Council Chambers, City Ua!l 8:00 p.m. Present: Councilmen Victor Boido, Chas. K. El~er, Leo Ferko, Adolph Sani, ~mJlio Cortesi. The meeting was called to order by ~iayor Ferko at 8:00 The City Clerk having for;Yarded copy of the minutes of the previous meeting to all members of the City Council, '~myor FerkO asked if there were any errors or omissions. There being none the minutes were approved as submitted. The Recreation Corm~ission recommended that the City Council take any action it considered appropriate in the matter of "Objectionable Comics" as contained in letter from the Knights of Coh~nbus. This matter was referred to the City Attorney so that he might draw up ah ordinance to cover the subject. Comm~mication was received from the Chief of Police advising that the traffic conditions as complained of by the Pack's S~lbdivision Improvement Club had been corrected. City Clerk was instructed to advise the Pack's Subdivision Improvement Club accordingly. On the matter of ownership of property adjacent to Mayfair Village a com~mic~tion was received from the City Attorney advising that this property bad ~een acquired by the city from the South San Francisco Lsmd and Improvement Company by a deed dated March ?, 19&4. This communication was ordered filed. On the matter of recommendation by the Health Inspector that condemnation procedure~ be instituted against property at 233 Aspen Avenue, the City Attorney suggested that this be investigated further. The Mayor appointed a committee consisting of Councilman Sani, Attorney Coleberd and ~lealth Inspector ScBlamm to go into the matter further. An ordinsnce prohibitin~ the acc~nulation of old metal came up for second reading.' ~.iotion was made. by Councilman Elder, seconded by Councilman Boido and regularly carried that this ordinJnce be read by title only and be considered as the second reading. The Clerk then read the title of the ordinance: "An Ordinance Prohibiting the Accumulation of Old Iron, Tin, Sl~eet Metal, Automobile Parts, L~achinery and Iron or Wooden Barrels in Certain Parts of the City of South San Francisco". This ordinance was adopted by th~ unanJ~,ous vote of all members of the City Council. Coz~unication was received from the San Francisco Drive-In Theatres Corp. advising that Mr. Newall of Cypress Lawn objected to their erecting s neon sign over the South San Francisco city sign at E1 Camino Real and Mission Road. They also advised that the residents of Mayfair Village were pleased ~th the services of their Special Policeman but complained of ~convenience from the road blocks that the Chief of Police had ordered on t2e street adjacent to L~ayfair Village. The l{ayor appointed Counci~nan Cortesi and Chief of Police Belloni as a committee to contact Hr. Stevenson of the 'San Francisco Drive-In Theatres Corp. to iron out these matters. Comm~mication was received from the Paradise Valley Improvement Club endorsing the suggestion of the Brentwood Club that the Boy Scout cabin in Orange Avenue ~.~emorial Park be moved to the Brentwood City Park. This communication was referred to the Recreation ~ommission. Communication was received from Fire Chief 7~%lte advising that Thcs. Ga!li had resigned from the Call Forces of the Fire Dept. as of October 20th. RECREATION POLICIES: Communication was received from Director of Recreation Sterling S. i~nans in answer to the city's letter regardin~ policies and use of Recreation Buildings. This comm~mication was referred to the Recreation Commission. This communication was laid over for further study. STREET ~[PLOYEES A?POINT~.~NTS: Communication was received from the Personnel Board questionin? the appointments to the Street Department made by the City Comncil October ?, 19~. This matter was referred to the City Attorney. JACK HIC~¥ BnILDING: Application was received from Jack Hickey to construct a steel building on the south side of Linden Avenue near ~ayshore Highway. After considerable discussion motion was duly ~de, seconded and carried that this application be referred to the Planning Commission. FRANCI SC 0 TErrACE ~ RESOL;~IOY NO. 1388: Coamunication was received from the Atlas Realty Co. confirming understanding of certain co~nitments made relative to the improvement of Spruce Avenue; also submitting bond in the amount of ~10,000.00 covering ~mDrovements on road in Francisco Terrace. As these matters were in accordance with Council's requests, Councilman Sani introduced a resolution adopting and ap?roving ~l~ns ~n~ specifications for the improvement of streets in Francisco Terrace. This resolution was adopted by the ~manimous vote of all members of the Oity Co,mcil. DRAINAGE - ~.