TIME: ROLL CALL: Council Chambers, City Hall. 8 o'clock p.m. Present: Councilmen Victor Boido, Chas. E. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. Before the meeting was called to order Mayor Ferko stated he wished to present, on behalf of the City, badges to ~hief of Police Louis BellOnd and Sergeant Vincent Bianchini for their services in the Police Department. Mayor Ferko presented badge to Louis Belloni for 25 years service as Chief of ~olice and Councilman Sani presented badge to Sergeant Bianchini for 25 years of service in the Police Department. CALL TO ORDER: MINUTES: The ~eeting was called to order ~y Mayor Ferko at 8:00 p.m. The City Clerk having forwarded copy of the minutes of the previous meetings held May 2nd and 9th to all members of the City Council, Mayor Ferko asked if any errors or omissions were noted. There being none the minutes were approved as submitted. FIRE ST~STATION BIDS: Motion was duly made, seconded and carried that bids for the construction of a Fire Substation be opened. Construction Co. being the lowest bidder at a figure of $32,320.00 for the construction of a Fire Substation, Councilman Elder introduced a resolution ~warding the contract for the construction of a Fire Substation west~of E1 Camino Ztesl to the S. & Q. Construction Co. This resolution was adopted by the unanimous vote of all members of the City Council. SOUTH'~DOD '$OMEN'S CLUB - ~OSQUITOES: Co~mnunication was received from the Southwood Women's Club requesting that something be done toward the abatement of the mosquito nuisance in their area. '~his matter was referred to the Superintendent of Streets. CALIFOI~IA ~ISSION TRAILS ASSOCIATION: Communication was received from the ~alifornia Mission Trails Assn. requesting appro- priation of ~150 for advertising. Motion was duly made, seconded and carried that this communication be filed. SOUTH~OD WO~N'S CLI$ DANCE: Co~mm~mication was received from the Southwood Women's Club requesting permission to operate booths for concessions at a dance to be held Saturday, June 18th at the American Legion Hall. Motion was duly made, seconded and carried that permit for dance be granted. POLICE OFFICERS SALARY Co~munication was received from Chief of Police Belloni advising that Officers Bernard INCREASE: Esparza and Vincent E. Bianchini had completed their probationary period ~,[ay 20th and were entitled to salary increase to ~260 ocr month. Motio~ was duly made, seconded and carried that the re6ommendatiSn of the Chief of Police be accepted. LIBRARY BOARD ME~,~S: Communication was received from the South San Francisco Free Public Library advising that the terms of ~Ars. Charles J. Ledwith and Mr. G. Carl Weller would expire June 30, 1949; also that a third vacancy was caused through the death of Mrs. J. G. Walker. This co~flunication was ordered filed. ?ORE: Communication was received from Mr. Lester Van ~%st commending the Sewer Department for their efficient service in repairing the sewerat 2A E1 Cam~o Drive. This communica- tion was ordered filed. SUPT. OF STREETS - SE~'.~R, CONDITIONS: Communication was received from the Superintendent of Streets requesting that certain sewer conditions be referred to the Works Engineer for correction. Motion ~as duly made, seconded and carried that same be referred to the ,'~orks Engineer. SOUTHWOOD MAR~T - BUILDING PERJlIT: Application was received from John Benetti of the Southwood Food ~rket for permission M · to erect a Super Market in the Brentwood Subdivision. otmon was duly made, seconded and carried that permit be granted. FRANK PISA - SCRAP IRON YARD: Communication was received from Frank Pisa requesting permission to use land on Victory Avenue fcra scrap iron yard. This matter was referred to the Planning Commission. VIRGIL MAFFEI - RESIGNATION: Communication was received from Virgil ~ffei submdtting final resignation from the Police Department and requesting consideration of vacation for the year 1949. ~otion was duly made, seconded and carried that Mr. Maffei be granted five days pay as vacation for 19~9. DIVISION OF HIGH~.VAYS SIGNAL ARROYO ~tV~: Communication was received from Jno. H. Skeggs, Division of Highways, acknowledging receipt of Resolution No. 1445 and advising that there were no Dmds available at the present time for installation of traffic control signals at Arroyo Drive. Communication was also received from Jno. H. Skeggs setting forth the cost of installation of traffic signals at the Arroyo Drive intersec$ion. City Clerk was instructed to send copy of these letters to Burl Buri Homes, Inc. and the Burl Buri Community Club. Councilman Sani introduced a resolution authorizing the execution of an agreement CH~ST~UT AVENUE' between the City of South San Francisco and the Southern Pacific Co. providing for the S..P. CO.: construction of a atreet or highway at the intersection of Chestnut Avenue with the right-of-wsy of said Southern Pacific Co. This resolution was adopted by the unanimous vote of all members of the City Council. PETITION HIGH SCHOOL PARK TEPJlACE - PARADISE VALLEY: Petition was presented by a number of residents of High School Park Terrace and · Paradise Volley protestin~ the conditions of the open drainage ditch running east between High School Park Zerrace and Paradise Valley. Councilman Sani stated he under- stood the school intended to put up a fence near the ditch and they might be willing to stand part of the cost of putting in a drainage pipe. This pipe to cost around $7,0OO. A n~nber of residents from these crees were present and explained their objections to this ditch. Councilman Sani stated the School Board would meet Tuesday night and he would like to have a committee meet with the Board. The petition was laid over for further consideration. P. O. & E. AGREFA~3]T - An agreement was presehted by the Pacific Gas & Electric Co. covering lighting in the BREN~?OOD: Brentwood Subdivision. This agreement was referred to the City ~ttorney. CLAIMS: FRANCISCO TERRACE- WESI~D IV~_.