The' meeting was called to order by Mayor Ferko at 8:20 p.m.
The City Clerk having forwarded copy of the minutes of the previous meetings held May
16th and 23rd to all members of the City Council, Mayor Ferko asked if any errors or
omissions were noted. There being none the minutes were approved as submitted.
Communica%ion was received from the Recreation Commission recommending the approval
of plans for landscaping the Elm Court and Hillside Recreation Building area. Motion
was duly made, seconded and carried that the recommendation of the Recreation Commission
be accepted.
Communibation was received from the Recreation Commission recommending the acceptance
of the resurfacing of the tennis courts in Orange Avenue Memorial Park. Motion was
duly made, seconded and carried that the recommendation of the Recreation Commission
be acceptedl
RECREATION COMMISSION -
CUSTODIAN:
Communication Was received from the Recreation Commission that the City Council fill
the position of Custodian for the Recreation Department by appointing either Adolph
Coruccini or Wern Jarvis. Motion was duly made, seconded and carried that Adolph
Coruccini be appointed as Custodian for the Recreation Department at a salary of
$260.D0 per month; Mr. Coruccini to start as soon as possible.
SUPT. OF PARKS &
PLAYGROUNDS:
Communication was received from the Recreation Commission recommending the employing
of Mr. Anthony A. BulJan as Supt. of Parks and P~aygrounds on a one year Uontract
from July 1, 19~9 to June 30, 1950 at a salary of $325.00 per month and that Mr. Pless
be employed from July 1, 19A9 to July 15, 19A9 at a salary of $325.00 per month to
assist the new superintendent. Motion was duly made, seconded and carried that Mr.
'BulJan be appointed as Superintendent of Parks and Playgrounds for one year at a salary
of $325.00 per month.
Motion was duly made, seconded and carried that Joseph Pless be employed as temporary
Superintendent of Parks and Playgrounds for a period of one month startin'g June 15th
at a salary of $325.00 per month.
RECREATION DEPARTMENT
SU~ PROGRAM:
Communication was received from the Recreation Commission setting forth the summer
recreation program and recommending the approval.of same. The commission recommended
the following wage rates for part time workers:
Directors $1.25 per hour
Assistants 1.10 " "
Leaders 1.O0 " "
Motion was duly made, seconded ~n~ carried that the rates of pay as recommended by the
Recreation Commission be accepted.
The Commission recommended that the following workers be employed:

Motion was duly made, seconded and carried that the following workers be employed for

PERSONNEL BOARD -
PROBATIONARY PERIOD:
Motion was duly made, seconded and carried that the recommendation of the Recreation
Commissio%with reference to adult woodshop at the high school, be accepted.
Communication was received from the Personnel Board calling attention to the fact that
there is no evidence of the keeping of recordsrof probationary employees and recommend-
ing that Department heads submit written reports covering employees during their
probationary period. This matter was referred to the City Manager.

Communication was received from the Personnel Board advising that the following
candidates have been certified as having successfully passed the examination for

It was regularly moved, seconded and carried that four men on the fireman eligible list
be employed in the Fire Department effective July 1st, 19&9.
Communication was received from the Personnel Board advising that Lester A~derson is
being employed as a Police Officer in violation of the Civil Servi~e Ordinance and
that salary paid such employee is illegal. Motion was duly made, seconded and carried
Mr. Anderson be given his vacation as of June 15th and at ~he expiration of the

