OVERPASS: WAIVER ~EST ORANGE AVENUE: RESOLUTION #12~6 WEST ORANGE AV~. !~?~OVE- ~T: RESOLUTION ~1247: ~SOZZ, TIO~ #12~: _RESOLUTION #1249: PARKING LOT: ADJOUP~NED },~ETING OF THE CITY 'COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO, HELD THURSDAY, AUGUST 7, 19~7 Pursuant to adjournment, the Cfity Council of the City of South San Francisco met in regularly adjourned session at ~ o'clock p.m. on August 7, 19A7. There were present the followi'ng councilmen: G. ~. Holston, Leo Ferko, Emilio Cortesi, and Adolph Sani. Councilman Charles K. Elder was absent. The meeting was called to order by Leo Ferko, mayor. Reading of the minutes of the previous meeting was dispensed with. ~ayor Ferko stated that the city had not been supplied with adequate plans for the overpass on Grand Avenue and work was being done which would appear to'cut down the width of Grand Evenue. Therefore, a telegram was sent to the state highway engineer at Sacramento asking that a reprasentati~e be present at this meeting. Messrs. Duffy, Ferneauy and Thompson were present and described the plans and the work to be done o~ the overpass at Grand Avenue. After their explanation, the City Council was satisfied ~dth the wor~ as outlined. The state engineer stated plans would be forwarded to the city as sobn as a contract for the street work for Grand Avenue was let. A waiver covering street work on '~est Orange Avenue was filed. Councilman Sani introduced a r%solution declaring the city's intention to improve ?~est Orange Avenue between the south line of Railroad Avenue and the South s~de of San Francisco Municipal Railway. Said resolution was adopted by the unanimous vote of all members of the cit~bouncil present. An estimate of the cost of the construction of a central police station, based upon the plans and specifications heretofore adopted by said City Council, was presented to said City Council by Architect~William Henry Ro~e. The estimate of the cost of constructing said central police station is $150,000.OO. An estimate of the cost of constructing a central fire department station, to~ether ~lth an~estimate of the cost of constructing the fire department s~station, as prepared by said.Architect !"Filli~ Henry ~owe, was presented to said City Council. There was also presented to said City Council by A. J. '~lte, Chief of the Fire Department of said city, an estL~ate of an aerial service truck and pumping engine. The estimate of the cost of bonstructin.~ said central fire department station and the fire department substation west of E1 Camino ~eal, together with the necessary furniture and equipment for each of said buildings, and the acquisition of an aerial service truck, pmnping engine, is ~2~0,O00.00. There was also p~esented to said City Council the estimate of said Architect m.¥illia~ Hehry Rowe for the construction and equipment of three (3) recreation buildings in said city, based upon plans and specifications heretofore adopted by said City Council. The estimate for the construction of said recreation buildings presented to said City Council by said Architect is ~70,000.00. Thereupon Resolution A, in which said City Council determines that public interest and necessity deman4 the acquisition, construction and .completion of a central police station, ahd the acquisition of the necessary furniture and'e~ipment for the same are convenient and necessary to carry out the objects, purposes and powers of said city, and that the estimated costs of said improvement, together with the necessary equipment, is $150,O00.O0, mod that the c~osts thereof will be too great to be paid out of the ordinary annual income of said ci%y and will, in addition to the other expenditures of said city, ekceed the income and.revenue of any one year, was adopted by said City Council, by the following vote: Ayes, Councilmen G. W.~Holston, Leo Ferko, Adolph Bani, and ~milio Cortesi. Councilman Charles K. Elder was absent. Said resolution is recorded in Volm~e 4 of Hesolutions at page 188. Thereupon Re~olution B was adopted by said City Council by the following vote: Ayes, CounciLmen G. W. Holston, Leo Ferko, Adolph Bani and Emilio Cortesi. Councilman Charles K. Elder was absent. In said hesolutioH B, said City Council determines that public interest and necessity demand the acquisition, construction and completion of a central fire department station in said city and a fire department substation west of E1 Camino Real, in said city, together with land, buildings, furnitures and equipment therefor, and an aerial s~rvice tD~ck, a pumping engine and other fire fighting e$~ipment, works, property, structures an8 eouipment for the fire protection purposes of said City of South San Francisco, that the cost of the acquisition, censtruction and completion of said improvement is $280,0OOVOO, ~and that said City of South San Francisco needs the sum of ~1~5,000.00 for ~aid purposes, and that sum of ~185,OOO.O0 is and will be too great to be paid out of tbs ordinary annual income and revenue of said cit~. Said resolution B is recorded in Volume ~ of Resolutions at page 18~. Thereupon Resolution C was adooted by said City Council by the following vote: Ayes, CounciLmen G. ~. Holston, .Leo FerPo, Adolph Bani and Emilio Cortesi. CounciLman Charles K. Elder was absent. In said Resolution C said City Council determines that public interest and necesslt~ demand the acquisition,, construction and completion of three recreation buildings and the acquisition of the necessary furniture and other equipment for such recreation buildings, that the estimated cost of said improve~nents and equipment is $70,000, and that sa~d city needs the sum of ~30,000 for said purposes; that said sum of ,30,000 is an~ will be too great to be paid out of the ordinary~annual income and revenue of said city, and '~ill in addition to the other expenditures of sa~d City of South San Francisco, a municinal, exceed the' revenue for any one year. Said Resolution C is recorded in Volume 4 of 2esolutions at ,p~ge 189. Mr. Lester Immer~nan~ of the State Theatre, submitted a plan covering the parking problem. He agreed to rent the theater'~s parking space for $50 per month to the city, provided the city would arrange for a man to open the gate' ~n the morning and have al.! cars off t.h~-~ ~,~:rl,~ir.,g sI~ace by 5 p.m. This matter was laid over until ~,~onday evening. In said Resolution C said City Council determines that public _~nterest and necesslt~¢ demand the acquisition, constructdon and completion of three recreation buildings and the acquisition of the necessary furniture and other equipment for such recreation buildings, that the estimated cost of said improve~?/ents and equipment is ~70,000, and that said city needs the sum of ~^30,000 for said purposes; that said sum of $30,000 is and will be too great to be paid out of the ordinary~annual income and revenue of said city, and will in addition to the other expenditures of said City of South San Francisco, 8 mun~cinsl, exceed the~ revenue for any one year. Said Resolution C is recorded in Vol,mine A of 2esolut~ons at .p~ge 189. ~.[r. Lester Immerman, of the State Theatric, submitted a plan covering the p~rking problem. DA PRATO BUILDI~~ P?~,[IT: PLANS: ERNEST ~,ORT~: ADJ OU ~h~A~'T: Perseo Da Prato requested permission to construct a bu~.ldins at _~!o. 429 Grand Avenue. A motion was duly made, seconded and carried that a permit be ~ranted, provided the construction meets with +he buildinF code reouirements. A communication was recei, ved from the Brentwood Company askinz that the l'~rks Engineer be authorized to prepare ~lans and specifications in Orentwood No. 3. A motion was duly made, seconded and carried that %h~ works engineer be instructed to prepare the necessary plans and specificationM. Chief of Police Pelloni advised that Officer Ernest Cortez had completed six months' probationary period as a police officer. Motion was duly made, seconded and carried that Officer Ernest Cortez be apoointed permanently to the police force and that(the personnel board be so advised. A motion was duly made, seconded and carried that the City Clerk be instructed to procure the necessary ballots and index for bond electS, on to be held on September 16, 1947.
