K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order at 8:00 p.m. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Mayor Ferko asked if there were any errors or omissions. There being none the minutes were approved as submitted. DRAINAGE - HILLSIDE BOULEVARD: The Works Engineer reported he had contacted Superintendent of Schools Cherry with reference to drainage down Hillside Boulevard into the Martin School site and Mr. Cherry stated he would bring the matter before the School Board. Therefore, same was laid over until report from Mr. Cherry. NEON SIGN CONTRACT{' Matter of maintenance of city neon signs as submitted by the Burlingame Neon Sign Co. was taken up. As the San Francisco Drive-In Theatres Corp. had agreed to maintain one of the City's signs, contract as submitted by the Burlingame Neon Sign Go. was filed. Communication addressed to Councilman C6rtesi was received from the San Francisco Drive-Ir. Theatres Corp. They desired to discuss the matter of maintenance of the City neon signs with the Council. This matter was referred to Councilman Cortesi. PETITION - LINDEN AVE. STREET LIGHTING: Councilman Cortesi reported he had looked into the matter of the lighting of Linden Avenue for the Christmas Holiday Season as requested in petition signed by Linden Avenue merchants. He advised that as funds were not available for same nothing could be done this year in the way of Christmas lighting. OFFICER ANDERSON - CIVIL SERVICE: ~ne question of Police Officer Lester E. Anderson's standing with regard to 8ivil Service was taken up. The~.Mayor advised that the Council members had met with the Personnel Board and it was decided to hold this matter over until the return of City Attorney Coleberd. EXAMINATIONS - POLICE OFFICF~S & POLICE MATRON: Communication-was received from Chief of Police Belloni requesting that the Personnel Board be instructed to call for examinations for Police Officers and Police Matron. Motion was duly made, seconded and carried that the Personnel Board be instructed accordingly. RETIR~NT SYSTEM SURVEY: Communication was received from the State Employees' Retirement System enclosing contract providing for the preparation of reports covering survey reducing the retirement age of City employees. This matter was laid over until the next regular meeting. RECREATION BUILDINGS DEDICATION: Communication was received from the Committee on Arrangements advising that the new recreation buildings would open Sunday, December 19th and requested that the Council members be present at the dedication ceremonies at Memorial Park. This communication was ordered filed. BUSINESS LICENSES: Mrs. Nary A. Downing submitted application for a Barber Shop at 322 E1 Camtno Real. Motion was duly made, seconded and carried that license be granted. E. Christensen submitted application for a business license to sell Ceramic Supplies at 20A Lux Avenue. After some discussion motion was duly made, seconded and carried that license be granted. Roy Parenti submitted application for a business license to operate a Service Station at Linden and Railroad Avenues. Motion was duly made, seconded and carried that license be granted. David Spirio submitted application for business license for Metal Polishing at 27 South Linden Avenue. Motion was duly made, seconded and carried that license be granted. HOUSING AUTHORITY - IN LIEU OF TAXES: Russell S. Howard submitted application to sell Christmas Trees from December 8th to December 25th at Linden Avenue and Village Way. Motion was duly made, seconded and carried that license be granted upon payment of the proper fee. Communication was received from the Housing Authority enclosing checks in the amount of $10,002.31 in payment in lieu of taxes for the 19A8-~9 period. This communication was ordered filed. POLICE BUILDING CREDIT: Communication was received from Architect Rowe enclosing change orders covering a credit of $780.00 on the new Police Building. He requested that this change order be signed and one copy returned to his office. Motion was duly made, seconded and carried that this credit of $780.00 be accepted and the change order signed. GENERAL ELECTION - NOVEMBER 2ND: PECK' S IMPROVEMENT CLUB: Certificate was received from the County Clerk covering the canvass of votes cast ~t the general election November 2nd, with regard to proposition amending Ordinance No. 216 - Civil Service. The result of votes showed 1831 Yes; and 3309 No. This certificate was ordered filed. Communication was received from the Peck's Subdivision Improvement Club thanking the council for installing 25 mile zone signs and also for the officer put on duty at Butler Avenue and Bayshore Highway. This communication was ordered filed. TREE