DRAINAGE DITCH -
BURI BURI:
Communication was received from the Personnel Board advising that the only body
empowered to conduct examinations under the Civil Service Ordinance was the Personnel
Board and that employees selected.from examinations given by any other commission or
~odywould be in violation of the Civil Service Ordinance. This communication was
referred to the City Attorney for answering.
Comm~mication was received from the South San Francisco Unified School District
requesting that the tax on Lots 16, 18, 20, 22, and 26 Block 13, Town of Baden for
year 19&8-&9 be cancelled as this was now school property. Motion was duly made,
seconded and carried that taxes on the lots designated be cancelled.
Comm~mication was received from Fire Chief Welte recommending the appointment, as
regular firemen with the second year salary of $260.00 per month, of Firemen Basil
Fornesi, Allen Borba and Robert Swope effective June 1, 19d9. Motion was duly made,
seconded and carried that the recommendation of the Fire Chief be accepted.
Communication was received from Chief of Police Belloni advising that Joseph Kimble
had started his probationary period as Police Officer June 1st, 1949 at a salary of
$250.00 per month. Motion ~s duly made, seconded and carried that the appointment of
Joseph Kimble be approved.
Communication was received from .Pete Mazzanti requesting permission to install a septic
tank on his property on Holly Avenue. Motion was duly made, seconded and Carried that
a revocable permit be granted Mr. Pete Mazzanti tc install septic tank on his property.
Commsnication was received from the Superintendent of Streets recommending that the
following weed abatement claims be refunded: S. A. Neatherlin $3.50, J. J. Bonalanza
$9.17. Motion was duly made, seconded and carried that the recommendation of the
Supt. of Streets be accepted and the refunds be made accordingly.
Communication was received from the Superintendent of Streets recommending that the
following weed abatement claims be rejected: Thomas West $7.00, Mary E. Eschelbach
$7.00, Victor Feudale $9.80. Motion was duly made, seconded and carried that the
recommendation of the Supt. ~f Streets be accepte~ and the enumerated claims be denied.
Communication was received from the Associated Improvement Clubs requesting permission
to use either the Council Chambers of the Judges Chambers on the evening of June 23rd.
Motion was duly made, seconded and carried that permission be granted to use the
Judges Chambers.
Communication 'wam received from the Peninsula Division League of California Cities
advising of meeting to be held June 16th at Santa Clara. Heads of the departments
were requested to notify the City Clerk as to the~ir attendance.
Communication was received from the Division of Highways in answer to the City's Resol-
ution No. 1441 with reference to the reopening of Bayshore Highway at the north city
limit. The Highway Division was not in favor of this reopening. On this subject,
communication was received from Mr. Anthony J. Gaudio enclosing copy of letter he had
addressed to Col. J. Skeggs in which a meeting had been arranged for Thursday, June 9th
at 10:30 a.m. in Mr. Skeggs office. He suggested that a delegation be present from the
City. The following city officials expressed bheir intention to be present at this
meeting: Mayor Ferko, City Manager Larwood, Works Engineer Randlett and Councilmen
Elder, Sani and Cortesi.
Communication was received from Mr. A. Mutti requesting three months leave of absence
due to injured hand. Motion was duly made, seconded and carried that three months
leavs of absence be granted Mr. Mutti.
Communication was received from Dorothy Hynding with reference to the Old Copper Mine
on the hill above Hillside Boulevard. This matter was referred to the City Manager.
Communication was received from Chief of Police Belloni advising of appointment of
Chas. L. Clifford as guard at. Consolidated Western Steel Co. Motion was duly made,
seconded and carried that the appointment of Chas. L. Clifford be confirmed, without
remuneration from the City.
Works Engineer Randlett submitted for approval plans and specifications for the street
improvement of South Linden Avenue. Councilman Sani introduced a resolution adopting
these plans and specifications. This resolution was adopted by the unanimous vote of
all members of the City Council.
'$ommunication was received from the ,~rks Engineer advising that gas tax money budgeted
for repairing Grand Avenue, classified as maintenance, could not be held over from year
to year and therefore same should be used before the end of the present fiscal year~
He recommended that a heater-planer be rented and with the assistance of the Street
Department the repairing of Grand Avenue could be undertaken. Motion was duly made,
seconded and carried that the recommendation of the Works Engineer be accepted.
Reports for the month of May were submitted by the Building Inspector, Fire Chief, Chie~
of P~lice, City Judge, Humane Officer and Department of Public Health & '%lfare. On
motion duly~ade, seconded and carried, same were approved as submitted.
Claims in the amount of $22~0d7.56 were presented to the Finance Committee for approval.
On motion duly made, seconded and carried claims as submitted were ordered paid.
Communication signed by various residents of Buri Buri was read. This communication
complained of an open drainage ditch extending from E1 Campo Drive to the south
boundary of the tract. Works Engineer Randlett stated he had gome over this area and
to clear the condition completely it would be necessary to put in a storm drain. This
matter was referred to the City Manager, Works Engineer and Councilmen Sani, Cortesi
and Boido.