~ARTIN SCHOOL P~2OPERTY: Co~nunication was received from Bamberger and Reid suggesting that the City install a catch basin on the [~st side of Hillside Boulevard so that the concrete pipe now b~ing installed by the School District would carry off the street drainage. This matter was referred to a committee consisting of Councilman Cortesi, Superintendent of Streets Schweining and i.~rksEngineer Randlett. GRADE CROSSING SURVEY: Commmu~cation was received fr~n the Southern Pacific Co. advising that the California Public Utilities Commission had requested certain work to be done to improve existing grade crossings. This c~nmunication was ordered filed. Co~r~unication was received from Harry L. Parlcuan, State Senator, advising that he was Watching the matter of Federal Finances for the construction of the underoass at the Southern Pacific Tracks at Grand Avenue. Same was ordered filed. CHEStnUT AVE~IE EXTENSION: ~RTIN SCHOOL DISTRICT Communication was received from the South San Francisco'Unified School District asking DP~.!NACE: that the city secure permit from the ~an Francisco ?~ater Department to complete fill over their easement in the Martin School area. This matter was referred to the -~rks Engineer. Communication was received from the Superintendent of Streets ~dvising that no provisions had been made for curbs and ~tters on each side 6f the pro~osed road extend- ing Chestnut Avenue. I~otion was duly made, seconded and carried that the Engineer include a pedestrian path in the Chestnut Avenue Extension o]ans and specifications. RESOLUTION NO. 1389 DIVISION OF HI~N[AYS: Communication'was received from the Division of Highways requestin~ a resolution correcting error in agreement for maintenance of State Highways. Councilman Elder 'introduced a resolution correcting error on page 3 of this agreement. This resolution was adopted by the unanimous vote of all members of the City Council. W. ~?iIliams Co. for certain street lighting system in the Southwood Commercial Tract. BURI: RESOLUTION NO. 1393 BT~RI BI~I FIRE SITE: °' A" ~TREET COMFLAINTS: NAYFAIR VILLAGE TRAFFIC: C OLEBEP~D ABSF~CE: ADJOURNMENT: Councilman Elder introduced a resolution authorizing the execution of a quitclaim deed to Buri Burl Homes, Inc. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Sani introduced a resolution providing that. the city accept the deed ~erein Burl Burl Homes! ~nc. conveys to the City lots No. i and 2 Block I in Rancho Burl Buri for the sum of $3~A~6.80. This resolution was adopted by the unanimous vote of all members of the City Cmmcil. Residents of'A°'Street addressed the Council complaining that'A'gtreet had been closed by a certain contractor and they were una?.le to. enter their garages. After some discussion it was regularly moved, seconded and carried that the '%rks Engineer and Superintendent of Streets be empowered to abate the nuisance on A Street under threat of actio2 under penal code. Traffic on road on the north side of Mayfair Village was again b~sught up for discussion. As a committee had been apoointed to check into this condition the _matter was laid over. City Attorney Coleberd requested permission to attend the National Institute of Municipal Law Officers Convention in Washington D. C. He would be absent from November 25th to about December 12th and would have a substitute to attend the Council meetings. ~otion was dulymade, seconded and carried that the. City Attorney be granted leave as requested. The Eayor advised the City Attorney that the Planning Commission would like his attendence at their meetings. The City Attorney stated that he would provide for same. On motiOn of Councilman Elder, seconded by Councdlman Sani and regularly carried the meeting a~journed to November 15th ~t 8:00 p.~.