PLANTING - BURI BURI: S a ET WO - BUR1 BE NO. 2: Communication was received from Superintendent of Streets recommending that no trees be planted in Burl Burl Subdivision'No. i due to the underground street lighting system. This matter was laid over until Councilman Cortesi could investigate. Communication was received from Superintendent of Streets recommending the acceptance of street work of a portion of Buri Buri No. 2; also advising that no decision had been made on the installation of fire alarm boxes and that street signs had been ordered. Mr. Rocca, former member of the Planning Commission, stated the original map of Buri Burl showed an area set aside for a playground. The Works Engineer was instructed to check into this matter. Communication was received from the Superintendent of Streets recommending the acceptance of sewer work in South Maple Avenue. Motion was duly made, seconded and carried that the recommendation of Street Superintendent be accepted. Communication was received from the Superintehdent of Streets advising that the Belair Office Building had been entered on November 29th and various articles stolen. He recommended that two additional watchmen be appointed. This matter was laid over until next meeting. Communication was received from the Superintendent of Streets recommending that Merle Reidell and Arthur W. Trtplett be appointed to the Street Department as Utility Men at a salary of $239.00 per month. Motion was duly made, seconded and carried that the recommendation of the Superintendent of Streets be accepted and the Personnel Board so notified. Oommunication was received from the Burl Buri Community Olub calling attention to the dangerous traffic situation on E1 Camino Real near Arroyo Drive. They asked that this area be placed under police supervision during the busy hours of the day. This matter was referred to the Police Commissioner and the City Clerk~was instructed to notify the Burl .Buni Community Club of the action taken. Communication was received from the Peninsula Division of the League of California Cities advising that amendment to the Articles of Associa~ion had been adopted providing for an Executive Committee composed of one representative from each member municipality and asked that bhe City appoint a representative. ~otion was duly made, seconded and carried that the Mayor be appointed to this committee.. Communication was received from the State Disaster Council advising that the City's ~ocuments would be presented to the State Disaster Council at it's next meeting and asked that personnel of the City's organization be appointed and the Disaster Council so advised. The Mayor requested Councilman Elder, Fire Chief Welte, and Chief of Police Belloni to meet with him Wednesday at ~:00 p.m. to discuss this matter. ErnestL. Bonalanza submitted his resignation from the Personnel Board effective as of November 2A, 19AS. Motion was duly made, seconded snd carried that Mr. Bonalanza's resignation be accepted and that a letter of thanks b~ sent him for his work on the Board. Communication was received from the City of Oakdale requesting information on the city's used street sweeper. This matter was referred to Councilman Cortesi and City Clerk Hyland. Request was received from Sociedad Mu~ualista Mexicana for permission to hol~ dance on December llth at the American Legion Hall. Motion was duly made, seconded and carried that same be granted. Communication was received from the ~alifornia ~Vmten Service advising of hearing to be held December 9th before the Public Utilities Commission for an increase in water rates. The press was asked to take notice of this hearing. Communication was neceived from the Works Engineer requesting authorization ,to survey property between Grand Avenue and Mission Road to be used for a playground. Motion was duly made, seconded and carried that the Works Engineer be authorized to'make this survey, Communioation was received from Fire Chief Welte attaching report covering test of hew American LaFrance fire engine and recommending the acceptance of this engine. Motion was duly made, seconded and carried that the recommendation of the Fire Chief be accepted. Fire Chief Welte submitted the name of Italo Ferrario for appointment to the Call Forces of the Fire Department. Motion was duly made, seconded and carried that the appointment of Italo Ferrario be confirmed. Communication was received from Fire Chief Welte requesting permission to have radio equipment installed in the new fire engine at an approximate cost of $500.00. Motion was duly made, seconded and carried that this ~equest be granted. Communication was received from the South San FrancisCo Scavenger Co. advising that the Sorich Bucket Co. had been removing rubbish from the DuPont plant which was in violation of their agreement with the City. This matter was referred to Councilman Sani and Cortesi for investigation. Notice was received from the California Toll Bridge Authority advising of meeting to be held on December l&th for a hearing on San Francisco Bay toll crossing. This notice to be placed on the Bulletin?