Comm, n~ication was received from Fire Chief Wolfe recommending the appointment, as
regular firemen with the second year salary of $260.00 per month, of Firemen Basil

OLD COPPER MINE:
Communication was received from Dorothy Hynding with reference to the Old Copper Mine
on the hill above Hillside Boulevard. This matter was referred to the City Manager.
GUARD APPOINTMENT:
Communication was received from Chief of Police Belloni advising of appointment of
Chas. L. Clifford as guard atConsolidated Western Steel Co. Motion was duly made,
seconded and carried that the appointment of Chas. L. Clifford be confirmed, without
remuneration from the City.
RESOLUTION NO. 1454
PLANS & SPECIFICATIONS
SO. LINDEN AVENUE:
Works Engineer Randlett submitted for approval plans and specifications for the street
improvement of South Linden Avenue. Councilman Sani introduced a resolution adopting
these plans and specifications. This resolution was adopted by the unanimous vote of
all members of the City Council.
GRAND AVENUE IMPROVE~$ommunication was received from the ,~rks Engineer advising that gas tax money budgete~

Communication signed by various residents of Buri Buri was read. This communication
complained of an open drainage ditch extenc~ing from E1 Campo Drive to the south
boundary of the tract. Works Engineer Randlett stated he had gome over this area and
to clear the condition completely it would be necessary to put in a stSrm drain. This
matter was referred to the City Manager, Works Engineer and Councilmen Sani, Cortesi

ORDINANCE NO. 290 -
SPECIAL ELECTION:
An ordinance calling a special election came up for second reading. Councilman Elder
moved, seconded by Councilman Sani, that this ordinance be read by title only and
considered as second reading. This motion was carried. The City Clerk then read the
ordinance by title: "An ordinance calling a special election in the City of South San
Francisco for the purpose of submitting to the electors of said city the proposition
of incurring a bonded indebtedness of said city for the acquisition, construction and
completion of the following municipal improvement, to wit: A sewage disposal system;
declaring the estimated cost of said municipal improvement, the amount of the principal
of said indebtedness to be incurred therefor, and the maximum rate of interest to be
paid thereon; making provision for the levy and collection of taxes; fixing the date of
said election, the manner of holding the same, establishing election precincts and polling
places for said election and appointing boards of election therefor; a~-~ew~mg~-~ee
aaAd-etee~e~-a~-a~t~g-~e~e-e~-e~ee~ea-~e~e~e~; and providing for notice
thereof". This ordinance was passed and adopted by the following vote: Ayes, Council-
men Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi; Noes, Council-
men none; Absent, Councilmen none.
RESOLUTION NO. 1~55
REMOVING WEEDS:
Councilman Elder introduced a resolution providing for the removal of weeds now growing
upon the streets in the city. This resoluti~ was adopted by the u~animous vote of all
members of the City Council.
MARTIN SCHOOL DRAINAGE:
The ~orks Engineer reported Mr. Cherry of the school district was planning to have the
Martin School area landsc&ped and that catch basins had been installed to take care of
the drainage.
RESOLUTION NO. 1&56
ZONING ORDINANCE -
AMENDMENT:
Councilman Cortesi introduced a~resolution directing the Planning Commission to hold a
public hearing with reference to zoning land in Sterling Terrace. This resolution was
adopted by the unanimous vote of all members of the City Council.
NAMING GRAND AVENI~
PLAYGROUND:
BIANCHINI MACHINE:
On the recommendation of the Recreation Commission, motion was duly made, seconded and
carried that the Grand Avenue Playground be named "El Camino Real Park".
Th'e City Attorney advise~ that he was of the opinion the City was not liable for the
damage to Mr. Bianchini's machine. He was therefore, instructed to refer this claim to
the insurance company.
RESOLUTION NO. 1&57
COUNTRY CLUB PARK:
Councilman Sani introduced a resolution acknowledging receipt of notice of intention to
circulate petition for annexation of territory known as "Country Club Park". This
resolution was adopted 'by the unanimous vote of. all members of the City Council.
FREEWAY LIGHTS:
The ~ity Manager reported he had contacted Mr. Geddes of the ~tate Highway Division
with reference to the lighting of the entrances to and from the freeway and he was
assured by Mr. Geddes that same wou~d be taken care of at an early date.
PARADISE VALLEY DITCH:
With' reference to the petition of the Paradise Valley residents regarding open drainage
ditch in that area, City Manager Larwood stated he an~ the Works Engineer would meet
with a representative from Paradise Valley Wednesday evening.
MOSQUITOES -
SOUTHWOOD:
With reference to the complaint of the Southwood area on mosquitoes, the City Manager
stated he would contact the Dounty Health Officer i~ an effort to clear this situation.
BUDGETS:
The Mayor stated the budgets would be discussed at an informal meeting Monday evening,
June 13th. He asked that the heads of ~he departments be in readiness when called upon
at a later date to discuss the budgets.
ADJOURNMENT:
On motion of Councilman Sani, seconded by Councilman Elder and regularly carried the
meeting was adjourned to ~une 20~h, 19~9 at 7:00 p.m.
