterly, line of Spruce Avenue, had its first reading. ORDINANCE ~262 - GA~J~AGE: ADJOURNMENT: Councilman Elder. moved, seconded by Councilman Sani that Ordinance referring, to poles on Grand Avenue be read by title only. Motion was regularly carried. The City Clerk then read the title - A~ ordinance prohibiting the erection or maintenance of poles supporting electric wires, telegraph wires and telephone wires, and requiring the removal of such poles, on Grand Avenue, between the westerly boundary line of the right of way of the Southern Pacific Company and the easterly line of Spruce Avenue, in the City of South San Francisco. Same was considered the first reading of this ordinance. Councilman Cortesi introduced a resolution consenting to the formation of an assessment district and grantin$ J~i~l~e~ to the City of San ~Bru~o in connection with formation of. said assessment district an.d the making of said improvement. The resolution was adopted by the una~im~s vote of all members of the City Council. Ordinance amending Number 150 establishing regulations 'for the accumulation, collection and removal of garbage was read for the second time. The ordinance was adopted by the unanimous vote of all members of the City Council. On motion of Councilman Holston, seconded by Councilman Sani, and regularly carried the meeting was adjourned to April 21, 19&7 at 8 P.M. Time of adjournment 10:30 P.M.