~Board. Communication was received from the Peninsula Division League of California Cities advising of ~lo~sr meeting Thursday, December 16th at South San Francisco. Mayor Ferko asked that all heads of the departments 'and Chairmen of commissions be present at this meeting. The Chief of Police was asked to take care of the parking situation on that night. Reports for the month of November were submitted by the Chief of Police, City Judge, Fire Chief, Building Inspector, Department of Public Health and Welfare, and Humane Officer. On motion duly made, seconded and carried same were approved as submitted. Claims in the amount of $27,387.10 were presented to the Finance Committee for approval. Oh motion duly made, seconded and carried claims aa submitted were ordered paid. Communication was received from Piwald's Prescription Pharmacy protesting the adoption of this ordinance at this time. Mr. Piwald was present and stated it was his understanding that objectionable comic books were gradually disappearing from publication. The Mayor stated he had talked with the head of Juvenile Delinquency of San Francisco who advised him the Board of Supervisors.had passed a resolution on this subject. Under these circumstances the Mayor suggested that the Ordinance be laid over for a period of 30 days. Communication was received from Gilbert Lazzari advising that tenancy of Recreation Building on Maple Avenue would terminate December 31, 19~8. This communication was ordered filed. An ordinance covering the depoSit of rubbish, etc. came up for second reading and was read in its entirety. This ordinance was adopted by the following vote: Ayes, Council- men V. Boido, C. Elder, L. Ferko, A. Sani, E. Cortesi$ Noes, Councilmen None; Absent, Councilmen None. Councilman Sani introduced a resolution authorizing an agreement between the City and the United Packing Co. covering sale of a certain portion of land in the City. This reso~Ation was adopted by the unanimous vote of all members of the City Council. ~he Mayor asked if there were any protests against the un~id assessment in Buri Buri No. 1. There being none Councilman Elder introduced a resolution providing for the issuance of street improMement bonds in the amount of $55,076.98. This resolution was adopted by the unanimous vote of all members of the City Council. The May~r asked if there were any protests against the assessment covering sewer from South Magnolia Avenue to South Spruce Avenue. There being nohe Councilman Cortesi introduced a resolution providing for the issuance of improvement bonds in the amount of $3,117.97.. This resolution was adopted by the unanimous vote of all members of the City Council. The Mayor asked if there weEe any protests again~the issuance of bonds covering the improvement of West Orange ~venue. There being none Councilman Boido introduced a resolution providing for the issuance of improvement bonds in the amount of $1,8&1.00 . This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Sani introduced a resolution approving diagram for the construction of a sanitary sewer in South Maple Avenue. This re~olutionwas adopted by the unanimous vote of all members of the City Council. Councilman Elder introduced a resolution confirming assessment for improvement work covering South Maple Avenue. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Cortesi introduced a resolution approving diagram for work described in Resolution of Intention No. 1233 Buri Buri No. 2. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Elder introduced a resolution confirming assessment for improvement work in Burl Buri No. 2. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Oo~tesi introduced a resolution approving diagram for work described in Resolution of Intention No. 1255 Brentwood No. 3. This resolution was adopted by the unanimous vote of all members of' the City Council. Councilman Boido introduced a resolution providing for the vacation of a portion of D Street and fixing January 3, 19d9 as the time of hearing. This resolution was adopted by the unanimous vote of all members of the City Council. A number of Buri Buri residents were present at the meeting and complained of the traffic situation at the Buri Burl ihtersection. They were advised that this matter would be given early consideration.