~I ON: Clai~s in the amount of ~31,250.5g were presented to the ~inance Committee for approval. On motion duly made, seconded and carried claims as submitted were ordered paid. Communication was received fron the Planning Commission referring back to the City Council, without reco~pmendation, the application of the Atlas ~alty Go. for a re- subdivision of Lots 1 to 9 incl¥ Blk. 1, fancy, soo ~errace. This matter was referred back to the Planning Commission for "Ayes" or "Noes~' reco~mmendation. USE PERL[IT - STERLING TERR.&CE: Resolution No. lOA was received from the Planning Commissdon recommending the granting of a use permit to the Sterling Building Co. to rezone Sterling Terrace Subdivision No. 1, from an R-A district to an R-1. This matter was referred to the Gity Attorney for the necessary Ordinance amen~nent. USE FaEJIT - GIULIO SC I ANDRI: Resolution No. 105 was received from the Planning Com~aission reco~nending the grantinK of a use permit to Giulio Scisndri for the building of a duplex structure at 751 Miller Avenue. ?~[otion was duly made, seconded and carried that same be accepted. STATS RENT CONTROL: Co~rm~unication ~'~as received from g-overnor Earl ;~[arren ~,¥ith reference to the Housin~ and Rent Act. Smme was ordered, filed. RESOLUTION NO. 1~8 CF~TRAL FI2E STATION C Oi~PLETI ON: 5[ONrHLY P~EPORTS: Co~s_unication was received from Architect Jilliam H. Rowe advising that the Central Fire Station had been completed in accordance with plans and specifications and recommended that the building be accepted. Fire C'-ief Jelte approved this recommenda- tion. Councilman Elder introduced a resolution declarinz that the Fire Department Building has been completed by Monson Bros. according to plans and specifications. This resolution ~,s adopted by the unanLmous vote of all members of the City Council. Reports for the month of April were submJ, tted by the Fire Chief, Chief of Police, ~ity Judge, Building Inspector, Humane Officer, Library and Department of Public Health & ~lfare. RESOLUTION NO. 14g9 SE~GE DISPOSAL PLANT: RESOLUTION NO. 1i50 TELETYPE"~ITER ACJREE- '..,~ T: Counci.l_man ortesm introduced a resolution with reference to the construction of a sewage disposal system. This resolution was adopted by the unanimous vote of all members of the City Council. Council]an Boido introduced a resolution authorizing the execution of an agreement with the County of San Mateo for teletypewriter service. This resolution was adopted by the unanimous vote of all members of the City Council. LYLE JOHNSON - VARIANCE PERI,~{I T: The application of Lyle Johnson for a variance permit to allow parking of cars on lots 26 and 28, Block 6 was brought up. The City Clerk advised that Mr. Johnson decided to withdraw this application. Same was, therefore, ordered filed. JARVIS BILL: The Works Engineer was granted one week's additional time to check into the Jarvis bill matter. ~ ~,',~TER NEAR DRIVE-P~ THEATRE: The Superintendent of Streets reported the water condition near the Drive-In kheatre was much improved and he would keep a close check on same. CITY PARK - PLAYGROUND: The Recreation Department's request with reference to the n~ming of the Grand Avenue playground was laid over pending the Recreation Department meeting. SOUTH?~OOD DRAINAGE: Sewer condition in the Southwood area was brought up. Superintendent of Streets stated this matter was being taken~care of. BIANCHINI AUTOMOBILE DAMAGE: CO~.~TRY CLUB PARK Ahq~EXATION: Pay~ent of bill in the amount of $39.50 for the repair of Bianchini car was laid over for two weeks. ~{ayor Ferko brought up the matter of Country Club Park Annexation. The City Attorney explained there were certain matters to be cleared up and he would have papers ready at an early date. CITY NANAGER: RECREATION GROUNDS: Mayor Ferko stated the various applications for City Manager had been screened and Mark Larweod was picked for the position. Councilman Elder moved, seconded by Co,~cilman Sani that Mark Larwood be appointed City Manager effective May 17th at a salary of $600 per month. This motion was regularly carried. ADJOURNS,tENT: Mr. Bonner addressed the Council statJng the Buri Bur] Club desired to thank the City Council for the action taken with reference to traffic signals at Arroyo Drive and asked What the Councdl's future intentions were on this subject. The ~yor stated he was askin~ Mr. Simpson of Buri Burl Homes to be present at next, Monday night's meeting and suggested that Mr. Bonner also be present. City Attorney Ooleberd requested that he be given authorization to consult with Messrs. Orrick, Dahlquist, Neff & Herrington ia the matter of t~e Sewage Disposal bonds. '" .Motion was duly made, seconded and carried that City Attorney Coleberd be so empowered. The City Attorney suggested that the suit to conde,~ certain property in the Belair area be dismissed. This matter was referred to the .¥orks Engineer.
